ACTON BRIDGE PARISH COUNCIL

Minutes of the meeting held on Tuesday 1st May 2006

Apologies for absence received from Mr E Connor and Mr R Pace.

1. Public Matters

No members of the public present.

2. Minutes

Minutes of meeting held on 2nd April 2007 were accepted & signed.

3. Matters Arising.

a) Brine - Nothing as yet received by the PC but Mr Schofield has been approached again by RSK with a different route.
b) Bus Shelter - Letter has been sent to Insurers concening their offer. No reply as yet.
c) [Aston wind farm] - It is thought that Tegni will appeal but nothing known as yet.
d) Fence, Milton Rough - has been poorly repaired. Mrs Bayley has written to VR and will follow up.
e) Bowls Pavilion - A grant has been received towards the surveyors costs. VR planning to be contacted to check application costs.
f) Sandstone wall, Acton Lane - has been completed. Thanks to everyone involved.
g) Parish sign - needs a new oak stump. Work in progress.
h) Playing field - No meeting as yet.
i) New lighting at the railway station - This as yet to be done. Work to be carried out at the station in two weeks' time.
j) Litter pickers. Probation will organize but a list of tasks to be prepared.
k) Mrs Woodhead, Acton Lane - PC has contacted Mike Hall MP and he has replied to say that he will contact CCC again. Mike Hall has suggested to Mrs Woodhead that new signs could be the answer.
l) There are now newspaper deliveries in the village. If required contact to be made to Mark Knight, Hartford.
m) Sign on Station Rd has been cleaned.

4. Planning Applications

a) Agricultural building not for livestock, Milton Bank Farm, for Mr J D Rigby. PC question reason for this building. The requirement has not been established and no purpose declared. If reasonable justification was given the PC would not object.
b) Two storey ext, 19 Warrington Rd, for Mr Faulkner. No strong objections as long as keeping within the regulations & that the materials used are sympathetic with other properties.
c) Siting of Static caravan, Bridge Nursery, Station Rd, for Mr & Mrs Hickey. The PC after consideration see no substantial reason for the caravan on this site as the application for the Horticultural / Bakery application has been withdrawn. The PC recommend refusal.

6. Authority for signing cheques and Financial Matters

Cheque for Allianz Cornhill, £392.01.
1st instalment of Precept received.
Papers for Audit received.

7. District Representatives Report

None

8. Reports from other meetings

a) ABCA. A question of Trustees was brought forward. It was confirmed that the Parish Councillors are Trustees. It was suggested that the accounts of other sections of ABCA be brought together. Mr Hodgson to arrange a separate meeting of the PC with Peter Young, Treasurer of ABCA.
b) Weaverham & Acton Bridge trust. S. Pardoe reported that there had been two donations and one to St Luke's Hospice. Trust to be advertised in ABCA News. S. Pardoe is the PC rep & R Gleave is the Parish rep. R Gleave has offered to continue with this role.
c) Burial Comm minutes received. Put in folder for circulation. At the next meeting a new rep to be decided upon.

9. Correspondence

a) Burial Comm minutes.
b) CCC 'How Cheshire will be split'.
c) AB Parish Council - No election. All 7 applicants accepted. One Councillor to be co-opted before 25th June.
d) Revised Code of Conduct form.
e) Letter from resident of Maypole Cottage, Hill Top Rd, with reference to speeding. Letter to be sent again applying for loan of 'SID'.
f) Police Forum statistics.
g) Big Times brochure, Lottery fund.

10. Village Matters

a) There has been a robbery at Mrs Taggart's on Hill Top Rd.
b) Weavervale Cycling Club. Letter to be sent concerning complaints received of cars being parked on footpaths throughout the village. A request is to be made again for them to inform the PC of when they propose to hold a race through AB.
c) Hill Top Rd. A hedge has been ripped out and a wall is in the process of being built.

11. Any other business

a) Risk assessment adopted.
b) Statement of Accounts accepted.
c) The Chairman offered Mr Gleave the thanks of the PC for his help and support over many years on the PC. He will be missed.

12. Next meeting will be the AGM on 4th June 2007.
Parish Council to begin at 7.00pm.
