ACTON BRIDGE PARISH COUNCIL

Minutes of the meeting held on Monday 1st December 2008 in the Parish Rooms.

1 Public Matters

Mr J Thorley attended the meeting. He is a member of the Police Advisory Panel. Mr Thorley gave a very informative talk on 'Home Safety'.
It was suggested that a village meeting be held on this subject. The Parish Council agreed.

2 Minutes

Minutes of the meeting held on 3rd November 2008 were accepted and signed.

3. Matters Arising.

a) Pavilion. No further progress.
b) Bus Shelter site. Mr Holt has contacted the Forge and was told that all the materials are ready. There has been no progress on site.
c) Speeding. The file has been passed to Mr Hughes.
d) Wind Farm. The appeal has been dismissed. The Inspectors report has been placed in the folder for circulation. It is thought that Tegni Cymru will not appeal unless they have considered the decision unfair. The Chairman thanked Mr Pardoe for all his hard work.
e) The tree donated by the organisers of the Best Kept Village scheme will be planted on a piece of land on Cliff Rd. This will be on Wednesday 3rd December at 12.30pm. The Mayor of Vale Royal will plant the tree.
f) Planters from VRBC for the village. The licence has arrived but there were too many conditions attached. This was objected to and Mrs Pardoe has received an apology and a new licence has arrived and been accepted. The licence requires signing. Peter Young, Treasurer for ABCA is happy with the insurance required.
g) Dog litter boxes. The request was for two and only one has been erected. There have been two complaints concerning the positioning of the box. VR to be contacted about the second box.

h) Railway. Mrs Bayley has sent an e-mail about the lead missing off the chimney.
i) Holly Tree Cottage. After enquiries a copy of the decision notice has been received from VR. This gave the occupiers permission to erect a 2 storey extn to the side & rear.
j) Footpath near Holly Tree Cottage. Public Rights of Way dept have been contacted. Although they said that they would look into it the Council has received no confirmation of this. An e-mail to be sent.

k) Network Rail. Mr Holt has contacted Network Rail requesting that a representative attend a Parish Council meeting. They said that they were unable to come along. Another letter to be sent pointing out some of the problems and asking them to attend.

4. Planning Applications

a) Holly Tree Cottage. Copy of grant of permission received.
b) Milton Heys. Sandfield Lane. Side extn to bungalow. After consideration the Council decided not to approve this application as the property has been considerably extended over the years and the gradual expansion into the green belt should stop.

5. Planning Decisions

None

6. Authority for signing cheques and Financial Matters

Auditors fee requested of £58.75 received. Cheque sent.
The clerk has now got the papers necessary to change signatories for withdrawal of money from the Cheshire Building society. These are to be completed.

7. District Representatives Report

None. The clerk will phone Anne Hooker.

8. Reports from other meetings

Planning Seminar held on 25th November. Messrs Holt, Oliver and Evans attended. It was a very disappointing meeting as the new Planning regulations were hardly discussed.

9. Correspondence

a) Information Commissioners Office. Fulfilling obligation to disclose information.
b) Cheshire West & Chester Shadow Auth. Parish Issues log. To be completed.

10. Village Matters

Mr Evans queried the what authority of PSO's and their duties?
Mr Hughes reported that the new railway timetable will be in operation from 14 Dec. Mr Hughes was thanked for his work concerning the timetable.
Mr Pardoe reported that there is a need to be vigilant as there is a lot of petty crime also be careful when using ATM machines. He also said it has been reported that a person has been seen taking photographs outside Kingsley School.
The use of the path near Manor Farm has been withdrawn.

11. Any other business

A complaint has been received concerning the Christmas lights at the Nursery, Station Rd.

The next meeting will be on 5th January 2009 at 7.30pm.
