ACTON BRIDGE PARISH COUNCIL

Minutes of the meeting held on Monday 3rd July 2006

Apologies were received from Mr S Pardoe and Mr E Connor.

1. Public Matters

No members of the public present.

2. Minutes

Minutes of meeting held on 5th June were accepted & signed.

3. Matters Arising.

a) Wind Farm Aston Grange, Tegni - Mr S Pardoe has once again produced an excellent report. This was put in folder for circulation.
b) There is still one more vacancy to be filled for the position of Parish Councillor.
c) New Post Box has been positioned outside the Parish Room.
d Footpaths near station and the fence at Milton Rough - Letter was sent and a reply received. Another letter to be sent explaining that United Utilities are renewing the water main through the village, and a meeting will be arranged when the work is completed. Mrs Bayley to phone R Brooks, CCC.
e) Cheshire Police merger - Letter has been sent to Home Secretary objecting to the merger.
f) NW Regional Assembly - Letter to be sent for information into the set up of this body as other proposed assemblies were not approved of by the public.
g) Milk lorries are coming through the village again. E Connor has sent a letter.
h) Waste bins are being left out in Milton Rough. Letters have been sent to householders and the bins have been removed.
i) Best Kept Village. Inspectors have been round the village.

4. Planning Applications

a) Wind Farm - Consultation date extended.
b) 68 Cliff Road - Garden shed & Greenhouse. No objection
c) 68 Cliff Road - Front door canopy No objection.
d) 3 Chapel Lane - Replacement garage. No objection.
e) 71 Cliff Road - Two storey rear extn. No objection
f) 73 Cliff Road - Two storey rear extn. No objection.
g) Milton Heyes, Sandfield Lane - No objection, but PC has reservations. PC do not know what the purpose and justification of the expansion and would like reassurance that the use of the property is kept as it is at present.
h) Holly Tree Cottage, Acton Lane - Reservations expressed by PC as the ext'n is disproportionate to the original dwelling and is a dominant build. There is a public footpath at rear of the property and needs to be checked as it appears to have already been re-located.

5. Planning Decisions

a) Granny flat, 8 Cliff Road - Meeting to be held at Wyvern House on 20th June. No Parish Councillors were able to attend. Ann Oliver at VRBC contacted to request that ABPC's objections be taken into account at meeting.
b) 71 Cliff Road - Withdrawn (re-submitted, see previous section).

9. Correspondence

a) NHS North West - Contact details.
b) CCC Highway defects - letter from R Brooks welcoming opportunity to visit to look at issues raised.
c) Fence, Wall Hill Cottage - Reply received from VRBC. Enforcement Officer has suggested to the owner that he begin work to reduce the height of fence within 28 days. The situation will be monitored.
d) Dutton Locks Riverside Greenway Information session. Attended by S Pardoe, and his comments circulated in folder.
e) University Of Wales - DEFRA has requested that they review the Quality Parish & Town Councils scheme. The University has sent a booklet of 38 pages to be completed and returned to them. PC are of the opinion that it is a waste of time and effort.
f) VRBC Landscape Character Assessment Workshop, 12 July. Parish Councillors unable to attend. Letter sent.
g) VRBC Local plan 1st review.
h) Local Councils Newsletter.
i) Claim form for Bus Shelter received from Allianz Cornhill. Enquiries to be made about having site cleared.
j) DEFRA Building Community Life booklet.
k) North West best practice design guide.

10. Village Matters

a) Curtailment of bus services. Mr M Hodgson to check if any buses are to go along Station Rd.
b) Water pressure has been very poor.

11. Any other business

None.

12. Next meeting will be held on Monday 4th September 2006 at 7.30pm.
