Minutes of the meeting held on Monday 4th March 2013 at 7-30pm in the Parish Rooms.

1 Public Matters

2 Minutes

Item 1 Corrected to read Helen Mylott, Acton Hall Farm.
Spelling/typing errors corrected. The minutes of the meeting 4th February 2013 were accepted and signed.

3 Matters arising

November meeting
10 a) The Clerk had again followed up the problems of footpaths and roads being covered with loose chippings with Highways. She had been informed that money had been retained from the Contractors. More sweeping / clearance work has been promised. The Clerk will check on progress and keep in communication with Highways.
The blocked grid and drainage problem in Wetton Lane had also been raised with Highways. Action - Clerk Completed

10 b) The Home-watch meeting had been held before the Parish Council meeting. See separate minutes to this meeting.

January meeting
10b) The condition of the fence and ground over the Station Bridge at Milton Rough has been inspected. A job number has been issued (3193494). Action Clerk - Completed

February meeting
Item 9 Correspondence
a) Clr Fifield had contacted the Council and ABCA regarding the provision of a defibrillator machine, paid for out of the CW&C Clr grants. The machine to be located in the Parish Rooms. There is no further news.
c) Information received on the Community Pride (Best Kept Village) competition. There was an entry fee of £28 00.Clr Byley had completed the forms and sent in the entry for the Village. The fee is to be refunded to Clr Bayley. Judging is in two parts, April to June and July to August.
Clr Bayley mentioned that there are other categories of competition available this year. After discuss it was decided to submit an entry for a 'Community Champion'.

Item 10 Village Matters
a) Clr Evans reported that he had been in touch with Glyn Cookson, Highways, about the grass verge on the bend at Hill Top Road, facing Cliff Road.

4 Planning Applications
a) Riverside Inn - An application has been received to replace the existing signs on the building and add some new signs at the Riverside Inn. These were considered and found to be acceptable. No objections or observations.

5 Planning Decisions
None

6 Financial Matters
a) The subscription request for CPRE had been received. CPRE were asking for an increase of £7.00 to £36.00. The Council decided to keep the subscription at £29.00.
b) Clerk salary - The sum of £242.60 was agreed for the Clerks salary, being for February and March with the addition under-claimed amounts for previous 10 months.

7 CWAC Ward Councillors
None

8 Reports from other meetings
a) Clr Pardoe reported on a meeting for Superfast Broadband. It had been a good meeting. There was little progress for rural areas. There will be an item in the newsletter to get people to take up the matter with Suppliers and funding agencies. It was agreed that the pressure should be kept on through CW&C.
b) Joint Parish Councils meeting - had been attended by Clrs Oliver, Pardoe and Holt. Usual subjects discussed. Cars parking on pavements and verges was a common problem. Rural transport and bus route was still an issue. A Transport sub-group was proposed with the object of discussing matters directly with the providers.

c) The Chairman reported that he had not been able to attend the 'Scoping Meeting' for neighbourhood topics held at Hartford due to family reasons and had sent an apology on behalf of Acton Bridge.

10 Village Matters
a) Clr Pardoe mentioned that litter is getting worse. Some evidence that the problem is exta noticeable after the bin collection day. Probably both from paper etc being blown about and the bin emptying work.

b) Boundary Review - Local Governance. Clr Pardoe said that the new timetable showed Crowton to be involved soon and it would be worthwhile contacting Crowton PC to discuss any common matters. This was agreed and the Clerk of Crowton PC will be contacted.
