ACTON BRIDGE PARISH COUNCIL

Minutes of the meeting held on Monday 1st September 2008 in the Parish Rooms

Apologies for absence was received from Mr D Evans.

1 Public Matters

No members of the public present.

2 Minutes

Minutes of the meeting held on 4th August 2008 were accepted and signed.

3. Matters Arising.

a) Pavilion. No news as yet.
b) Bus Shelter site. Mrs Bayley reported that it is not necessary for the railings to be cemented into the ground as they will be constructed with features for stability and security. There has been no contact from Bartington Forge as they promised. They will be contacted again.
Action - Mrs H. Bayley.
c) Speeding. The clerk passed the file on Speeding to Mr Critchley. Mrs Barber, Hill Top Road has been in contact again about her concerns with speeding traffic on Hill Top Rd.
d) Wind Farm Inquiry. Mr Pardoe has prepared a report and has sent a letter to Mike Hall MP thanking him for his support at the Inquiry. The Inquiry was attended by Messrs S Pardoe and D Evans. Mr Pardoe gave evidence on the Tuesday. Twelve resident groups and organizations gave evidence objecting to the proposals. Mr Pardoe has sent a report to the local newspapers. A site visit will take place on Monday 22nd September at approx 12.00pm. It is hoped that local feeling will sway the decision. The Chairman thanked Mr Pardoe for all his work.
e) Footpaths. The County Ranger has been contacted about two footpaths in the village that have been reported as impassable. They will inspect them.
f) Planters from VRBC for the village. Contact has been made with Nora Dolphin and Rob Brooks, CCC, has spoken with both the clerk and Mrs Pardoe.
g) Valuation of assets.
Action - Mr Holt to contact Mr Fifield.
h) Dog litter boxes. VRBC have been contacted and the Chairman reported that VRBC propose to install one on Station Rd, opp Hazel Pear Inn and one at the junction of Hill Top Rd and Cliff Rd.
i) Railway. Lead has been stolen off the chimney.
Action - Mrs Bayley to progress.
j) Vibrant Village Award. Mr Hodgson reported that the judges were impressed and were given a copy of the Welcome pack produced by the WI and some photos of the village. Results are expected on 25th September.

4. Planning Applications

For information only.
Agricultural Storage building. Land to the East of Hazel Pear Wood, Station Rd for Mr P Whitlow.

5. Planning Decisions

VRBC Enforcement Officer to be contacted with ref to the building work being carried out at Holly Tree Cottage, Acton Lane.
Action - Clerk

6. Authority for signing cheques and Financial Matters

The audit papers have been returned for a small correction to be made.

7. District Representatives Report

None.

8. Reports from other meetings

a) Assoc of Cheshire Local Councils. Mr Hughes has tabled a motion for the Dept of Transport to be contacted about the new train timetable and the effect it will have on Acton Bridge. Mr Pardoe will second the motion.
b) Mr Hodgson is now a Master composter. He has attended lectures and made site visits. All aspects of composting were covered.

9. Correspondence

a) VRBC Licensing Comm. Agenda and minutes.
b) Cheshire Police Authority. 'Have your say' leaflet.
c) Glasdon Street products brochure.
d) Cheshire and Wirral Partnership. NHS 'Engage' brochure.
e) VRBC Gypsy and Travellers sites in Vale Royal. Proposed consultation arrangements.
f) Weaver Valley DVD entitled 'Bringing it all together'
g) VR Area meeting agenda and minutes. 18 Sept.
h) CCC 'Parish small grants scheme' for countryside access improvements.

10. Village Matters

a) Railway contractors. Low-loader equipment was parked on Hill Top Rd blocking entrances. When the driver was spoken to he was abusive. Mr Hughes has rung Network Rail to complain.
Action - Clerk to write to Network Rail. b) White lines on the road near the Station Bridge require repainting.
Action Clerk to contact VRBC.
