ACTON BRIDGE PARISH COUNCIL

Minutes of the meeting held on Monday 5th November 2007

Mr Hodgson was welcomed back.
The Co-option of Mr John Oliver onto the Parish Council. Mr Oliver left the room when this was discussed. The co-option was proposed by Mr M Hodgson and seconded by Mrs H Bayley. Mr Oliver was welcomed onto the Council.

1. Public Matters

No members of the public present.

2. Minutes

Minutes of meeting held on 1st October 2007 were accepted & signed.

3. Matters Arising.

a) Brine Pipe, Nothing new as yet. Mr Pardoe passed on papers he had received these were placed in folder for circulation.
b) Bus Shelter. Land Registry plan received, it shows that the land that was occupied by the shelter was separate from Mr Penney's land. Mrs Bayley has spoken to VR and they own the land. VR are prepared to provide bench and waste bin, they would also do the construction work required. The PC would buy the bench & bin from VR. Mrs Bayley has also spoken to Mr Penney about a wall being constructed around the bench. Mr Penney has offered to pay for the railings on the wall. Mrs Bayley was thanked for her work. It was felt that there was a safety issue with the railings.
c) Wind Farm. There was an article in the local Guardian. The permission for the removal of the Anemometer mast expired in July. It should now be taken down in November. The enquiry into the Wind Farm will possibly take place in April 2008. Regular meetings are being held at Aston.
d) Fence. Work has been completed by VR.
e) Speeding. Mr Critchley has spoken to the Police. They are of the opinion that there is no reason why the 'speed gun' cannot be used in Acton Bridge. SIDs are being re-calibrated and will not be available until Jan 2008.
Letter about speeding has been received from Mrs Barber, Maypole Cottage. Hill Top Rd. It was suggested that an open meeting with the Police, VR and CCC would be a good idea.
f) Oak tree. Station Rd. Letter sent with plan.
g) Railway. New Rail timetables. No trains in afternoon. This is a retrograde step as there are no trains when needed. Work being carried out on the railway. At the end of Chapel Lane apparently they are renewing some pipework and reinforcing the embankment. The work being carried out at the side of the Hazel Pear concerns the building of a third set of rails.
Mr Hughes of Hill Top Rd has complained to Network Rail and has asked them to inform the PC of all work being carried out for them. If no reply received a letter to be sent.
h) Present for Robert Gleave. Christine, his wife, has suggested a stone bench.
i) Work party at corner of Station Rd Sat 10th November.

4. Planning Applications

a) Agriculture building, Milton Bank farm for Mr Rigby. No objections.
b) Two storey extn to rear & side (resubmission) Holly Tree Cottage, Acton Lane. Objections as before.
c) Covered smoking shelter and wooden trellis, Hazel Pear Inn. No objections.
d) Single storey extn & addition of new-pitched roof over single storey wing, The Laurels, Milton Rough for Mr & Mrs Carter. No objections.
e) Demolition of existing extn, lean-to garage & unsafe rear wall & erection of two storey extn to side & rear with new garage, Hill Top Rd for Mr & Mrs Roberts. Objections. This is a substantial & disproportionate new build. The new garage with living accommodation above is considered to be a new dwelling in the green belt.
f) Two storey rear extn & single storey rear porch extn (re-submission) 66 Cliff Rd for Mr & Mrs Pennington. Objections as before.

5. Planning Decisions

a) Agriculture building, Milton Farm - Approved by VRBC

8. Reports from other meetings

Best Kept Village. Mr & Mrs Pardoe went to presentation. Acton Bridge came last in their category. It was felt that the marking system discriminates against smaller villages. Letter to be sent. It was felt that a new initiative for the village would be a good idea. A link to the Cheshire Initiative to open gardens to the public could be encouraging.

10. Village Matters

a) Chancel charge - the need to take out insurance.
b) Wikipedia - Acton Bridge has been included.
b) Homewatch - theft of metals on the increase.

11. Any other business

a) A rep from the Parish Council required for ABCA. There is already PC's reps on ABCA.

12. Next meeting will be on 3rd December 2007 at 7.30pm
