ACTON BRIDGE PARISH COUNCIL

Minutes of the meeting held on Monday 7th December 2009 in the Parish Rooms.

1 Public Matters

No members of the public present.

2 Minutes

Minutes of the meeting held on 2nd November 2009 were accepted and signed. There were two spelling mistakes.

3 Matters arising

a) SID's Two members of the public have so far volunteered. Mrs Irene Barber to be contacted for her list of volunteers.
Action Clerk
Mr Hughes has not yet contacted Mr Bowker but will do so this week.
Insurance to be checked to see if the Council is covered for operating SID's.
Action Clerk.
Mr Roberts said that he has contact with another Council who would be willing to lend the SID's owned by them.
b) Bowls Pavilion. Nothing new to report.
c) The plaque from the garden near the Station, for last years award, has been returned. Mr Pardoe has contacted a maker of signs. It was agreed to purchase at the cost of £105 and that the sign would depict the Swing Bridge.
Community Pride. Photos and results have been received.
d) Pot holes outside Hazel Pear. Highways, (Ref no. 3084109). Mr Hughes will have a word with the landlady as CW&C are still waiting to hear from her.
Action Mr Hughes.
Smelly grid, outside Hazel Pear Inn (ref no 3087910). The drain has been inspected to see if it is draining away as it should. There is a question again as to whose land it is on. Highways are waiting to hear from the Landlady.
g) No news from Mr Mckie with ref to Planning rules. Letter to be sent to Chief Planning Officer asking what effect there could be on Green Belt land. It is felt that the observations of the PC are being ignored as there have been no refusals as yet.
h) Brine pipeline. Mr Pardoe has inquired into this and as yet there is no date for the result of the Enquiry.
i) Weight restriction. Hill Top Road. Gemma Day, Network Rail has promised to contact the Chairman by next Friday with ref to a meeting. If no contact all paperwork will be sent to Richard Flood. CW&C. Ms Day will also look into the concrete blocks situation.
j) Fire Service Officers have been round the village advising and fitting fire alarms. Note to be placed in ABCA News with contact number if some people have not been visited.
l) Decorating of the outside of Parish Rooms. This is to be held over until Spring. The PC would like to know of cost to allow for it on the Precept. Mr McKie at a previous meeting had reported that he has £5000 towards grants. Mr Hodgson offered to contact him to see if it is possible to have a contribution towards the cost of decorating.
Action Mr Hodgson.
m) Sandy Lane. No news as yet. The Enforcement people are aware of the situation.
n) Mr Hughes has completed the questionnaire with ref to New Transport plan.
o) Youth Parliament. Mr Hodgson found that there was no interest.
p) Wind Farm Frodsham Marshes. No one was able to attend the meeting held on 18th November. The Wind Farm will have no effect on Acton Bridge.

'WindGather'. Strawberry Lane has been approved.

9 Correspondence

a) Boundary Committee. They would welcome comments by 1st Feb. They have accepted the view put forward by Weaverham and Cuddington with Acton Bridge included. It was proposed that the line should be moved south placing Acton Bridge with Kingsley. An open meeting is to be held to see what the villagers feel. AB PC is in favour of staying with rural villages. It was proposed that the open meeting be held on 11th Jan at 7.00pm. to be followed by the normal PC meeting.
b) CW&C Feedback from event with local Councils 14th Oct.
c) CW&C Copy of press release ref launch of fund to help support rural areas.
d) West CheshireTogether. LSP Network conference 20th Nov.
e) CW&C Study to identify potential Gypsy & Traveller sites in CW&C.
f) CW&C meeting re. Wind Farm Frodsham. 18th Nov.
g) CW&C Working Together. Local Council Questionnaire.
h) CW&C Waste electrical & electronic equipment campaign.

10 Village Matters

a) Nation wide scheme. To travel on trains you now have to acquire a ticket (for small payment) at the station. This gives you permission to travel and pay the rest of the fare on the train.
b) Car park at the Station is very restricted and some use drivers park at the Hazel Pear pub.
c) There is an organisation in the pipeline ready to jump into action to assist when a large planning application affects a few parishes.
d) Mr Woodward has planted a hedge along the roadside of his new road access on Hill Top Rd.

11 Any other business

ABCA has completed a new lease with the Pre-school group.
The lease was previewed by Gerry Rooney.
Mr Holt signed it on behalf of the Parish Council.
