ACTON BRIDGE PARISH COUNCIL

Minutes of the meeting held on Monday 1 st July 2013 at 7-30pm in the Parish Rooms.

1 Public Matters
There were no Public Matters

2 Minutes
The minutes of the meeting 3rd June 2013 were accepted and signed.

3 Matters arising

November meeting
10 a). Further to the repairs to the fence and verge at Milton Rough, Clr Bayley reported that the work has been done but not to a satisfactory standard. She has contacted Mr J Oakley at CW&C and is awaiting a reply.

The blocked grid and drainage problem in Wetton Lane has not been attended to, the Clerk has again urged attention by Highways. Action - Clerk - Ongoing.

April meeting
Item 7 CW&C Councillors - A query was made regarding the recent Council Tax statements and that there was no explanation of how the Special Expenses was being assessed and allocated. Clr Fifield will chase up a response Action Clr Fifield - ongoing

May meeting
4a) Acton Hall Farm redevelopment
The Chairman reported that the hearing on the application by CW&C Planning Committee has again been put back. The Planning Officer has said the she is discussing the application with her line manager in regards to policy and the application and is not able to complete her report. Further information is said to be coming from the applicant's architects.

The Chairman had prepared some notes in anticipation of speaking at the Planning Committee and after checking with the Vice Chairman they had been sent as information to CW&C.

The meeting discussed in principle all the information that had been supplied and Clr Evans said that feedback is required from CW&C to know the reasons behind the recommendations from the Planning Dept. A further comment was made in the meeting that Parish Councils cannot appeal a planning decision. Clr Fifield stated that based on the meetings he has been to that Planning consider all points.

Clr Pardoe said that as people do not attend the Parish Council meetings they do not appreciate the detail of how plans are discussed.

4c) Land at Hill Top Rd - Appeal by applicant against refusal. The Chairman had circulated a draft letter and after small amendments this had been sent to the Inspectorate. Action Clr Holt Completed. The Chairman reported that average time taken to consider an appeal is 21 weeks.
Grant refund
Clr Oliver has completed the forms required by the Big Lottery grant funding organisation. The balance remaining from the grant of £777 will have to be returned. All the anticipated work has been completed.

June meeting
Item 4 Planning Applications
a) Extended garage 23, Milton Rough
The Council had agreed that the proposal was hard to justify simply as a garage and posed a large development in the Green Belt. The Chairman had also spoken with the next door neighbour who was concerned about flooding and a blocked culvert on the site. These comments had been sent to CW&C. The Chairman reported further conversations with the neighbour who had given information that the culvert was to be inspected by United Utilities.
Item 6 Financial Matters
6b) The Internal Auditor (Mr P Young) had checked the accounts and they had been forwarded to the External Auditor. Mr Young had observed that the update of 5% for the Valuation of the Assets had not been recorded in the minutes and this had been formally done in June. However the Clerk had received a phone call from the Auditors stating that valuations are to remain at 2011 values. Neither the Clerk or Mr Young were aware of this change. The accounts had been returned for this adjustment to be made. The accounts were otherwise cleared. Mr Young will be informed. Action Clerk
Item 10 Village Matters
The building of a fence outside Holly Tree Cottage, Acton Lane and changes to the public footpath signs had been reported. The Clerk has been in touch with CW&C on both matters. The outcome will be followed up.Action Clerk
Item 11 Any other business
a) The Chairman had asked for representatives to for serve on ABCA. There were no offers to join ABCA

b) Mr Heaton is continuing work to get quotes and layouts for the signs, one each side of the entrance to the car park, to indicate Acton Bridge Parish Rooms - Bowls and Tennis Clubs.

c) The large notice board requires more attention to remove the rotten wood. Clr Pardoe offered to remove the rotted wood and to carry out repairs.

4 Planning Applications
5 Planning Decisions
5, Cliff Road - Application for change of use for garage and building of new garage has been approved.

6 Financial Matters
a) Clerks salary for April, May and June, being £310.65, was approved.
b) Notification has been received from National Savings that the interest rate on the account has been reduced.

7 CWAC Ward Councillors
a) Clr Fifield reported on the proposals to introduce new, reduced, speed limits on the B5153. There will be cost to be shared by Parishes along the route. A figure of £8000 has been given for new signs and markings. Clr Fifield will try and get the pro-rata costs for Acton Bridge. It was thought that the CW&C would support the costs from their budgets.

There was a discussion on the subject, mostly on who should pay. The Parish Council were not happy that significant, unplanned, money could be called for part way through a financial year.

Clr Bayley commented that Crowton has had a flashing speed restriction sign installed.

b) The progress on the supply of the defibrillators was queried. Clr Fifield will check on the situation.

c) The financial support for the 'Party in the Paddock was queried. Clr Fifield stated that the necessary forms had now been issued to reclaim the agreed costs.

8 Reports from other meetings
None.

9 Correspondence
There was to be a meeting of the Vale Royal Town and Parish Councils on the 11th July. Clr Pardoe said he would try to attend.
The Police Commissioner is to hold a meeting on 29th July at Ellesmere Port.

10 Village Matters
Clr Evans reported on a query that had been raised about the replacement of stiles and can these be replaced by swing (kissing gate) type. The meeting discussed possible sources of funding and sources for advice on replacement. Clr Evans offered to follow up this item. Action Clr Evans.

The Chairman reported that a resident had forwarded photographs of a large vehicle that had travelled along Hill Top Road and Acton Lane to the A49. The photographs had been sent on to the Police. The Police will investigate. They also promised to carry out speed checks in the Village.

11 Any other business
None.

The summer break will be taken in August. The next meeting will be on Monday 2nd September 2013, at 7-30pm.
