ACTON BRIDGE PARISH COUNCIL

Minutes of the meeting held on Monday 5th September 2005 at 8.30pm

Prior to the Parish Council meeting a public meeting was held to discuss the plans submitted by Tegni Cymru Cyf for a Wind Farm at Aston Grange, Aston.
The meeting was attended by approx 40 residents.
Questions were asked of Mr R Ellison, Head of Planning for Vale Royal Borough Council; Mr K Bellis, Director of Tegni; and Dr C Trevelyan, consultant from Dulas Ltd.
Acton Bridge Parish Council has already submitted to Vale Royal an interim report objecting strongly to the proposal to build the Wind Farm.

The Parish Council meeting commenced at 8.30pm.

1. Public Matters

No members of the public present.

2. Minutes

Minutes of meeting held on 4th July were accepted & signed.

3. Matters Arising.

a) Strawberry Farm - The clerk has spoken to the Enforcement Officer who says that the owner is insisting that the buildings are for agricultural purposes.
b) White lines, Chapel Lane. The clerk has spoken to Mr J Oakley again who says that he will look into it. Mr Oakley said that he was unaware that all Cliff Road had been not been resurfaced. The instructions were for all of Cliff Rd to be done.
c) Safety measures A49. Letter has been sent to CCC and a letter has been received stating that their Road Safety team are looking at all junctions off the A49 and if sufficient road width is available further turning lanes may be possible, funds allowing.
d) A letter has been sent to the Police suggesting a siting for Speed trailer.
e) Mr M Hodgson said that he is collecting names of volunteers to use 'speed guns'. List to be passed to clerk.
f) Dog fouling signs to be requested.

4. Planning Applications

a) Rose Cottage Cliff Rd, for Mr & Mrs S Watson. Alterations and extns - resubmission. No objection.
b) Sandycroft, Warrington Rd. for Mr P Hudson. Demolition of existing rear structure & replace with new single storey extn. No objection.
c) 9 Orchard Ave for Mr & Mrs B Clarke. Single storey extn to side & rear. No objections d) Aston Grange, Aston Lane, Aston. For Tegni Cymru Cyf for the att of Keith Bellis. Erection of 4 wind turbine generators up to 125m high and associated electrical & communication cables, sub-station, anemometry mast, new site access roads and temporary access provisions. As reported earlier in the minutes, a public meeting was held prior to the Council meeting. Objections were raised and the Parish Council have already sent an Interim report objecting to the proposal.

5. Planning Decisions

a) 9 Chapel Lane for Mr & Mrs Gibbons - permitted by VRBC
b) 8 Bancroft for Mrs G Lewis - permitted by VRBC
c) 68 Cliff Rd for Mr M Latham - refused by VRBC
d) Rose Cottage for Mr & Mrs S Watson - withdrawn (see previous section - new plans submitted)
e) 8 Cliff Rd for Mr J Fishwick - withdrawn.
f) Acknowledgement of receipt of Parish Councils comments concerning Wind Farm.

Mr S Pardoe was thanked for all his efforts and hard work in writing the report on the Wind Farm.

6. Authority for signing cheques and Financial Matters

Clerk's salary of £240 for 3 months.

7. District Representatives Report

Cllr A Hooker was attending a meeting with British Waterways with ref. to Sutton Weaver Swing Bridge and also the proposed Wind Farm.
Cllr Dolphin left a message with the Clerk that she has sent to VR her objections to the Wind Farm.
There will be a visit by the Community Safety Warden to The Hazel Pear on 22 Sept at 10.00am to 10.30am.

8. Reports from other meetings

Burial Meeting. Home Office questionnaire has been completed. Mrs Lewis has resigned as Clerk and a new Clerk to be sought.

9. Correspondence

a) Postcard received from 'Safer Communities team' - Police - to be returned. Stating concerns about speeding and no Police presence.
b) VRBC Letter - Due to budget restrictions there will be no free bulbs this year.
c) CCC letter acknowledging receipt of letter from Parish Council concerning safety measures on A49.
d) CCC letter replying to concerns about A49. Their Traffic Safety Team is looking at all junctions on A49.
e) CCC Temporary Traffic Regulation Order A49 Acton Bridge - Road closure. Dates of closure over Swing Bridge 3rd Oct to 7th Nov.
f) Letter from Mrs Williams, Old Lane, suggesting need for repeater 30mph signs through the village. To be followed up.
g) VR Area meeting 8th Sept.
h) BT to change 'phone box, Chapel Lane to card operated. No objections.
i) Vale Royal Local plan first review alteration.
j) CCC 'Structure Plan Alteration, Cheshire 2016, Draft modifications'.
k) CCC new planning system.
l) VRBC Statement of Community Involvement - Pre-production.
m) Rural Delivery Programme - Mrs Bayley to enquire about 'Flashing lights'.
n) Local works Sustaining Communities Bill.
o) CCC Cheshire Village Quiz.
p) C Community Council Community Pride Awards.
q) Manchester Airport Newsletter
r) Annual meeting Cheshire Assoc of Local Councils 13 October.
s) Planning Seminar 14 Sept.
t) Charity - Hope House request for donation.
u) Northwich Society for the Blind request for donation.

10. Village Matters

a) Nursery, Station Rd has been broken into again.
b) Discussion on speeding problems - suggestion that all Councillors go to next Police Forum meeting.
c) Mr Hodgson suggested that a list of good tradespeople would be useful.
d) A complaint has been made about the tall Leylandii hedging at Long Orchard, Mr S Pardoe to speak to owners.

11. Any other business

Mrs Bayley reported that the footpath along the road near Crowton is concerning Crowton Parish Council. The farmer is prepared to move path from inside the hedge to outside.
