ACTON BRIDGE PARISH COUNCIL

Minutes of the meeting held on Monday 5th October 2009 in the Parish Rooms.

Apology for absence was received from Mrs H Bayley, Mr M Hodgson and Mr P Roberts.

1 Public Matters

No members of the public present.

2 Minutes

Minutes of the meeting held on 7th September 2009 were accepted and signed.

3 Matters arising

a) SID's Mr Holt has spoken to Derek Bowker explaining to him that a request for volunteers is to be published in the next ABCA News. There are a few queries. What is the cost for rental? Who is responsible for the SIDs? What training is required?
Action Mr A Hughes is to contact Mr Bowker.
b) Bowls Pavilion. A meeting to discuss the Pavilion is to be held on 26th October.
c) Community Pride (Best Kept Village) awards. Mr & Mrs Pardoe attended the awards ceremony on 24th Sept. Acton Bridge were runners up in the 401-600 category and also awarded the 'Little Gem' award for the garden near the Station. A letter has been received from Mike Hall MP congratulating Acton Bridge.
Action Clerk to send a letter to Mike Hall thanking him.
The plaque from the garden near the Station has been returned.
Action Mr Pardoe to inquire into cost of a permanent plaque.
d) Pot holes outside Hazel Pear. Highways, have been contacted again Ref no. 3084109.
Cheshire Railings. Acton Lane also reported. Ref no. 3084111.
e) Meeting with Planning Officer to explain Planning laws.
Action Mr Holt to contact one of the CW&C Councillors to arrange this.
f) Nursery shop. Station Rd. It is appreciated all the good work having been completed but there is some concern that the owner may be in contravention of the planning laws.
Action Mr Holt to speak to owner.
g) Brine pipeline. No news.
h) Weight restriction. Hill Top Road Mr Roberts has drafted a letter to Network Rail, this was read out at the meeting. One amendment was suggested. The letter was to be passed to Mr Hodgson for his comments before sending it.
i) Speeding. It was reported that an unmarked Police car was doing a speed check in the village.
Action Mr Hughes to e-mail PC Turner in connection with this. j) Concrete blocks on Station Bridge. Another letter is to be sent to CW&C requesting reflectors on blocks and if possible a date when the bridge is likely to be strengthened.
Action Clerk.
k) John Thorley. Security. No news.
Action Mr Holt to contact Mr Thorley.
l) Decorating of the outside of Parish Rooms. A meeting was arranged but fell through. Mr Holt and Mr Roberts have still to assess work required.

4 Planning Applications

a) Windgather, Strawberry Lane. Single storey rear extns to existing bungalow with associated internal alterations. The Parish Council had no objections although it was felt that it must stress that it is in agreement with the neighbour that the level of the terracing will intrude on his privacy.
b) Mr Holt received a phone call from the Weaverham Parish Council clerk drawing his attention to the building work going on at Sandy Lane. Mr Holt spoke to the Enforcement Officer who said that he had been out to the site and informed the owner he was in breach of planning laws. Mr Holt went to look at the site and spoke to the builder. The owner was very apologetic and will submit new plans.

5 Planning Decisions

None.

6 Financial Matters

Clerks pay (4 months) £380
Reimbursement to Mr Pardoe of £8 for Land Registry search.
ABCA agreement is due for renewal in 2010. (30 years lease expires 2010)
Mr Peter Young has agreed to be Internal Auditor again.

7 District Representatives Report

None. The Parish Council was disappointed that none of the CW&C Councillors attended.

8 Reports from other meetings

a) Mr Pardoe attended the Community Pride awards as reported in 3(c).
b) Weaverham & Acton Bridge Trust Fund. Mr Pardoe attended. The Trust has given a donation to Acton Bridge WI towards the Senior citizens Christmas Party.
There was an issue as to Nora Dolphin being a rep on the Trust as she is no longer a County Councillor. There is a move for her to become a Trustee in her own right. Mr Oultram is to be approached to be a replacement representative.
c) Mr Holt and Mr Roberts attended a Forum meeting at Wallerscote School. Richard Flood was the main speaker. Frodsham & Helsby were incensed that the meeting was held in Weaverham and not Frodsham or Helsby as the main topic related to Frodsham. They are considering splitting the Forum into two wards. This has good points and bad points.

i) CW&C Overview and Scrutiny Comm meeting. 8th Oct at Helsby Community Centre.
k) Mike Hall MP. Letter of congratulations. Community Pride awards.
j) Ches Assoc of Local Councils. Reps for Northwich and Rural North APB. Voting paper.

10 Village Matters

a) E mail from Liz Biddle. Ref. Homewatch Criminal report. Query as to whether Bob Heaton is still the village co-ordinator and does he get reports.
b) Network rail are planning work on Dutton Viaduct. They require access through Manor farm. Mr Pardoe and others have informed the owner of problems already experienced with Network Rail.
c) Directional sign opp. Hazel Pear Inn has been half painted, requires finishing.
d) Grid outside Hazel Pear is very smelly and requires attention.

11 Any other business
