Apologies were received from Mrs H Bayley.
1. Public Matters
One member of the public present.
2. Minutes
Minutes of meeting held on 2nd October were accepted & signed.
3. Matters Arising.
a) Wind Farm, Aston Grange. At the Planning meeting the vote was very close. The chairman voted against and permission was refused. Five councillors at VR have now asked for a full council meeting on the 30th November. A legal challenge has been tabled by Aston PC on standing orders procedure. Mr Pardoe has distanced ABPC from this as the Planning Officer must be seen to be even handed. Cllr Hooker spoke at the first meeting but will not be allowed to vote at the next meeting. There will be 57 councillors at the next meeting, 17 of them will not be allowed to vote, but can speak at the meeting. They are seeking advice from a Solicitor. Mr Pardoe has been to see Mike Hall MP who was very supportive and will consider writing to all Councillors involved.
b) There is still one more vacancy to be filled for the position of Parish Councillor.
c) Mrs Bayley has spoken to Mr R Brooks, CCC Highways Dept about arranging a meeting with him.
d) Best Kept Village. Mrs Bayley has received information and will bring them to the next meeting.
e) Bus Shelter, Grant from Cheshire County Council. To be considered for the grant AB has to have one of CCC designs which are plastic. Enquiries have been made and Building Regs are not required and Planning application not needed, although a letter has been sent to VR asking for written confirmation of this. Mr M Hodgson objects to the position of the Bus shelter and proposes a risk assessment be carried out. He is concerned with Road safety and stationery buses could be hazardous. Clerk to check with Mrs Bayley for main bus companies using that route to see if they would consider assessing the safety side of the issue.
f) AB has been granted £900 for new benches for the village.
4. Planning Applications
a) Extension to dwelling, 8 Cliff Rd for Mr& Mrs Fishwick. These are practically the same plans as previously submitted. Same objections as before to be forwarded.
b) Single storey extn to rear, 6 Pear Tree Lane for Mr J Oliver - No objections.
c) Conservatory at side, Willow Cott Cliff Rd for Mr C Fifield - No objections.
d) Removal & replacement of shiplap concrete cladding with extended masonry cavity wall on extended foundations, 4 Orchard Ave for Weaver Vale Housing Trust - No objections.
5. Planning Decisions
a) Manor Farm Erection of 2 storey extn, permitted by VRBC
b) Milton Heyes. Extns & alterations to dwelling, permitted by VRBC
6. Authority for signing cheques and Financial Matters
Hacker Young (Auditors) receipt received.
7. District Representatives Report
None
8. Reports from other meetings
Burial Committee - Hedges and Trees have been removed and Burial Committee needs to be registered as a Charity. Prices of burials are to rise, they will be up by 5% for Parish & 10% for outside Parish. Weaverham & Acton Bridge Trust - R Gleave and S Pardoe attended meeting on 2nd Nov. New vicar (Andrew Brown ) chaired the meeting. About 1000 cases are helped each year.

c) Groundwork Report on last meeting, Clerk to attend next meeting 11 Nov.
d) Allianz Cornhill - Progress info on replacement bus shelter required.

g) VR Environmental network - S Pardoe will try to attend AGM on 8th Nov.
h) Royal Liverpool Childrens NHS consultation.

10. Village Matters
a) Milestone Station Rd requires painting.
b) Two Rottweilers are walked with no leads. Complaints received. Police to be contacted.
c) Cars parked on bad bends Cliff Rd, very hazardous. Police to be contacted.

12. Next meeting will be held on Monday 4th December 2006 at 7.30pm.
