1. Public Matters
No members of the public present.
2. Minutes
Minutes of meeting held on 6th March were accepted & signed.
3. Matters Arising.
a) Wind Farm, Aston. Nothing likely from VR before June at the earliest. Parish Councils must reinforce arguments. Clerk to remind VR that a report from Acton Bridge has been submitted (Clerk to wait until next month to see if there is any new information). Sutton Clerk has said that Liverpool Airport has withdrawn its objection.
b) A49 Safety. A combined meeting with other Parishes concerned with the A49 was held on Monday 3rd April at 2.00pm. Mr R Gleave and Mr N Tappin attended. Little to report that was different from Mr R Flood's information at the Parish meeting on 6th March. Speed cameras are being considered.
c) There has been no application for the vacant position of Parish Councillor.
d Proposed Recovery Park at Ince Marshes. Letter has been sent to Little Stanney PC. No reply as yet.
e) It has been suggested that a new Post box could be positioned near the hedge at the Parish Room. The Secretary of ABCA has written to Royal Mail.
f) Footpaths near the Station and the fence at Milton Rough have still not been repaired. Mr Oakley, VRBC, to be contacted again. Also a milestone on Station Rd require painting.

Land at Manor Farm Cliff Rd - Construction of 20x20 metre extn to approved 40x20 riding area for private use only. For Mr & Mrs Hayward. No objections

a) 06-0177-FUL Sandycroft, Warrington Rd for Mr P Hudson. Change of roof from hips to gable.
b) 06-0188-FUL 66 Cliff Rd for Mr B Pennington. Alteration to existing front entrance to form covered walkway / canopy & provision of rear storm porch.
c) 05-2022-FUL 9 Orchard Ave for Mr & Mrs B Clarke. Single storey extn to side & rear (resubmission 05-1278-FUL)
d) 05-1930-FUL 68 Cliff Rd for Mr M Latham. Conservatory / utility to rear (resubmission 04-0968-FUL)

8. Reports from other meetings
Mrs H Bayley met Mr S Barnett, Health & Safety, Central Trains. ID cards (optional) are required for working on platform just in case Network Rail comes along. A safety brief has to be signed, Central Trains have offered 2 planters and plants, bench to be refurbished, light to be repaired, also door and fence to be mended. There is a possibility in the next two years for hardcore to be put on the carpark at station.

a) Letter from VR saying as there has been no application for the position of parish Councillor the PC can co-opt someone.

c) Joint Burial Comm. Summary of usage of Gorstage Burial Ground.

e) Charter for Cheshire Councils booklet.

h) Cheshire Planning Forum details of next meeting.
i) Cheshire Police Authority proposed merger. Letter to be sent supporting the Police (next meeting).
j) VR Area meeting 12 April.

l) VRBC Future distribution of Minutes & Agendas.
m) VRBC Planning applications. Site visits.
n) VRBC Licencing application. Passenger vessel moored at Acton Bridge. Query if open to bona fide passengers only.
o) Cheshire Assoc Regional Spatial Strategy Information session.
10. Village Matters
a) Mr N Tappin handed in his resignation from the Parish Council. He is moving out of the village. He was thanked for his excellent efforts whilst on the Council by Mr R Holt.
b) Safety experts are trying to encourage 'Set the Pace'. It has in the past been dismissed by the PC.
c) Scaffolding has been erected at Milton Farm. PC not aware of any planning permission being requested. Mr S Pardoe to inquire into this.
d) Milton Rough. From the Chapel to Sandfield Lane has been rutted also rubbish and barbed wire has been dumped.
e) Network Rail workers have dumped litter along Cliff Lane. Network Rail to be contacted.
11. Any other business
None.
12. Next meeting will be held on Monday 8th May 2006 at 7.00pm. This will be the Annual General Meeting.
