2. Minutes
Minutes of meeting held on 7th June were accepted & signed as a correct record
3. Matters Arising.
a) Sub-station. New document received. Preliminary report submitted to CCC. Parish Council endorses SAG report against new proposals. No official communication from VRBC as yet. Open meeting to be held AB/W'ham 20th July.
4. Planning Applications
a) 66 Cliff Rd--Extn to existing garage - No objections.

a) Rose Cottage Cliff Rd - Refused by VRBC

Mr M Hodgson reported on the Burial Comm meeting. Audit has been completed. Should be getting extra piece of land.

a) VR Reporter.
10. Village Matters
a) Homewatch. It was reported that 4 men with lurcher dogs were outside the Chapel on Chapel Lane asking for way to station. Later seen in white van.
11. Any other business
a) Mr Sandys Winsch would like to give up position of Tree Warden for Acton Bridge. Mr R Holt said that with his wife he would be prepared to take on the position of Tree Warden.
12. Next meeting will be held on Monday 6th September 2004 at 7.30pm.

b) Speeding. David Thomas CCC has said that there is a proposal for a voluntary scheme to combat speeding. He will send more information when it is finalised. Police to be contacted again about speed guns.
c) Pot holes in roads have not been seen to yet.
d) Tractors have made marks on new surface on footpaths, Hill Top Rd.
e) Cheshire Railings. Letters to be sent to N Stoppard, A Hooker and J Oakley emphasizing the hazardous state of the railings pointing out the worries of the Parish Council and the concern that the PC may be liable if nothing is done to repair them very soon.
f) 'Step into Cheshire' - Mrs H Bayley has not been able to contact Mr & Mrs Campbell as yet.
g) Waste disposal - There have been no changes to the collections.
h) Wild Flowers. M Hodgson said that there are many verges in AB that could be sown with wild flowers. He will contact Alan Evans.
i) Peter Young as agreed to be Internal Auditor again. AB PC has been selected by Hacker Young for a detailed Audit this year. Annual return and the Risk Assessment were agreed and signed.
j) Proposed Wind Farm at Aston has been given temporary approval.
k) M6 route forms passed out.
l) Passageway to playing field, Orchard Ave is overgrown.
m) Tanker from Express Dairies is still coming through the village. K Worrall to contact them.
n) 4.15 pm train from Liverpool has been re-instated but not on timetable.
b) 70 Cliff Rd Conservatory - No objections.
c) Highfield, Acton Lane - Objections on grounds that it spoils the symmetry of the whole building as it is a semi-detached bungalow. It is a disproportionate dev. and is very obtrusive especially at the front.
d) 52 Cliff Rd - Porch to front & extn at rear. No objections.
b) 7 Hill Top Rd - approved by VRBC
c) Wall Hill Cottage Acton Lane - Amended plans approved by VRBC

b) Cycle Path A 49 Comments requested by CCC. The PC agreed that the cycleway was on a dangerous bend and there is already a problem for car users This proposal does not address the safety problems.
c) VR Buildings at risk. Strategy consultation draft.
d) VRBC Built Environment review 2003/04 copies of documents circulated.
e) VRBC Area meeting 7th July papers passed to Mrs H Bayley.
f) The Countryside Agency map of registered Common land & open country for lower NW England.
g) CCC Letter from Liaison officer informing of decision not to reinstate 'Parish friend' scheme.
h) Code of Conduct Training information sessions.
i) 'Adopt a Beach' scheme. Part of the Marine Conservation society.
b) Best Kept Village - Judy Pardoe has met the ladies from the scheme. They made an observation that the passageway to the playing field was a mess. Expressed surprise that the Railway station had received a commendation.
b) Weaver Valley Cycling club held a race through the village on 4th July. The PC was not informed.
