ACTON BRIDGE PARISH COUNCIL

Minutes of the meeting held on Monday 5th February 2006

1. Public Matters

None

2. Minutes

Minutes of meeting held on 2nd January 2007 were accepted & signed.

3. Matters Arising.

a) Wind Farm Aston Grange. No news from VRBC.
b) Bus Shelter. The clerk has checked if any buses use Station Rd. No bus companies use Station Rd. Insurance company to be contacted. It was suggested that a bench could be situated there on a concrete base.
c) Rottweilers - No contact as yet from Police. The supervisor of the Dog Wardens has been contacted. He informed the Clerk that dogs do not have to walked on a leash. The owners do have to be in control of the dogs though. If a dog appears aggressive (even on private land ) the owner can be prosecuted.
d) Mr Holt has been unable to speak to anyone as yet about a litter picker but will do at the earliest opportunity.

4. Planning Applications

a) Holly Cottage, Acton Lane. Two storey rear & side extn (resubmission). The PC had no objections but had reservations as to the previous application.

5. Planning Decisions

a) Extn to dwelling, 8 Cliff Rd, for Mr Fishwick. Permission has been given by VRBC for the extn. A letter is to sent to VRBC asking for a full explanation of Condition 3, which states that the extn shall not be occupied for purposes ancillary to the residential use of dwelling and shall not be sold off, sub-let or used as a separate dwelling.
b) Manor Farm, Cliff Rd. Application for Certificate of Lawfulness for existing use of redundant farm buildings. Withdrawn.
c) Wind Turbines, Aston Grange. Refused by VRBC

6. Authority for signing cheques and Financial Matters

Mr Peter Young has agreed again to be the Parish Council's Internal Auditor.

7. District Representatives Report

Cllr Hooker explained that she had to leave the Full Council meeting that took place to discuss the Wind Turbines. The reason being that she already expressed her views and therefore did not have a vote. There has been a Landscape Consultants presentation concerning Wind Turbines and it appears that VR is the only borough council in Cheshire who has got information about these turbines, and Cllr Hooker thinks that this information should be shared with the rest of the County. The government want 7 wind farms within Cheshire by 2010.

8. Reports from other meetings

Burial Committee minutes received and included for circulation in the blue folder.

9. Correspondence

a) Vacancy on PC. Application received from Steve Critchley. It was decided to offer the position to Mr Critchley but he was to be informed that there will be new elections in May.
b) Old Nursery, Station Rd - see Village matters.
c) Letter from Mrs C Lacey, Enforcement officer concerning fence at Wall Hill Cottage. Fence has now been removed and file now closed.
d) Letters from White Young Green Planning who are conducting a Housing land availability assessment for VR. Letter to be sent pointing out that Acton Bridge is a Green Belt village with no infill sites.
e) Best Kept Village papers passed to Mrs Bayley.
f) Parish Conference 28th February at Wyvern House at 6.00pm.
g) VR Buildings at risk - Request for somebody to monitor buildings.
h) Cheshire Assoc Newsletter.
i) Cheshire Police Forum Newsletter.
j) A special service to celebrate Cheshire's Town & Parish Councils 25 March at Chester Cathedral. Invitations.
k) Letter from CAB thanking for donation.

10. Village Matters

a) Old Nursery Station Rd. Complaints have been received concerning this property. It appears that there is now a bakery being run from the premises and a static home has been placed there. The Clerk has contacted VR. The Enforcement Officer, Mrs C Lacey is looking into this as no plans have been submitted for change of use and for a static home.
b) Sandstone walls in Village need tidying up.
c) Fence, Milton Rough has blown down. Mrs Bayley to contact Highways.
d) Dumping at Milton Rough. VR has been contacted.
e) A permanent pavilion is proposed for the Bowls and Tennis Clubs. Grants are available. The Council agreed with the proposal.
