ACTON BRIDGE PARISH COUNCIL

Minutes of the meeting held on Monday 4th October 2004 at 7.30pm

1. Public Matters

No members of the public present.

2. Minutes

Minutes of meeting held on 6th September were accepted & signed as a correct record with three small corrections

3. Matters Arising.

a) Pot holes. And re-surfacing. Cllr Dolphin reported that Nuttalls are the new contractors. Cliff Rd is due to be re-surfaced with micro-surfacing within the next few months. Possibly also Chapel Lane.
b) Cheshire Railings. Cllr Dolphin reported that VR will do the work required themselves. AB is second on the list after Alvanley. Hopefully work will be done in this year's budget (2004/05).
c) Speeding - Letter from Police acknowledging receipt of letter from PC.
d) Step into Cheshire - Childrens event was poorly attended, but weather was very bad. Afternoon event was better attended, £57.50 was collected. It is hoped to make this an annual event.
e) Wild flowers - M Hodgson has spoken to a lady who would like to visit the village to do an assessment. M Hodgson will meet her.
f) All budget papers have been sent to Hacker Young.
g) A get well card to be sent to Peter Young.
h) Express Dairies tanker still going through village. E Connor to speak to the manager again.
i) Tree Wardens have completed survey.
j) Cycle Path. S Pardoe has been contacted by Northwich Guardian for comments.
k) Milton Rough - land that is overgrown. VRBC has said it is their responsibility and they will tidy it up.
l) Recycling. Bins that were left out at Milton Rough have now been put away. Note to be put in ABCA News requesting householders not to leave bins on pavements after collection of rubbish.
m) Nettles along pavements on Hill Top Rd still a problem.
n) Drain, Acton Lane. The offensive smell from one particular drain is to be investigated.
o) Bench, Playing field. Bench and picnic table has been erected on the playing fields. A letter to be sent to Margaret Carding thanking her and the family for the equipment.

4. Planning Applications

a) 19 Hill Top Rd - Two storey rear extn with single storey rebuilt extn and dropped kerb - Mr & Mrs Nagle. Concern expressed about neighbour's space and windows being overlooked. Problems with neighbours access for maintenance. Mr K Worrall to make inquiries. Plans cannot be approved as the drwgs are inaccurate as they show buildings on neighbour's land. K Worrall to inform clerk.
b) 7 Hill Top Rd - Smithy. Proposed external alteration & internal staircase & staff toilet. No objection as long as the accommodation is for the business owners only, and must always be the case.
c) Hall Green Farm, 8 Cliff Rd - Proposed Farm building. Mr D Jones. Objections. No existing track, on a dangerous bend where there have been many accidents and a fatality. VRBC have in the past turned down proposals because of access. Plans show a very high and over large building for the purpose stated. Badger setts in area.
d) Sandycroft, Warrington Rd - Demolition of Timber garage with replacement of Brick garage. No objections providing the garage is not used for other purposes.

6. Authority for signing cheques and Financial Matters

Precept - Second instalment has been paid into the account with the Cheshire Building Soc.

7. District Representatives Report

None

8. Reports from other meetings

a) VR Area Town & Parish Council Meeting attended by N Tappin. Tony Darnell is the new Chairman. Homewatch has a new Coordinator organizer, Liz Biddell. Next Homewatch Coordinators meeting 18 Nov. Tony Darnell suggested that copies of the papers and reports compiled by SAG against the Substation be sent to the Town & Parish Council Assoc as they may be able to help and their legal resources could be used. b) CCC Meeting attended by S Pardoe N Tappin and K Worrall. Barry Harden is the new chairman. S Pardoe said at the meeting that CCC had failed to raise objections to the Substation and that the case had not been heard properly. A letter is to be sent by Peter Cocker giving reasons why they did not object. VRBC will make the final decision. Concern about the junction outside the Hazel Pear pub was expressed by K Worrall. CCC said that the budget had been spent. File with all correspondence concerning the junction to be passed to S Pardoe. The junction is to be looked at again.
c) Substation Meeting 23 Sept was well attended. Comments on the IPSA report have been sent in on time to VRBC. National Grid did not get their report in on time and all the planning delays have been caused by NG. Banners have been erected along Station Rd and a Press release has been sent. On Sat 9th Oct there will be a photo session by the local press. It is hoped to get as many people as possible to come along. It is intended to hold another open meeting in AB with VR Planning Committee members and the villagers. The substation is the largest development that AB and Weaverham have ever been asked to consider.
d) Planning Meeting attended by R Gleave. There will be a reduction in new houses being built over the next few years. 2006/10 - 400 passed per year, 2011/16 - 100 passed per year. M6 consultation will go on until 2010.

a) VR acknowledgement of reports on Substation.
b) Licencing Act - responsibility to become VRBC's. Proposals of how to operate.
c) DEFRA Consultation on Local Environmental issues - Clean neighbourhoods.
d) VR Matters leaflet.
e) VRBC Area meeting 14th Oct, Weaverham.
f) CCC Signpost.
g) CCC Waste Management Service. Consultation on the need for energy from waste.
h) Cheshire Community Council Annual report 2003/04.
i) Ches Comm Council meeting 7th Oct.
j) Princess Royal Trust Carers newsletter
k) List if events for Step into Cheshire.
l) County Farms newsletter.
m) VRBC Minutes Exec Group Comm 30 Sept.

10. Village Matters

a) Cutting verges VRBC have made a good job of them.
b) Street lights, Wall Hill Way. Cllr N Dolphin will look into this problem.
c) Tree, Station Road. The tree is overhanging the road and looks in danger of coming down. CCC will inspect.
d) Sandfield Lane landowners have been approached by Network Rail for access to their land. SAG will look into this to see what response they should give.

11. Any other business

a) Fence, Strawberry Lane not been reduced in height as yet, Enforcement Officer to be contacted again.
b) Carport. Milton Rough. Enforcement Officer to be contacted again.
c) Cliff Rd. House being extended to plan but there are more windows on the side than on the plan. Inquiries to be made.
