Minutes of meeting held on 7th February were accepted & signed as a correct record.
3. Matters Arising.
a) No news as yet on Substation appeal by National Grid and Network Rail.

a) Box Hedge, Wetton Lane - garage - permitted by VRBC.
6. Authority for signing cheques and Financial Matters
Cheques required. Clerks salary - 3 months £210
Clerk's salary - Clerk and Chairman, Mr R Holt left the meeting.
7. District Representatives Report
Cllr Hooker reported that she enjoyed being VR Mayor for the past 12 months. She said that she was very pleased with the outcome of the Substation. She congratulated the Substation Action Group and said that they had done a marvellous job.

Town & Parish Council Assoc meeting attended by S Pardoe.
9. Correspondence
a) DEFRA Paper - Clean neighbourhoods.
10. Village Matters
a) Some windows in Parish Room have been broken. Being claimed on Insurance.
11. Any other business
12. Next meeting will be held on Monday 4th April 2005 at 7.30pm.
No members of the public present.
b) Speed Guns - no reply yet from the Police. It was decided to leave the matter of speed guns in abeyance for the time being as locals are unwilling to prosecute other local people. When police have checked speeds in the village in the past the majority of those caught speeding are locals.
c) Cheshire Railings - No news from Cllr Dolphin although work should start in 2 weeks time.
d) Strawberry Farm - Owner has been summoned by VRBC. Planning dept.
e) Street lighting, Wall Hill Way and Strawberry Lane. The old letters in the files have been looked at and they state that there is no money for new lighting.
f) Tsunami - Cllr Hooker reported that VRBC with the Rotary Club have adopted a village in India, this is being watched over by the Madras Rotary club.
g) Standing Orders - Assoc of Town and Parish Councils to be contacted for examples.
h) Best Kept Village - Forms completed and sent off. Mrs Bayley has sent a cheque for £19. Mrs Bayley to be reimbursed.
i) White lines, Chapel Lane - These were promised for Monday 7th March, but have not been done. VRBC to be contacted.

A discussion was held chaired by Mr S Pardoe and it was decided to award the clerk an increase of £10 per month, as a salary increase was overlooked last year, bringing the salary to £80 per month. The clerk was thanked for her work and in return the clerk thanked the Council.
Byley Gas Plant and Speed guns were discussed. The Wind Farm proposed at Aston was also discussed. Amongst the objections raised was the concern about the thumping noise that travels a great distance. Acton Bridge Parish Council to write to Aston Parish Council assuring them of their support against the wind farm.
Burial Committee. An 'emergency meeting' will be held on 8th March as the clerk, Mrs P Lewis, is very ill. A 'get well soon' card to be sent to the clerk.
b) Mayors Parlour - Nomination for Mayors award.
c) CCC Notice of closure of Acton Lane - closure due to work at junction of Acton Lane/Warrington Rd.
d) Local Plan 1st Review.
e) Cheshire Police Information and poster on new requirement on police to record every encounter with the public.
f) Brian Harrison (Investigations) Offering assistance in implementing measures. Eg anti-social behaviour policies - passed to Mrs Bayley.
g) Standards Board - A code for the future leaflet.
h) Office of the Deputy Prime Minister - Booklets. (1) Vibrant Local leadership (2) Citizen engagement and public services (3) Why neighbourhoods matter.
i) Cheshire Matters leaflet.
j) VR Area meeting minutes Feb 05.

b) Mrs H Bayley will put notices up in the village about the Best Kept Village competition.
c) Heavy goods vehicles still going through village. Clerk to write letters to be passed to Mr Connor to forward on to the companies responsible.
d) A49/Acton Lane safety was discussed. Concern expressed. Letter to be sent to Highways Dept requesting a safety island be marked on road for vehicles wishing to turn off A49 onto Acton Lane.
