1 Public Matters
Mr D Hall a resident of Milton Rough attended and wished to bring two matters to the attention of the Parish Council.
i). State of the grass verges along Milton Rough and the safety aspects of vehicles parking on the verges affecting the exit from the service road to the houses behind the verges.
The Council agreed that the damage to the verges was an eyesore. The topic had been raised by Clr Bayley at an earlier meeting. The difficulties of parking along Milton Rough were discussed and it was suggested that the service road was the best option. Clr Mc Kie offered to take the matter to Highways Dept and to report back. Action Clr A Mc Kie
ii) Condition of the footpath alongside the railway and the associated fencing. The subject was discussed, the footpath is relatively new and replaced a previous open crossing of the railway line, out of safety concerns re the high-speed services on the line.
Clr Pardoe offered to action by checking the path, reporting via CWAC Website or to Mid Cheshire Footpath Society, or to Network Rail, depending on ownership. Action Clr S Pardoe
2 Minutes
Minutes of the meeting held on 7th June 2010 were accepted and signed with one correction at 10(a), the unloading had taken place on Hill Top Road. The Chairman had sent an e-mail to Gemma Day.
3 Matters arising
a) Proposed Ward. No news as yet but the recommendations are expect soon as they are overdue.
b) SID's and Speed gun. The volunteer group had carried out a series of morning and evening sessions over several days in a two week period. Some 440 speeding offences were recorded.
The information has been passed to Mr Bowker to enable assessments to be made and for forwarding to the Police. It is expected that official warning letters will be sent to the most serious offenders. The Council were interested in the format and wording of the letter. Clr Holt will request a copy from Mr Bowker. Action Clr R Holt.
It was agreed that this information should be passed on to the non council volunteer members of the group with the PC's thanks.
c) Pot holes, Hazel Pear. No correspondence received from Network Rail.
d) Smelly grid, outside Hazel Pear Inn. Mr Oultram was not present so there was no further update on this item. Action Mr Holt will contact Clr Oultram.
e) Refurbishment of Parish Room. Mr Hodgson reported that the application for the grant towards the refurbishment had been submitted to WREN. It was confirmed that the Council had provided a letter stating that they will provide the required third party funding.
Mr Hodgson also reported that it has emerged that Parish Councils can apply for grants and offered to look into the feasibility of the Parish Council's carryng out external refurbishment via a grant from Awards for All in the event that the WREN grant was not forthcoming. Action Clr Hodgson.
f) Work on Viaduct. No news on this.
g) Invitation from the Woodland Trust to celebrate the 10 year anniversary of planting the Hazel Pear Wood. ABCA and the WI have taken the lead in organising the celebrations. A special event is to held at the end of August.
h) Item 10a) of June meeting. The photographs and a letter have been sent to Network Rail. There has been no response to the vehicles in Hill Top Road. only that the work is in relation to activities at Weaver Junction and should be completed by the end of the week. The buildings should then be removed. Network Rail have notified further work in August and that there will be the delivery of plant on the 14th with removal the week after.
i) Item 10c) of June meeting re vandalism - an item has been put in the Newsletter.
Item 10d) of June meeting re grass cutting - no action was taken on this as the next cutting had been better.
Item 10e) of June meeting re new notice board nothing found as yet.
4 Planning Applications
There were no planning applications.
5 Planning Decisions
There were no planning decisions.
6 Financial Matters
The Clerk has completed the audit return and passed it to Mr P Young for independent internal audit.
7 CWAC Ward Councillors
Clr Mc Kie spoke on planning matters and the intention to seek attendance by planning officers at the Parish Council to discuss the latest planning guides and regulations. Clr Mc Kie undertook to progress the attendance of the planning officers.
Mr Roberts pointed out that Cheshire East Council is running seminars on planning, changes in the law etc. Action Clr A McKie.
8 Reports from other meetings
No meetings attended by any of the PC this month.
9 Correspondence
a). CWAC Letter on the subject of promoting a 'Benefit Uptake Scheme'. The letter set out 19 separate benefits and their details together with how the Benefit Department can assist potential claimants. Emma Stephens is the new CWAC Liaison Officer.
b) Weaver Valley Cycling Club - letter notifying forthcoming races. It was observed that Acton Bridge is nearly all 30mph speed limit and unless police sanction has been obtained that the limit must be observed. A letter is to be sent to the Club. Action Clr R Holt.
c). Weaverham High School - A letter had been received informing the Council that the status of Weaverham High School is to be changed to a Foundation School. The governing body is to be reconstituted and the letter asked that the Parish Council should submit nominations of suitable people to serve on the governing body. It was agreed to advertise the position in the next Village Newsletter. Action Clr R Holt.
10 Village Matters
Mr Hall mentioned that the street light at the far end of Orchard Avenue obstructed parking and access. [Post meeting note - Mr Pardoe subsequently visited, and the lamp post appears to have been there for a long time, together with a pole for telephone lines.].
