R Holt - Chairman S Pardoe S Critchley D Evans M Hodgson J Oliver Apologies were received from Mrs H Bayley for absence. A letter has been received from Mr A Hughes applying for co-option onto the Parish Council. The Council discussed the application and was pleased to co-opt Mr Hughes. | ||
1. Public Matters
None
2. Minutes
Minutes of meeting held on 3rd December 07 were accepted & signed.
3. Matters Arising.
a) Bus Shelter. No news as yet.
b) Speeding. The Police, on three separate occasions in December, have used hand-operated speed indicating devices. The Police propose to make more visits in the future.
c) Letter to be sent to Mike Hall MP concerning speeding and including results of the Police visit.
d) Oak tree. Station Rd. No reply as yet. To be followed up.
e) Present for Robert Gleave. Letter received from Robert thanking everyone for the gift. Hayley Collins, Northwich Guardian, has been in touch about printing a photo of Robert in the paper.
f) Working party in village. 12th January.
g) Reply received from organizers of the 'Best kept Village' competition.
h) Wind Farm. On the 11th January a photo opportunity to be held with Mike Hall MP.
i) Bowls Pavilion. Plans have been withdrawn as requested.
j) A litter pick through the village is planned for next month.
k) A phone call and a visit has been received from Network Rail. They have said that they take the complaints very seriously and offer their apologies. The drivers involved in the incident with Mr Pardoe will be reprimanded.
4. Planning Applications
Acton Lodge Farm, Hill Top Rd, for Mr& Mrs P H Roberts. The Council still feel that the proposed development is disproportionate and should be refused.
5. Planning Decisions
a) Single storey extn etc at The Laurels, Milton Rough. Approved by VRBC. b) Agricultural storage building. Land. Station Rd. Approval not required.
6. Authority for signing cheques and Financial Matters
Cheque required for Burial Comm £120
Clerk's pay for 3 months £270
Precept for 2008/09 was discussed and it was decided to increase the precept to £2150
7. District Representatives Report

8. Reports from other meetings

9. Correspondence
a) Letter from Mr A Hughes applying for post of Parish Councillor.
b) Network Rail. Copies of letters sent to Mr A Hughes concerning actions of the Company and employees carrying out work on track near the Hazel Pear Inn.
c) Letter from Mr F Estcourt, Architect who has been requested by the Bowls Comm to draw up plans of the new Pavilion. He states that he has withdrawn the plans from VRBC as requested by the Parish Council.
d) CCC Consultation - Making the Link.
e) People and places bulletin no 7.
f) CCC Local Government reorganization in Cheshire.
g) Mayors Parlour. Nomination papers for an 'Award for Endeavour 2008'
h) Letter of thanks from Robert Gleave.
10. Village Matters
a) New street sign required at entrance to Pear Tree Lane.
b) Footpath. Acton Lane. Letter to be sent to Footpath Assoc concerning route of path. (Mr Pardoe to pass to clerk number of footpath).
c) ABCA propose to put a barrier or fence on the top car park. If it is a barrier it will require planning permission if it is just a fence no permission is required. The Parish Council is happy to agree to a fence being erected.
11. Any other business
a) Mr Hodgson asked if there was still a Tree warden in the village. Mr Holt replied that he is the Tree warden now.
12. Next meeting will be on 4th February 2008 at 7.30pm
