ACTON BRIDGE PARISH COUNCIL

Minutes of the meeting held on Monday 2nd March 2009 in the Parish Rooms.

Apologies for absence were received from M Hodgson, J Oliver and A Hughes.

1 Public Matters

There were three members of the public present.
Mrs Barber and Mr Williams expressed concern about speeding along Hill Top Rd and also about the heavy lorries using this weight restricted road. It has been noted that the speeding problem is worse in the mornings and evenings. The large tractors are also a problem. It was decided that the Parish Council will re-double their efforts with the Police. Letters will also be sent to farmers about the tractors.
Mr P Roberts attended because he is interested in becoming a Parish Councillor in Acton Bridge.

2 Minutes

Minutes of the meeting held on 2 February 2009 were accepted and signed with a small alteration.

3. Matters Arising.

a) Home Safety. The clerk has contacted Mr Thorley who reported that he has received no more information, although he has tried, but he will chase the appropriate bodies.
b) Pavilion. No further progress. Mr Heaton is trying to find new contacts.
c) Bus Shelter site. The railings have now been erected and painted. Mrs Bayley has contacted Mr A Thompson, VRBC, about the bench. It will cost £436 and VR will provide the replacement waste bin. The Parish Council may need planning permission.
d) Planters. Mr & Mrs Oliver and Mr Fowler have filled them with plants and they are looking very attractive. Thanks are offered to all concerned.
e) Dog litter boxes. VRBC have agreed to move one box to a better position. Still awaiting this.
f) Network Rail. A reply has been received concerning the access and parking of the low loaders. This is to be monitored in future.
g) Network Rail has removed all the trees along the railway line. A number of complaints have been received. Network Rail has been contacted.
h) Mrs Bayley has received an e-mail from London Midland concerning the rats along the railway. They said that they are cleaning up the area.
i) The Highways Dept have been contacted about the drainage on the bad corner on Cliff Rd. and have been informed of the hazardous conditions in bad weather. They have promised to inspect it and monitor in wet conditions.
j) Pot holes along Hill Top Rd. The clerk has contacted the Highways dept.
k) Best Kept Village. Mrs Bayley has completed the forms and sent off the application fee of £25. Mrs Bayley to be reimbursed.
l) ABCA Centenary celebrations of the Parish Room. This is to be on the 9th May. It is planned that the Room will be refurbished.

4. Planning Applications

a) Application for approval of reserved matters following outline approval for agricultural workers dwelling. Flushing Meadows, Old Lane, for Mr Woodward.
The meeting was closed to enable Mr Williams to give his opinion.
It is felt by Mr Williams that it would be preferable if the dwelling is in line with the existing buildings so that it does not spoil the open aspect and vista when viewed form Hill Top Rd. Mr William's neighbour Mr Hughes does not want the development to go ahead.
The Parish Council will state these observations in their reply to VRBC.
The Parish meeting recommenced.
b) Proposed variation of condition to enable this nursery shop to include for sale of additional local produce and daily convenience products. Bridge Nursery. Station Rd. Mr D Hodkinson. The Parish council has no objection but is of the opinion that opening hours for the sale of convenience goods should be limited to 9am to 5pm.

6. Authority for signing cheques and Financial Matters

National Savings. Mrs Bayley signed a form to replace Mr Critchley's signature.

7. District Representatives Report

None.

8. Reports from other meetings

a) Cheshire West meeting Jan 28th. - Introduction to new arrangement.
b) Joint Burial Comm Discussion about new name for comm. and the new land is being developed.
c) Best Kept Station. Acton Bridge did not win. Mrs Bayley reported that they are hoping to go into partnership with London Midland.

9. Correspondence

a) Letter, Magazine and Poster. Dog Trust.
b) Town & Parish Standard Feb 2009.
c) Letter from Nora Dolphin at the end of her term of Office. Reply to be sent thanking her for her help and assistance in the past.

a) Grass verges throughout the village have been churned up.
