ACTON BRIDGE PARISH COUNCIL

Minutes of the meeting held on Monday 7th April 2008

Apologies for absence have been received from Mrs H Bayley.

1 Public Matters

Mr R Heaton, Chairman of ABCA attended to update Parish Councillors on progress so far on the proposed new Bowls Pavilion. It is proposed that costs will be discussed at the ABCA meeting on 23rd April. Only ABCA can apply for grants.

2 Minutes

Minutes of meeting held on 3rd March 08 were accepted & signed.

3. Matters Arising.

a) Bus Shelter. As Mrs Bayley was unable to attend the meeting she had reported to the Clerk that a site visit was now proposed for Tuesday 8th April.
b) Speeding. No news as yet.
c) Wind Farm. Proof of evidence is scheduled for 22 July and site notice for 19 August. Date for decision to be announced.
d) Re-organization of Cheshire. There will be to be two authorities.
e) A litter pick arranged for 10 May. There is a good chance of VR Mayor being able to attend.
f) Railway Station. Plants have been donated by 'Gentleman Gardeners' who are the new occupants of the Nursery on Station Rd.
g) CCC Small grants. Grant has been awarded and Mr Pardoe circulated the draft of the footpath map.
h) Grass verges. A reply has been received from the Highways Dept. explaining that there is nothing they can do. They said that the only real solution was for drivers to take more care.
i) Planters obtained from VRBC to be placed under village entry signs. Mr R Holt to enquire into planters for station.

4. Planning Applications

a) Change of use of storage area to living accommodation with internal alterations (resubmission).
b) Change of use of existing barn and living accommodation to bed & breakfast business with 8 bedrooms both applications for Mr R Clegg. Wall Hill Barn. Cliff Rd.
The Parish Council was unsure as to which planning application they were to comment on.
The first proposal the Council had no objections to but the second proposal there were a few concerns.
1 Access is on a very bad corner
2 Volume of new traffic.
3 Scale of development in relation to site.
4 Neighbours have expressed concern about the septic tank.

7. District Representatives Report

None.

8. Reports from other meetings

S Pardoe reported on a meeting of Weaverham and Acton Bridge Trust held on 13 March. There maybe issues with the Charity Commission.
R Holt and D Evans attended VR Town & Parish Council meeting where the new reorganization was discussed.

9. Correspondence

a) Government Office for North west. Regional Spatial Strategy.
b) Ches Comm Council. Spring members evening 22 April. A Hughes to attend.
c) VRBC Licencing Committee.
d) VR Climate change. Forms to be completed.
e) CCC 'Making the Link'. Workshop planned for 15 April postponed.
f) VRBC Concessionary Travel scheme notices for display.
g) VRBC Notice of Election for Shadow Council for display.
h) Cheshire Matters.
i) Copy of letter sent to ABCA from Pre-school

10. Village Matters

a) The licencee at the Hazel Pear has informed the PC that there is now a container at the rear of the pub for clothing and shoes.
b) Bridge. Cliff Lane has been damaged.
c) Speeding along Cliff Rd.
d) Post Offices closures objections can be registered on the Web.

11. Any other business

None.

12. Next meeting will be on Tuesday 6th May 2008 at 7.00pm
The AGM will be at 7.30pm.
