ACTON BRIDGE PARISH COUNCIL

Minutes of the meeting held on Thursday 7th June 2012 at 7-30pm in the Parish Rooms.

a) AGM minutes
The AGM minutes were agreed as a true record and would be formally signed at the AGM of 2013.
b) Matter arising from the AGM
The following items had been raised at the AGM;
i) Clr Bayley confirmed that the surplus plants removed from the flower beds had been reused at the Station.
ii) Clr Fifield had chased CW&C for responses to the queries regarding the Playing Field but was still awaiting answers.
It was agreed that the Parish Council would await the responses before discussing the matter.
iii) The request for gardening assistance at Milton Baptist Chapel will be put in the next Newsletter.

c) Election of Chairman and Vice-Chairman
The Chairman formally stood-down and the Clerk requested nominations for Chairman of the Council for 2012 - 2013. It was proposed by Clr M Hodgson and seconded by Clr D Hall that Clr Holt be the Chairman, this was agreed by all. Clr D Hall proposed that Clr S Pardoe be Vice Chairman, this was seconded by Clr H Bayley and this was again agreed by all.

2 Minutes

The minutes of the meeting 10th May 2012 were accepted and signed.

3 Matters arising

Acton Lane accidents
The warning signs for the bend on the descent down Acton Lane have now been installed. It is also believed that some resurfacing work is to be carried out on Acton Lane. Action Clerk - Completed

Neighbourhood Plans
There is no progress as yet on the possible Village Survey. The topics for review following the Weaverham work on a similar survey are awaited.

Clr Evans queried the need to keep this topic on going. The Chairman said that the Council were waiting to take benefit of the Weaverham work to prepare a Village survey. Clr Fifield said he would enquire as to the latest position on this.

Post meeting note. Clr Fifield obtained and circulated a copy of the Weaverham Questionnaire.
Further to the Joint Parish Council meeting at Cuddington on the 13th June, Clr Fifield has spoken with Fiona Dunning (CW&C) regarding the Agenda item of Ward Plans and been informed that the item is just to gather information from Councillors on topics of concern within the Ward and is not related to 'Planning' as such.

ABCA Lease
The lease has been completed and a letter of thanks is to be sent to Moss & Haslehurst Action Clerk - Completed. A response had been received from Mr G Rooney saying how pleased he was to assist in the Village work. He also said he had thanked the people involved at Moss & Haslehurst on our behalf.

The request had also been made for Moss & Haslehurst to store the lease. The other documents and deeds in the possession of the Council should be forwarded to them. Action Clerk - Ongoing

Superfast Broadband
Clr Pardoe is following this up and is to attend a meeting on the 22nd June.

The Queen's Diamond Jubilee Celebrations
The celebrations had been a great success and enjoyed by the whole Village. Sincere thanks were expressed to the organisers and would be conveyed to ABCA.

Clr Fifield said that he had been spoken to many people, giving their thanks and saying it would be nice to have a similar event every year.

March meeting
Item 6.1 - Playing field management - as discussed in the AGM.

Item 10a) Sat-Nav Clr Pardoe had reported that there has been no change as yet to the route. It was agreed to leave this item from the 'Matters Arising'.

Item 10c) Clr Pardoe was thanked for the repairs to the Community Notice Board especially as the work was completed in advance of the Blossom & Caterpillar Event at the Parish Rooms.

Item 11 Any other business, No further news on the CW&C Code of Conduct proposals. Clr Fifield said he would make enquiries as to progress. Action Clr Fifield

April meeting
Item 6.1 - The audit papers have been returned and cleared by Mr Young for the internal audit stage. The papers have now been sent to the Auditors.

Item 10 Footpaths and pavements. The damage caused by the CW&C road sweeper to the top surface in a number of places has been reported. Clr Pardoe was thanked for taking the photographs of examples. Action Clr Pardoe and Clerk - Completed
The large amount of growth in the gutters was giving a poor impression of the Village. Clr Fifield said he would raise the matter with Highways to have the gutters and weeds sprayed. Action Clr Fifield

Item 11b) Clr Oliver has confirmed that the grant application for repairs to the Rooms has been successful. Some additional administrative detail has been requested and will be forwarded.

May meeting
Item 7 - Highways meeting
Clr Fifield reported on the meeting he had attended. Plans have been prepared to create speed limits on the A49 and these would have to go through the formal process to be adopted. The speed limits and the associated lengths of the A49 are not available for general release at present. The work to control speeding on the B51553 is ongoing.

Item 8 - Cemetery Committee
It was reported that a small working party has been set up to consider the long term planning for the Cemetery and the possible acquisition of extra land. The working party now has a full compliment of members representing Weaverham, Cuddington and Acton Bridge.

4 Planning Applications

One planning application had been received. This was for Listed Building Consent at 4 Cliff Road. The Council studied the plans, the proposed internal remedial work and the change to one set of external french doors. The Council had no objections or observations.

5 Planning Decisions

There were no planning decisions.

6 Financial Matters

It was mentioned that as a follow-on to completion of the lease, ABCA had paid the 'peppercorn' rent in line with the new rate and had caught up with previous years.

7 CWAC Ward Councillors
Councillor McKie reported on the recent changes that had taken place in the various CW&C committees and the roles and responsibilities of each of the Ward Councillors in the new arrangements.

Councillor Fifield reported that CW&C had rejected the two proposed housing developments for Hartford.

10 Village Matters

a) Clr Evans said that he had seen some SID devices in operation in Crowton and the SIDs displayed the actual speed. It was confirmed that the devices used on one occasion in Acton Bridge did show the speed.
b) Clr Evans mentioned the bad pot holes in Cliff Road. The Clerk said that these had been brought to the attention of Highways and added to the list of jobs for Hill Top Road and Chapel Lane. The Clerk said that Highways had stated that resurfacing work is planned for Chapel Lane and Cliff Road.
c) Clr Hughes said that the bin for dog waste located at the entrance to the Hazel Pear Wood was full and had not been emptied in spite of contact with CW&C. Clr Fifield will try and find out why the bin had been left out of the emptying route. Action Clr Fifield
d) Clr Hughes raised the need to continue with speeding campaigns and to try and collect data at peak commuting times. This was agreed and to query the use of the speed guns again. The Chairman will contact the CW&C personnel to determine availability of equipment and the times in the day when the equipment can be used. Action Clr Holt

11 Any other business
The land at Weaverham that has had applications for building submitted even though it is green belt was discussed.
