ACTON BRIDGE PARISH COUNCIL

Minutes of the meeting held on Monday 6th August 2007

Mr E Connor retired from the Parish Council at this meeting due to his move abroad. Mr Connor has been a member of the Council for about eighteen years and during that period he has worked hard for the village. Mr R Holt thanked him on behalf of the Parish Council and the village for all his work.

1. Public Matters

Hayley Collins of the Northwich Guardian attended. No village members present.

2. Minutes

Minutes of meeting held on 4th June 07 were accepted & signed.

3. Matters Arising.

a) Brine - Letter received from RSK, Consultants for NPL, with map. Two routes shown, one through Acton Bridge the other through Crowton, with not as much effect on AB. Mr S Pardoe is to meet on the 7th August John Dean (Stockton Times - freelance) who is doing an article on NPL and he wants the background about AB.
b) Bus Shelter - Ideas required for replacement bench etc. Clerk to enquire into costs of bench and waste bins.
c) Wind Farm - Appeal has been lodged by Tegni. Mr S Pardoe went to a meeting on 3rd August at Sutton Weaver. A consultant was there who has in the past been adopted by other protestors to help with objections. He would take on management of objections. S Pardoe proposed that VR should finance the Consultant with agreement of all Parishes affected. Final comments required by Inspectorate by 28th August. Mike Hall MP has written to the Inspectorate stating his objections.
d) Bowls Pavilion - Plans now in.
e) Fence Milton Rough - E mail sent but no reply as yet.
f) Public footpaths - Mid Cheshire Footpaths Society will help to produce a map. The PC are allowed to attach a number onto signposts, there is no authority required.
g) New lighting at the railway station. Being completed.
h) Best Kept Village - No news as yet.
i) Station - There was a very good photo in the local Guardian of the people tidying the station yard. The bin has been taken away along with the rubbish. Mrs H Bayley is in contact with 'Streetscene' for replacement.

4. Planning Applications

a) Wall Hill Barn, Cliff Rd for Mr & Mrs R Clegg. Change of use of storage area into living accommodation with internal alterations. No objections.
b) 33, Cliff Rd for Mr P Davies. Removal of existing flat roof to rear & replacement pitched roof. No objections.
c) Omega House, Sandfield Lane, for Mr & Mrs P Bundle. Demolition of timber garage, store & brick rear store & replacement with new garage, rear store & sun room (original submission withdrawn - see decisions). No objection.
d) Land at rear of Bowling green, Parish Room, Hill Top Rd, for ABPC. No objection.

5. Planning Decisions

a) 19 Chapel Lane, Conservatory. Granted.
b) 20 Hill Top Rd, New boundary wall & gates. Granted.
c) 49 Cliff Rd, Single storey extns to front & rear, continuation of first-floor side wall to rear, & rear balcony over existing ground floor. Granted.
The following have all been withdrawn.
66 Cliff Rd, Two storey & single storey extn to rear.
Omega House.
Holly Tree Cottage,Acton Lane. Two storey rear & side extn.

8. Reports from other meetings

Minutes received from Burial Comm Meeting. (Mins in folder)
Notice to be placed in ABCA News making people aware of the Book of Remembrance.
Two new members required on the Burial Comm. David Evans & Steve Critchley agreed to fill these positions.
Mr D Evans attended a Conference by the Mersey Basin Campaign. The Headwater of the Weaver was discussed.

a) Brine pipe, letter from RSK.
b) VR letter acknowledging that the Code Of Conduct forms have been signed.
c) Local government reorganization.
d) Fly Tipping - E-mail sent to Steve Pardoe from Countryside Alliance.
e) Police Forum agenda and information.
f) Community Wardens quarterly report.
g) CCC Community Support Centre consultation. Proposing to close 3 out of the 10 centres.
h) Weaver Valley Cycling Club informing PC of proposal to hold a road race on 16th July.
i) CCC playing Fields Assoc asking for annual subscription. AB not a member.
j) VRBC ref to new legislation regarding football goalposts.
k) Cheshire Assoc of Local Councils Newsletter.
l) VRBC Equestrian & Equine development in Borough. S Pardoe to seek views of Manor Farm. Form to be completed.

10. Village Matters

a) Check with Kingsley PC as to how they achieved their speeding restrictions.
b) Fishwicks 2 trees have been chopped down and 2 more to come down.
c) Phone box near Hazel Pear Pub. Door has been broken on box.
d) Concern has been expressed about the Oak tree at the Nursery, Station Rd. Neighbour worried that the owner of the land may chop it down.
e) Road signs. The one at Orchard Ave is broken.
