ACTON BRIDGE PARISH COUNCIL

Minutes of the meeting held on Monday 4th February 2008

1. Public Matters

One member of the public attended.

2. Minutes

Minutes of meeting held on 7th January 08 were accepted & signed.

3. Matters Arising.

a) Bus Shelter. Mrs Bayley has contacted Mr D Hayes concerning Cheshire Railings which will cost about £600 and Mr A Thompson about the bench and waste bin.
b) Speeding. Mr Critchley has been in contact again with PC Turner about more speed monitoring. A request has been made by villagers for Milton Rough and Station Rd to be monitored also.
c) Oak tree. Station Rd. No reply as yet. Cllr Hooker to follow up.
d) Wind Farm. No news. Photos with Mike Hall MP on the site have been published in the Northwich Guardian. No date for appeal as yet.
e) Bowls Pavilion. Plans are to be displayed in the Parish Room on the 20th February.
f) A litter pickers pack to be requested from VRBC.
g) Network Rail. No news at the moment.
h) Precept request has been sent to VRBC.
i) New street signs. Contact has been made with VR who are going through the process of looking at the state of all signs.

4. Planning Applications

Bridge Nursery, Station Rd for Mr D Hodgkinson. Storage container unit. No objections.

5. Planning Decisions

a) Acton Lodge Farm. Approved by VRBC. b) Holly Tree Cottage, Acton Lane for Mr & Mrs M Hickson. Mr & Mrs Hickson have made an appeal to the Secretary of State against the refusal of VRBC to grant permission for their extn.

6. Authority for signing cheques and Financial Matters

a) Mr P Young has agreed again to act as Internal Auditor for the Parish Council.
b) Letter from the Audit Commission concerning the appointment of an External Auditor. The external audit will now be carried out by Jackie Bellard of the Audit Commission's Limited Assurance Specialist Unit. This is for a period of 5 years.

7. District Representatives Report

Cllr Hooker reported that when the reorganization takes place in May 2009 and West Cheshire & Chester take over there will be a 1/3 less Councillors. She will not stand again after May 09. A Shadow Council and Cabinet will be elected in May 08.

8. Reports from other meetings

Best Kept Station meeting attended by Mrs Bayley. John Hulme and John Oakes of Mid Cheshire Assoc said that they were disappointed that they had not heard from Acton Bridge. Mrs Bayley pointed out that this was wrong as Mr S Pardoe had replied to them. Mersey Rail Travel are keen to contact other stations. John Hulme dismissed sponsorship of Station. Mrs Bayley to invite him to the next Parish Council meeting.
Burial Committee. Minutes circulated.

9. Correspondence

a) VRBC Plastic recycling. Instructions and boxes are to be delivered to every household during February.
b) Best Kept Village application forms. These passed to Mrs Bayley.
c) Minutes of Burial Comm.
d) VR Review of Licensing Policy.
e) Orders and Regulation of Conduct.
f) VRBC Validation of Planning Applications.
g) Cheshire West & Chester Joint Implementation Team. Meeting Thurs 20th March. David Owen to be contacted informing him that possibly 4 representatives from Acton Bridge will attend.
h) CCC Small grants scheme. Passed to Mr Pardoe.
i) CCC Cluster meeting minutes.
j) VRBC Area meeting Passed to Mr Oliver.

10. Village Matters

a) Car stolen from Milton Rough in daylight.
b) Banking & verges outside Mrs Bayley house are being eroded.
c) Mr Hodgson is auditing ABCA's books.
d) Pathway at Dutton Locks. Trees have been chopped down.
e) Pot hole Hill Top Rd has been reported. Road breaking up opp Hazel Pear Inn. This is to be reported.
f) Lighting at Station. A complaint has been made about them being on all night.

11. Any other business

None.

12. Next meeting will be on 3rd March 2008 at 7.30pm
