1 Public Matters

2 Minutes
The minutes of the meeting 4th March 2013 were accepted and signed.
3 Matters arising
November meeting
10 a) Some work had been done in cleaning the footpaths and roads but they were again being covered with loose chippings. The fence and verge at Milton Rough has not been attended to. Also, as far as known, the blocked grid and drainage problem in Wetton Lane has not been attended to. The Clerk will raise the matters with Highways. Action - Clerk
10 b) It was agreed that the Notes of the Home-watch meeting should be put on the Village web site. Action - Clerk / Clr Pardoe
February meeting
Item 9 Correspondence
a) Clr Fifield had contacted the Council and ABCA regarding the provision of a defibrillator machine, paid for out of the CW&C Clr grants. The machine to be located in the Parish Rooms. There is no further news.
Item 10 Village Matters
a) Clr Evans reported that he had been in touch with Glyn Cookson, Highways, about the grass verge on the bend at Hill Top Road, facing Cliff Road. There has been more heavy vehicle tyre marks across the corner. Clr Evans said he would continue to cut the grass on the verge and would await any contact from Highways.
4 Planning Applications
a) Acton Hall Farm - replacement of farm house and ancillary buildings (13/00658/FUL).
The Council discussed the application at length and reviewed the proposals in the light of the Green Belt, PPG2, the NPPF and Vale Royal Local Plan (2006) Section H10. It was unanimously agreed to request that the application be refused on the grounds that the redevelopment was a significant intrusion into the Green Belt and was contrary to a number of guidelines in the reference documents. It was particularly noted that the height of the new building facing Cliff Road was 9.5feet higher and presented a full elevation to the road as against the existing double gables of the barns. The proposed residential accommodation was to be increased by some 230%. The Council believed that the elevation and the total building development would have a negative visual impact would be detrimental to the openness of the Green Belt.
It was agreed that a much more sympathetic approach to the existing buildings and arrangement was required.
b) Riverside Inn, Warrington Rd - landscaping to entrance.
The Council had no objections to the proposals but observed that access to / from the path to the Inn would be crossed by incoming and outgoing vehicles and could be a safety hazard. The observation would be forwarded to CW&C.
5 Planning Decisions
Alder House, Strawberry Lane - the extensions and alterations had been approved.
6 Financial Matters
a) The accounts and financial statement for 2012 -2013 were presented to the Council. The statements were approved and signed by the Chairman on behalf of the Council. The statements and associated information would now be forwarded to Mr Peter Young, Internal Auditor.
b) Correspondence had been received from HMR&C on the new scheme for income tax called Real Time Information (RTI). This scheme requires tax to be paid as wages/salaries are paid to employees. The Clerk is the only Parish Council employee. Her salary, together with other income, is to be assessed and managed by her accountant and will comply with RTI requirements.
7 CWAC Ward Councillors
Clr Fifield mentioned that the Forum for Weaver & Cuddington Ward will be on the 24th April at Cuddington Community Centre at 7-00pm.
In response to queries on the cost of Chester wishing to apply for and to become the next 'Capital of Culture', Clr Fifield gave information on the net positive gains that had been made by Liverpool. He said he would try and obtain further information.
A query was made regarding the recent Council Tax statements and that there was no explanation of how the Special Expenses was being assessed and allocated. Clr Fifield will check. Action Clr Fifield
8 Reports from other meetings
a) Clr Pardoe and Oliver had attended a meeting with the new Police and Crime Commissioner. It had been a constructive and positive meeting. Notes of the meeting were in the 'Circulation Folder'.
9 Correspondence
Letter sent to Crowton Parish Council re the CW&C Local Governance Review and the assessment made by Clr Pardoe on the common boundaries.

Due to Bank Holiday, the next meeting will be on Tuesday 7 th May 2013, at 7-00pm. The Parish Council AGM will be held on the same date and will commence at 7-30pm.
