2 Minutes of Previous Meetings
a) The minutes of the meeting 5th January 2015 had been circulated. The minutes were accepted and signed.

3 Matters arising
June 2013 meeting
Item 4 Planning Applications
Extended garage 23, Milton Rough. Further to the neighbours concerns over lack of acceptance by CW&C of their responsibilities as Lead Local Flood Authority (LLFA) and that rather than moving the complaint to the Local Ombudsman he would like one of the local CW&C Councillors to raise the issue and the problem with the flooding of the footpath (see next topic) with CW&C Executive, the Chairman had contacted Clr Fifield and forwarded related information. Action Clr Holt Completed

Clr Fifield said that he has been in touch and raised the issue. He knows that the task has been passed on for action and will check what progress has been made. Action Clr Fifield

June 2014 meeting
3 Matters Arising
Reference the incident that had taken place on FP12 when three walkers had got into difficulties due to the poor state of the path. Clr Fifield had raised the matter again and also the letter from the Parish Council to Mr R Flood (CW&C Highways) on the role of CW&C as the LLFA and the level of the water in the brook affecting drainage. Clr Fifield will raise this matter again. Action Clr Fifield - ongoing.

Clr Pardoe said that he has received a copy of the annual report from the Crowton Footpath Society which has mention of the on-going problem. Clr Pardoe will check with the Crowton people and if agreed will forward a copy to Clr Fifield. Action Clr Pardoe

December Meeting
Item 6 Financial Matters
Reference the Action on the Clerk to change the Parish Council account from the Nationwide B.S. to the Co-operative Bank, it was confirmed by the Clerk that the payment for the New Homes Bonus has been received. The delayed action regarding the transfer of the account to the Co-operative will now proceed and the Clerk will process the application. Action Clerk - ongoing
In answer to a question on the application form, it was agreed that two signatures will be sufficient to validate cheques on the account. It was also agreed the four previous signatories to the account would continue and any two of them could sign. All members' personal details were collected and will be entered as required on the application form. Action Clerk - ongoing

January 2015 meeting
The Clerk completed and sent in the precept form for 2015 - 2016 with the request the same as per last year at £2850 and the CTRS of £67 also added.

4 Planning Applications
The Chairman reported that amended plans for the application at 9 Milton Rough have been placed on the CW&C web site. The plans made further reduction to the proposed extension. As the plans have not yet been received it was agreed that the Chairman and Vice -Chairman could make the response on behalf of the Parish Council.

5 Planning Decisions
The application for the alterations to Rosebank, Acton Lane have been approved.

6 Financial Matters
Copies of the Financial Regulations and the Risk Assessment, with small updates, had been circulated. Both were approved and signed by the Chairman and the Clerk.

7 CWAC Ward Councillors
Clr Fifield reported that he has been asking for the street lighting on Acton Lane to be repaired. Several of the lamp standards were either not working or operating intermittently. Some repairs have been done but all the lights are not fully functional yet.

Clr Fifield said that the CW&C Local Plan was now approved and particularly the numbers of new houses that are to be built. For our area the Green Belt is unchanged and protected. CW&C now has the required 5 year supply of housing and land.

Clr Fifield also mentioned that Clrs J Grimshaw and A McKie would not be standing for re-election in our Ward at the elections in May.

8 Reports from other meetings
Minutes of the Joint Cemetery Committee have been received.

9 Correspondence
Regarding a members briefing (Ref 788) on Community Transport and the award of a contract, Clr Fifield said that he had asked for a bus route linking Acton Bridge, Weaverham and Cuddington to be considered as an addition.
Cheshire Community Pride - forms received. It was agreed to enter the Village into the competition again.

10 Village Matters
a) a) It was noted that a security alert has been issued by the Police to tell people to be cautious over the information they put on Facebook as the information can be used find out when people are away and also used in fraud cases.
