ACTON BRIDGE PARISH COUNCIL

Annual General Meeting
Minutes of meeting held on Thursday 10th May 2012 at 7.30pm in the Parish Rooms

3 Matters arising

a) The milestone on Station Road has been painted.

4 Chairmans Report 201/12

The Chairman gave his report of the work over the last year and included a review of the Parish Councils activities over the last year. The Chairman made special mention of the excellent work done by ABCA for the Village and asked Mrs Evans to convey the Parish Councils appreciation to ABCA.

Some particular issues dealt with in the year were;
CW&C - The Parish Council are very concerned over the poor way that the 'Special Expenses' for management and maintenance of the playing field had been raised and handled.
Planning matters are a regular feature of Parish Council meetings. There are concerns over inroads into the green belt and the Council would be vigilant over any proposals affecting the Village.
Hazel Pear Wood - the Parish Council had met the manager of the Wood and discussed the cutting of the hedge and the upkeep of the trees and grounds.
Speeding - A further campaign using SID has been carried out and there is on-going liaison with the Police. Network Rail - Continuing problems and lack of consultation. The new high fence along the railway at Chapel Lane had been installed without any notification or discussion.

There were no questions on the report.

Clr Pardoe expressed the thanks of the Council to the Chairman.

5 Village Matters.

Mr Sandys-Winch raised a query concerning the work he does looking after the flower beds outside the Parish Rooms and the need to remove the existing flowers, which are still in full bloom, to plant the new flowers needed to bloom for the Jubilee celebrations. It was agreed it was a shame to waste the existing flowers and Clr Bayley offered to use some in the flower beds at the Station.

Mrs Evans was asked about ABCA work and said what a busy year it had been. Recently the Butterfly and Caterpillar Event had been a great success.

The Chairman raised the issue of the playing field and the future action. He reported how the topic had initially been raised by CW&C under the heading of 'Double Taxation' a complete misnomer. All the members of the Parish Council had tried hard to get accurate information on the associated costs, the make-up of the Special Expenses and the affect on the Council Tax bills residents had received. Using information from other Parishes, the actual costs for management and maintenance of the playing field and equipment had been estimated at £1200 per year. The actual charge levied on Acton Bridge is £4400.

CW&C had offered a lease that was preposterous and required all kinds of stringent conditions. They had also stipulated that the equipment had to be taken as is, regardless of its condition.

Clr Fifield suggested that the Parish Council could consider three options, as follows;
i) leave matters as they are at present
ii) Take on the management and maintenance.
iii) Have the equipment removed from the field. (although the financial consequences were not known).
Clr Fifield would investigate the options.

After a general discussion it was agreed that after the facts of the various options were known the information should be put in the Newsletter with a view to holding a Public Meeting to establish Village feeling.

Clr Bayley raised an item on behalf of the Milton Baptist Chapel regarding maintenance of the gardens around the Chapel. The Council recognised the problem but were unable to propose a solution. It was agreed to put a notice in the next Newsletter asking for volunteers.

The AGM was brought to a close at 8:40pm
