ACTON BRIDGE PARISH COUNCIL

Minutes of the meeting held on Tuesday 6th May 2009 in the Parish Rooms.

Apologies for absence were received from Mr D Evans.
Mr Paul Roberts was welcomed to the Parish Council and signed the necessary forms.

1 Public Matters

No members of the public present.

2 Minutes

Minutes of the meeting held on 6th April 2009 were accepted and signed.

3. Matters Arising.

a) Letter and map has been sent to Mr Bowker with suggestions for positioning the SID's
Following the visit last month from PC Turner there has been one speed trap outside the Parish Rooms. b) Pavilion. No further progress.
c) Bus Shelter site. The bench and a waste bin are expected to be on site on the 11th May.
d) Dog litter boxes. One box has been moved from the Station corner and re-positioned outside the Hazel Pear Woods.
e) Network Rail. Shopping trolleys have still not been removed and the site not tidied up.
f) Network Rail. Removal of trees. Network Rail has replaced some trees.
g) Concrete blocks on Station Bridge. Highways have been contacted and the reason the blocks have been placed there is to act as a weight restriction by limiting road width.
h) Pot holes outside the Hazel Pear Inn. The Highways are checking with the Land Registry about ownership of land. If the land belongs to the Council then they will fill in the holes.
i) Junction of Hill Top Rd and Cliff Rd. Mr Hughes has spoken to Richard Nagle about the bad state of repair of the bench around the tree. Mr Hughes will contact Mr Nagle again.
j) Footpath behind old Smithy. Some hedges are overgrown restricting access. Mr Hughes will contact residents.

4. Planning Applications

a) Certificate of Lawful Dev.for existing use of land for the retention of 1 residential caravan, Kinsale, Sandy Lane.
No objection but PC would like clarification that this would not give him the right to re-develop the site. Post meeting the Planning Dept was contacted and they said that this does not give permission for building.

5. Planning Decisions

Pipeline. King St. Notice of pre-inquiry meeting.
Agricultural workers dwelling. Old Lane. Permission granted by CW&CC.

6. Authority for signing cheques and Financial Matters

Audit papers signed.
Precept for year 2009/10 received. £2150.00

AGM started at 7.30pm (see Minutes here).

Parish Council meeting resumed at 8.00pm.

7. District Representatives Report

A letter to be sent to Ralph Oultram with dates of Parish meetings and inviting him to attend.

8. Reports from other meetings

Burial Committee. Change of name being considered. Minutes to be circulated.

9. Correspondence

a) Copy of letter sent to D Bowker.
b) Speed limit review. Cheshire and Halton.
c) Equality and Human rights Commission. Public sector duties.
d) Burial Comm minutes 21st April.
e) Weaver Valley Dev Project.
f) Boundary Committee for England. Reply to submission.
g) Ches Fire Authority. Final corporate plan & integrated Risk Management plan.
h) Cheshire Police Auth. 'Have your say' Dates and poster.
i) Cheshire & Wirral NHS Partnership. 'Engage' issue 2.
j) British Red Cross posters.

10. Village Matters

a) Bob Heaton has requested that the Post box be removed from outside the Parish Room because of motorists parking on the pavements. This was discussed and the PC could not readily identify a new position. It was decided to keep a watching brief

11. Any other business

a) Mr Hodgson has been invited to the 'Mayor making' at Ellesmere.
b) It was suggested that Mr Hodgson could give advice on composting. Mr Hodgson was agreeable.

12. Date of next meeting

The next meeting will be on 1st June at 7.30pm.
