ACTON BRIDGE PARISH COUNCIL

Minutes of the meeting held on Monday 1st November 2004 at 7.30pm

1. Public Matters

No members of the public present.

2. Minutes

Minutes of meeting held on 4th October were accepted & signed as a correct record with one small correction.

3. Matters Arising.

a) Pot holes - Nothing done as yet. Mr J Oakley to be contacted again.
b) Cheshire Railings - VRBC have put £40,000 into kitty. H Bayley will contact Steve Bakewell with ref to railings. c) Speeding - Nothing new as yet.
d) Step into Cheshire - Invitation.
e) Wild flowers - A meeting to be arranged.
f) Waste bins - Note to be put in ABCA News asking people not to leave their bins out on pavements.
g) Nettles, Hill Top Rd - J Oakley to be contacted. Also about the 'grey' water coming out or drain on Acton Lane.
h) Express Dairies - Lorries have not been through the village now for a month.
i) 19 Hill Top Rd - K Worrall has spoken to Mr Nagle and the problem has been sorted out.
j) Junction Hill Top Rd and Station Rd - Nothing concerning this problem been heard since Sept 2003. This will be brought up again later.
k) Milton Rough - Nothing done as yet.
l) Sub Station Campaign going well. 9th Oct inaugural gathering to publicise notices along Station Rd. Photos to be published in local papers. Petition was taken to VRBC 29th Oct. Field has been taped out and Planning Comm will inspect site 16 Nov.
A public meeting will be held at Parish Rooms on 8th Nov - VRBC members of Planning Comm to attend to hear public's point of view. National Grid to meet Planning Comm on 10th Nov. Planners to make decision 16th Nov.
Thanks were given to S Pardoe and SAG team for all their superb work
m) Tree Station Rd - Highways to be contacted again.

4. Planning Applications

a) 34 Milton Rough Conservatory for Mr G Bayley - no objections.
b) 19 Hill Top Rd for Mr & Mrs Nagle - objections have been sent.

5. Planning Decisions

Cliff Rd, Hillcliffe House - Approved by VRBC.

6. Authority for signing cheques and Financial Matters

Cheque for Petty cash £50
Funds stand at the moment as:-
National Savings Bank £734.70
Cheshire Building Society £1839.33

7. District Representatives Report

None

8. Reports from other meetings

a) Burial Comm 19 October, attended by Mr E Connor and Mr M Hodgson. Mr M Hodgson was re-elected Chairman for another year. The financial report was presented and agreed. There were discussions on the ownership of the land and it was found that it had not been registered. The offer submitted for purchase of land opposite has been refused. The owner has been invited to submit details of price to VRBC.
b) VRBC Area Meeting attended by Mrs H Bayley. Kerbside recycling will take 2 to 3 years to sort out. Village design plan people were asked to identify 'grot' spots. Next meeting will be at the end of January 2005.

9. Correspondence

a) Acknowledgements of letters sent to Enforcement officer with ref. to 68 Cliff Rd and Strawberry Lane.
b) Best Kept Village results. Acton Bridge came equal 8th with a mark of 86%. A letter and copy of picture to be sent to Mr & Mrs Sandys-Winsch as the gardens in front if the Parish Room were remarked on.
c) CCC Notice of Proposal for temporary closure order, Chapel Lane for resurfacing. Work to commence 15th Nov.
d) Office of Deputy prime Minister - New ethical framework regulations.
e) Standards Board - Code of Conduct - registering of Interests and Freemasonry revised advice.
f) VRBC Playground training course.
g) Ches Assoc Of Local Councils - Draft mins of meeting held on 23 Sept at Byley Hall and Questionnaire on Lengthsmen - To be completed.
h) Playing fields Assoc questionnaire.
i) Air Ambulance request for funds.
j) Policing questionnaire.
k) Cheshire partnership Innovation fund.
l) Newsletter Ches Assoc of local Councils.
m) VR Environmental Network Leaflet - article included on Substation.

10. Village Matters

a) Nursery, Station Rd have asked if planning permission is required to erect signs on A49.
b) There is a proposal to enable Parish Councils to fine dog owners when dog fouls pavements etc.
c) Men with dogs and guns have been seen in the village at night- police to be informed.

11. Any other business

a) There are still some daffodil bulbs available.

12. Next meeting will be held on Monday 6th December 2004 at 7.30pm.
