a) The minutes of the meeting 7th July 2014 were accepted and signed.

June 2013 meeting
Item 4 Planning Applications
Extended garage 23, Milton Rough. Following no progress with the CW&C Solutions Team and in the light of further information from Environment Agency and United Utilities, the neighbour has now decide to take action with the Ombudsman on the CW&C handling of the matter.
The Chairman mentioned that there are also problems with drainage and flooding at the Milton Baptist Chapel which has a culvert that feeds across the B5153.
February 2014 Meeting
7 CWAC Ward Councillors
b) The new speed limits for Station Road and Milton Rough, as part of the B5154 amendments, have been implemented. Clr Fifield has been seeking clarification of the funding. At present it is believed (letter from Highways refers) to be half by CW&C and half by the relevant Parish Council. The Parish Council again expressed their dissatisfaction that unbudgeted bills could be imposed on the Council. Action Clr Fifield ongoing
June meeting
3 Matters Arising
The Clerk reported that Steve Holden (CW&C) had been in touch with the landowner of the footpath between Hill Top Road and Strawberry Lane and the path was to be cleared. Action Clerk Completed
Reference the incident that had taken place on FP12 when three walkers had got into difficulties due to the poor state of the path, the Clerk is to contact Mr Holden as to the latest situation to getting the path opened again. Action Clerk.
July meeting
9 Correspondence
A letter from Weaverham Trust inviting the Parish Council to attend a meeting in September with Mr Jeremy Owens, Spatial Planning Manager for CW&C, was read to the meeting. The Parish Council were pleased to accept and would notify Weaverham Trust. Letter sent. Action Clerk Completed
It was agreed that Clrs Evans, Holt and Oliver would attend.
A survey had been received from ChALC asking about Affordable Housing. It was agreed that the form be completed giving the Parish Councils views. Form completed. Action Clr Holt Completed
4 Planning Applications
Since the July meeting a number of Planning Applications had been received that had been responded to by the Chairman and Vice-Chairman;
a) Woodstock, Milton Rough - extension and addition of first floor accommodation for Mr and Mrs Pugh.
Further to the July meeting, the letter had been sent to CW&C with Parish Council comments generally supporting the application. Subsequently the applicants had been informed through CW&C that the extension was too large and so they had withdrawn the application. The applicants are to consider new proposals.
b) Acton Hall Farm Cliff Road. - Redevelopment of the site.
The Parish Council comments objecting to the development in the green belt had been submitted as given in the July meeting. There has not been any further news although the time periods for the various stages had passed.
c) Cutting back of tree at 37 Cliff Road. The height of a large tree was to be reduced by approximately one third as per existing. The tree has a TPO and requires work for safety, this was support by an arborists report. The work had been agreed. This action was endorsed by the Parish Council.
d) Upgrade to telecoms site Wetton Lane, consisting of existing base station and mast installation including replacement of existing antennas with 6 new antennas and one new dish on elongated antenna pole. The extended mast will be higher by approx. 1.6 m. The existing base station will be reused. Comments had been sent in to CW&C that subject to compliance with International Commission on Non-Ionizing Radiation Protection regulations, and NPPF guidelines, the Parish Council had no comments. This action was endorsed by the Parish Council.
e) The meeting discussed the amended plans for the new property at land between Long Barn and 69 Hill Top road. It was noted that the garage space was now to be used for accommodation and that the overall structure was marginally bigger than that approved by the appeal inspector. It was agreed that this particular building in the green belt was now fait accompli and there would be little purpose in objecting to it. This view would be sent to CW&C.
5 Planning Decisions
a) Cutting back of tree at 37 Cliff Road has been approved.
b) 19 Milton Rough, Acton Bridge, erection of detached garage approved.
6 Financial Matters
6.1 Annual Accounts
a) The annual accounts have been approved by the Auditors. They had queried the recording of information in two sections. These were revised to suit the Auditors comments even though the figures had been entered as per ChALC guidance. The Auditors fee of £42 was agreed.
b) Notice has been received that the Cheshire Building Society has been taken over by the Nationwide and our account has been transferred to them.
7 CWAC Ward Councillors
Nothing to report.

10 Village Matters
a) Clr Bayley had sent an email regarding the poor repairs to Station Road and Milton Rough. A resident who had complained to CW&C had been dealt with curtly. Clr Bayley also reported that some tarmac had been dumped near the lay-by at Milton Rough. It was agreed that the Clerk contact highways and also to ask that the white lines at the junction of Hill Top Road and Station Road be re-instated. Action Clerk
b) The Chairman reported on a proposed publication on the First World War 'fallen men' of the Village that was being prepared by Mr Bob Heaton. It was a work that had required an enormous amount of effort in research and investigation. It was hoped to have the document printed before November. It was proposed that every house in the Village should receive a complimentary copy. The Parish Council were fully behind the plan and agreed to pay printing costs, estimated at £300.
11 Any other business
Clr Hughes said that the flower beds outside the Parish Rooms had made a splendid display this year and felt that Mr Jeremy Sandys-Winsch should be thanked. It was agreed, that although ABCA would usually do this, a letter should also be sent from the Parish Council. Action Clerk
It was reported that a number of the street lights along Acton Lane were not working properly. The Clerk will contact CW&C Highways. Action Clerk
