ACTON BRIDGE PARISH COUNCIL

Minutes of the meeting held on Monday 5th March 2006

Apologies for absence received from Mr Pardoe and Mr Pace.
Mr S Critchley was welcomed to his first meeting as Parish Councillor.

1. Public Matters

None

2. Minutes

Minutes of meeting held on 5. February 2007 were accepted & signed.

3. Matters Arising.

a) Wind Farm, Aston Grange. No news from VRBC.
b) Bus Shelter. The suggestion of a bench, possibly within an enclosure, in place of the bus shelter was considered and thought to be a good idea. The Insurers have been contacted to see where the PC stands if the suggestion was to be given the go-ahead. Reply awaited.
c) Mr Holt reported that litters pickers are available. He will contact the Probation Service.
d) 8 Cliff Rd, Reply received from VRBC explaining reason for permission being granted, especially condition 3. It was observed that the extn contained all facilities except a kitchen so meals would have to be prepared in main house & this was acceptable to qualify as an extn. However it was recognized that there was potential for a kitchen to be created at a future date so Condition 3 was added to enable the Planning people to take enforcement action.
e) Best Kept Village and three other competitions have been entered. Papers have been completed by Mrs Bayley and subscription paid. Mrs Bayley to be reimbursed (£23). f) Special Service. Chester Cathedral 25 March.
g) Fence, Milton Rough still has not been mended. Mrs Bayley to contact Rob Brooks again.
h) Dumping, Milton Rough. Not been cleared yet. Highways dept. to be contacted again. Grids have been seen to.
i) Bowls Pavilion, Letter been sent to VRBC but no reply as yet.

4. Planning Applications

a) Bridge Nursery, Station Rd. Change of use to Bakery/Horticulture applied for. Although the idea of a village shop is supported, there have been a number of complaints. A clarification of their intentions is required as there is already a Butchery counter there. Are they licensed to operate?

None

6. Authority for signing cheques and Financial Matters

Mrs Bayley attended Rural Comm Meeting. Affordable housing was discussed.

a) Cheshire Matters.
b) CCC Kissing gates offer, Possibility of use in village to be checked.
c) Allianz Cornhill letter ref Bus shelter.
d) VRBC ref Bakery etc plans requested.
e) Audit Commission informing appointment of Hacker Young as auditors.
f) White Young Green Letter from VRBC thanking PC for their letter.
g) Mayors Parlour VR, Mayors Award for Endeavour. Asking for names to be submitted.
h) Buckingham Palace Garden Party.
i) Big Lottery Fund. Form to be completed.
j) Cheshire Planning Forum, 30 March.
k) NALC Review of the Quality Town & Parish Council scheme.
l) Cheshire Community Council. Voluntary, Community & Faith sector.
m) Childline appeal.
n) St Georges Day celebrations.

10. Village Matters

a) Letter received by some residents from P Wilson & Co concerning proposal to lay a new brine pipeline. They are seeking landowners' permission to walk and assess the route.
b) Sandstone walls in Village - Working party 14th Apr 10 - 12 morning.
c) Street lights Acton Lane. No 12 out & no 6 on all time. To be reported.
d) Hill Top Rd. A pothole appeared where United Utilities were working. Contact to be made.
e) Parish sign outside Parish Room rotting. Requires attention.
f) Playing field. Sign required and more equipment requested.
g) New lighting to be installed at Railway Station.
h) Car stolen from Hill Top Rd has now been recovered.

11. Any other business

Parish Council elections May 3rd 2007.

12. Next meeting will be held on Monday 2nd April 2007 at 7.30pm.
