1 Public Matters
No members of the public present.
2 Minutes
Minutes of the meeting held on 1st June 2009 were accepted and signed.
Also minutes of ad-hoc meeting held on 13th July were accepted and signed.
3 Matters arising
a) SID's No further contact from Mr Bowker. A device has been strapped to 30mph post at Milton Rough. It is thought that it is to count the number of cars using the road.
b) Speeding - Mr Hughes reported that that he has been in contact with PC Turner after the use of the Speed Gun on Hill Top Rd. The Police said that 4 cars were stopped for speeding and 2 were given warnings. The Police hope to come back again.
An article is to be placed in the ABCA News about the progress being made with speeding through the village. Possibly in the October issue. Mr Hughes to e-mail Mrs Oliver.
c) Pavilion. ABCA has decided to set up a working party. Bowls, Tennis and ABCA will be represented to see what they would all like to see there. Mr Holt has offered to join the working party.
d) Bus Shelter site. Clerk to contact Allianz regarding the insurance of the bench and railings.
e) Pot holes outside Hazel Pear. Highways, have been contacted again but still no news.
f) Bench around tree at junction of Hill Top Rd and Cliff Rd. No news.
g) Letters to be sent to the three Councillors of the Weaver ward inviting them to the Parish Council meetings and informing them of the dates when the meetings are held.
h) Boundary Committee review. Weaverham PC has been contacted and informed of the preference of Acton Bridge PC. The Boundary Committee has also been informed.
4 Planning Applications
Milton Heyes. Sandfield Lane. Side extn to bungalow (re-submission).
After consideration the Parish Council has no objection to this proposal. The PC appreciated that the extn has been reduced in size.
5 Planning Decisions
The following proposals have been granted by Cheshire West and Chester.
a) Certificate of lawful dev for existing use of land for the retention of 1 residential caravan, Kinsale, Sandy Lane.
b) Amendments to extn approved under appeal to provide window, rear porch/canopy and chimney, 66 Cliff Rd.
c) First floor side extn and single storey front & rear extns, 35 Cliff Rd.
6 Financial Matters
Cheque for Audit Commission. £57.50.
7 District Representatives Report
None.
8 Reports from other meetings
a) Weaverham & Acton Bridge Trust, meeting 19th July attended by Mr Pardoe.
Funds are not as good as in the past due to interest rates.
b) Brine Pipe appeal.14th July attended by Mr Pardoe.
Joint Planning Inspectors will consider all aspects in the next 3 weeks. Decision will be at the end of the year.
c) Burial Meeting. Name to be changed to Cemetery Committee. Minutes of meeting placed in folder for circulation.
d) Cheshire Forum. Attended by Mr Holt, Mr Evans and Mr Roberts. The Councillors raised the speeding issue. Mr Roberts requested, Lynn Riley, Councillor for Weaver ward, that speeding matters should be minuted. However this had not been done so subsequently Clr Riley had been in touch with Highways on the matter. The clerk received a phone call from Jerry Gibb
with ref. to the speed limit changes on A and B roads. B5153 will be affected but not Station Rd. C roads are to be considered by Winsford Highways dept.
e) Mrs Bayley attended a Community Rural Transport meeting. The reduction of the speed limit on A and B roads were discussed. C roads are not yet being considered. Lilian Burns, a volunteer for The Protection of Rural England reported that the volume of traffic on rural roads has increased by 17%. Mrs Burns suggested that Trading Standards should be approached about matters concerning weight restrictions. Mrs Bayley will contact them.

10 Village Matters
a) Concrete blocks, Station bridge. Letter to be sent to Highways requesting reflectors be placed on blocks. Blocks are hazardous.
b) Homewatch. John Thorley has said that there is some positive feedback. A WPC Sergeant and two ladies from the Fire Service have agreed to a combined meeting. To be advertised in ABCA News. Possibly the Oct issue.
c) Best Kept Village results Thurs 24th Sept. Mr & Mrs Pardoe will attend 'Best Improved Village' 2008 card to be displayed on Notice Board.
11 Any other business
The PC is responsible for decorating the exterior of the Parish Room. Mike Leigh, Decorator, has been asked for an estimate and other quotes are being sought by ABCA.
