Minutes of the meeting held on Tuesday 6th May 2008 in the Parish Rooms

1 Public Matters

None

2 Minutes

Minutes of meeting held on 7th April 08 were accepted & signed.

3. Matters Arising.

a) Bowls and Tennis Pavilion was discussed.
b) Bus Shelter site. The site has now been visited. An estimate of cost for the railings is £875 + VAT
c) Speeding. Mr Critchley will contact PC Turner again as SID is now available.
d) Wind Farm. No news as yet.
e) Re-organization of Cheshire. In the local elections for the Shadow council, Conservatives were successful. It was suggested that Mr R Oultram should be invited to a PC meeting.
f) The litter pick arranged for 10 May. The new Mayor for Vale Royal will attend and also a photographer from the local Guardian.
g) CCC Small grants. Mr Pardoe has distributed the footpath maps of the village.
h) Mrs J Pardoe has obtained two planters from VRBC for the village.
i) Enquiries have been made for a professional valuation of assets of the PC. The VRBC valuer and the Local Assoc of Town and Parish Councils have been asked for advice. The cost could be about £600. Mrs Bayley will contact Donald Macmillan, Estate Agent and valuer.
j) Bridge, Cliff Lane has been damaged. Mr Oliver will Inform the clerk who to contact to report this.

The meeting was suspended at 7.30pm to allow the AGM to begin.
The Parish Council meeting was reconvened at 8.15pm.

4. Planning Applications

a) Change of use of storage area to living accommodation with internal alterations (resubmission). Wall Hill Barn for Mr R Clegg. No Objections.
b) 66 Cliff Rd. Two storey rear extn & single storey rear porch extn. Mr & Mrs Pennington have made an appeal to the Secretary of State against the refusal of VRBC to grant consent.

5. Planning Decisions

New entrance walls & gates at Field House, Cliff lane. Permitted by VRBC.

6. Authority for signing cheques and Financial Matters

Three invoices have been received. Allianz Insurance, Cheshire Community Council and NMC Design for display stands.
Authorization required for cheques 1) NAMCO Trading Ltd £35.25
2) Cheshire Community Council £20.00
3) Allianz Insurance PLC £407.71
Statement of Accounts was accepted and signed.
The first Precept payment has been paid into the Cheshire Building Society account.
The National Savings book has been lost in the post. The clerk sent it off for the interest to be entered. The clerk has completed the necessary forms and is awaiting a new book.

7. District Representatives Report

None.

8. Reports from other meetings

a) Mr Hughes attended a Cheshire Community Council meeting at Kingsley. Affordable rural housing was discussed. This can be sanctioned in the green belt under exceptional circumstances.
b) Mr Hodgson completed forms about climate change.

9. Correspondence

a) Appeal from the Samaritans.
b) Cheshire Link event Tues 17 June 1.30-4.00pm at Middlewich.
c) Community Safety Wardens report 1st quarter 2008.
d) Police. Independent members of Cheshire Police Authority. Applications requested.
e) Audit Commission annual return form for year ending Mar 2008. Audit to be ready for 31st July.
f) Cheshire Matters.
g) VRBC Budget 2008/09 & Financial review 2008/13.
h) Police 'Have you say' meeting.
i) Joint Burial Comm agenda. 22 April 2008.
j) Neuromuscular Centre appeal.

10. Village Matters

a) ABCA constitution to be discussed at ABCA meeting on 21st May.
b) Footpath at the side of the old smithy is overgrown.
c) Smithy change of use. To be checked. Planning conditions.
d) Parish Room, ABCA. Mr Pardoe will check with Peter Young if the water rates have been increased. Little Leigh rates have gone up.
e) The formal lease between PC and ABCA to be located.
f) Mrs Sandys-Winsch has written suggesting that a dog litter box be positioned at the top of Old Lane. Alan Thompson to be contacted.
