ACTON BRIDGE PARISH COUNCIL

Minutes of the meeting held on Monday 6th October 2008 in the Parish Rooms

Apologies for absence were received from Mr S Critchley and Mr A Hughes.

1 Public Matters

No members of the public present.

2 Minutes

Minutes of the meeting held on 1st September 2008 were accepted and signed.

3. Matters Arising.

a) Pavilion. Mr B Heaton is in the process of getting the plans organized.
b) Bus Shelter site. Mrs Bayley reported that although she has phoned Bartington Forge they still have not been to the site. It was agreed that if nothing has happened in the next fortnight the Chairman will contact them.
c) Speeding. Due to Mr Critchley's absence there was nothing to report.
d) Wind Farm. The site visit was successful with horse riders, cyclists and walkers using the paths.
e) Acton Bridge has been awarded 'Best Improved Village'. A plaque and certificate was presented to Mrs Bayley and Mrs Pardoe. The plaque has been placed on the new garden near the Station. An article will be in the November edition of Cheshire Life. Mrs Bayley was thanked and thanks were sent to Mrs Pardoe.
f) Planters from VRBC for the village. After endless e-mails and phone calls the Legal dept has issued notices. They will be displayed for 28 days from 24th Sept. They will then grant licences, this will be at the end of Oct at the earliest.
g) Dog litter boxes. No news at moment.
h) Railway. Lead has been stolen off the chimney.
Action - Mrs Bayley to progress.
i) Holly Tree Cottage. Enforcement Officer has been contacted. They say that there is no evidence that the work is in breach of the planning permission granted. If the Parish becomes aware of any breach they would like to be informed. The plans are to be looked at again.

j) Footpath near Holly Tree Cottage. Access to the footpath has been restricted. Public Rights of Way dept to be contacted.

k) Letter has been sent to Network Rail expressing concern about the behaviour of some of their drivers.
l) White lines requiring repainting. Letter has been sent.

The second precept has been received.

f) VRBC Concessionary Travel.
g) Ches Community Council AGM 19th Nov at Middlewich.

i) Gov Office for NW. NW of England Plan. Regional Spatial strategy to 2021.
j) Communities and Local Government. The Making and Enforcement of Byelaws. A consultation.
k) Cheshire Police. 'Have Your Say'. Form to be completed by Mr Hodgson.

10. Village Matters

WI/ABCA Village Fair was successful.

11. Any other business

Three representatives of Parish Councils to sit on The Standards Comm has been requested. Mr D Evans has applied.

12. Next meeting will be on Monday 3rd November 2008 at 7.30pm
