ACTON BRIDGE PARISH COUNCIL

Minutes of the meeting held on Monday 6th September 2004 at 7.30pm

1. Public Matters

No members of the public present.

2. Minutes

Minutes of meeting held on 5th July were accepted & signed as a correct record

3. Matters Arising.

a) Sub-station. Meeting held in Weaverham was well attended. A petition being circulated is going well with about 1,000 signatures at the moment. SAG has submitted a response to the new report. SAG is disappointed that CCC Environmental Panel has decided to accept NG arguments and they have recommended that the proposal be accepted. SAG has submitted a report to VRBC. An independent report commissioned by VR and compiled by IPSA has been completed. The report supports SAG arguments. A response is being compiled by SAG. Document to go to VR 7th September. A letter has been sent on behalf of the PC emphasising the Council's agreement with SAG. VR Planning will meet on Oct 19th. It is hoped that the Planning Dept of VR will meet the villagers very soon. Thanks were given to SAG for all their hard work.
b) Speeding. A letter has been sent to the Police again about the loan of Speed guns and other methods of curbing speed through the village. It is reported that a Policeman with a speed gun was operating along Hill Top Rd on Friday 3rd September but the majority of those caught were locals.
c) Pot holes. Some pot holes along Cliff Rd have been repaired. Householder along a stretch of Cliff Rd received a leaflet informing them that the road outside their properties was to be re-surfaced within the next day or two of the repairs. This was cancelled. No reason given. Highways Dept is to be asked why.
e) Cheshire Railings. No news as yet other than CCC and VR will split the costs (shared funding).
f) 'Step into Cheshire' Sat 18th Sept. Mrs H Bayley has arranged a Teddy Bear picnic walk through Hazel Pear Wood at 12.00 - 1.00, and from 1.30 - 3.30 a Picturesque Circular walk of 5 miles starting at Manor Farm. Leaflets are to be delivered to every house in Acton Bridge.
h) Wild Flowers. Due to Mr M Hodgson's absence no news on this subject.
i) Budget. Mr Peter Young (internal Auditor) has completed the Internal Audit. The papers for the Detailed Audit requested by Hacker Young were discussed and the lists for information was sanctioned and approved.
m) Tanker from Express Dairies is still coming through the village. Mr E Connor has again been in contact with David Birchall, Ops Manager who apologized and will again speak to the drivers.
n) Mr and Mrs Holt started as Tree Wardens on 5th September.

4. Planning Applications

a) Hillcliffe House Cliff Rd - Single storey extn to side - No objections
b) Hall Green Farm Cliff Rd - Farm building for livestock & machinery. VR have been contacted. They have said that the plans were submitted only to see if they were necessary. The Council felt that two points should be pointed out at the moment :
1 The track shown across the field on the map does not exist ;
2 There is a badger sett in this area and badgers are a protected species.

5. Planning Decisions

a) 50 Station Rd - approved by VRBC
b) 4 Weaver Cottage - approved by VRBC
c) 66 Cliff Rd - approved by VRBC
d) 70 Cliff Rd - approved by VRBC
e) Highfield Acton Lane - approved by VRBC

6. Authority for signing cheques

Clerk's salary for four months £280
In future this section will include Financial Review.

7. District Representatives Report

None

8. Reports from other meetings

Mrs H Bayley attended VRBC Area meeting 7th July. Policing was discussed and also Waste recycling. VRBC hope that in 2 years' time the new scheme will pay off.
As it will not always be possible for representatives to attend the Area meeting, a copy of the minutes is to be requested.
Weaverham & Acton Bridge Trust needs an Acton Bridge Representative as Jack Smith wishes to retire from the post. Mr N Tappin volunteered for the position. The next meeting is on 9th Sept.
Burial Meeting. Attended by M Hodgson and E Connor. There has been a request for a toilet to be built. M Hodgson is looking into this. Land opp is derelict and an offer [...] has been put in to buy the land. VR will apply a compulsory purchase order if owner refuses to sell. 1997 fencing to be removed and Readymix will level land given by them.

9. Correspondence

a) Homewatch Crime update. AB Theft of vehicle from Hill Top Rd.
b) Cycle Path A 49 Letter sent and reply received. Forwarding concerns to Neil Edgar. Councils Accidents Investigation Team.
c) Cheshire Railings. Final decision is to made end of August.
d) Form for completion from Mid Cheshire Footpath Society.
e) Cheshire Community Council Best Kept Village Awards Oct 11th. No one able to attend.
f) Seminar on new Planning System 6 November, Victoria Building Middlewich
g) Cheshire Training Partnership Burley Dam
h) Parish Precept and Planning appeals literature.
i) Ches Assoc of Town & Parish Councils Meeting 13 Sept. Mr N Tappin to attend
j) AGM Assoc of Town & Parish Councils Thurs 23 Sept.
k) From The Office of the Deputy Prime Minister. Review of the Regulatory Framework governing the Political actions of Local Govt employees.
l) Tree planting scheme
m) Spring bulb allocation form.
n) Open space provision and needs assessment.
o) VRBC Consultation draft. Empty Property strategy.
p) Cheshire Rural recovery programme.
q) CCC Invitation to meet new Chairman. 27th Sept. Mr S Pardoe and possibly Mr K Worrall to attend.
r) Letter from Lostock Gralam PC asking for a donation to support their fight against the proposed incinerator.
s) Helsby Rugby Football Club requesting donation.
t) Newsletter, Town & Parish Councils Assoc.

10. Village Matters

a) Break in at Milton Rough - lawn mower taken. Police were not interested.
b) Some land along the road overgrown at Milton Rough. S Pardoe advised Mrs Bayley to contact Mrs Buckley as she usually contacts the person responsible.
c) Bins are being kept at front of houses along Milton Rough. Note to be put in ABCA news asking people to refrain from this practice.
d) Nettles need cutting back along Hill Top Rd.
e) Drains. Acton Lane. Due to the heavy rain recently one gulley is completely blocked and other drains need attention.
f) Invitation to Lion Salt Works appeal.
g) Bench on playing field. Check with Margaret Carding if it is still proposed to erect one.
