ACTON BRIDGE PARISH COUNCIL

Minutes of the meeting held on Monday 1st March 2004 at 7.30pm

Apologies for absence were received from Miss H Leigh, Mr M Hodgson and Cllr A Hooker. 1. Public Matters

No members of the public present.

2. Minutes of the meeting held on 2nd February were accepted with one correction to 4b.

3. Matters Arising.

a) Cheshire Farms planning application. Decision deferred until later date. Applicant had no representative.
b) Woodbine Cottage. E Connor & Cllr Hooker attended the Planning meeting. The application was adjourned as VRBC had received a letter from the Environment Agency expressing concern about possible water level adjacent to the river. PC is concerned about ribbon infills as the proposal is from CB Homes.
c) Container at 20 Hill Top Rd has now been removed.
d) Substation Planning meeting at VRBC. March date has now been missed and it now looks unlikely that it will be discussed in April. Technical arguments are still coming forward and monthly bulletins are being sent to VR. Publicity; to raise awareness it is planned to ask for volunteers to hold fluorescent tubes under power lines to see them light up as had been featured in an item in a national newspaper. In SAG discussions with R Ellison, Planning Officer, VRBC it was agreed the Planning Committee would come to a meeting and see the villagers of Acton Bridge. Hopefully this will convince VR of the strength of feeling of the village against the substation. ABPC objections to Substation have now been forwarded to VRBC.
e) Cllr A Hooker has forwarded a Video to the PC on waste collection proposals in Vale Royal. The video is being circulated.
f) Letter sent to VRBC supporting one unitary authority.
g) R Gleave, K Worrall and N Tappin met with Cllr N Dolphin and rep of Highways Dept to look at all work required in the village. They offered to do all work but costs and weather were mentioned. They will see which are the most urgent. The work to be done at Milton Rough lay-by will be looked into. It was suggested that Cllr Dolphin should be invited to attend a meeting.

4. Planning Applications

a) Garage and General store for Mr P Rowland, Sandfield Lane is going to 'Appeal'. No objection.
b) 11 Hill Top Rd. Two storey rear extension for S & J Brown. No objection.
c) Land adjacent 19 Warrington Rd, change of use of Lorry park to Lorry park and siting of mobile snack bar. For Mr W Faulkner, Weaver Valley Cruises. Objections raised mainly on safety grounds. Entrance is on a very hazardous part of the A49.

Cllr A Hooker to look into complaint about emptying of waste bins.

9. Correspondence

a) List of Historic buildings in area received - copy circulated.
b) Appeal by Air Ambulance for donation.
c) VRBC explanation of Code of Conduct concerning Freemasons circulated.
d) Standards Board. Office of the Deputy Prime Minister Local investigation and determination of misconduct allegations circulated.
e) VRBC Poster for notice board requesting an Independent member for the Standards Committee.
f) VRBC Review of Area working.
g) CCC Strategic Partnership - form to be completed.

10. Village Matters

a) Fence at Wall Hill Cottage over allowed 1.5 metres. and Mrs Hopkinson's fence Strawberry Lane has still not been reduced in height.
b) State of car park at Railway station. Rubbish has still not been removed. Network Rail and Mr A Thompson VR to be contacted.
c) Autumn Show, WI event to be held on 4th Sept.
d) There will be a 'Litter pick' throughout the village on 7th March starting at 2:00pm.
e) WI Commendation sign has now been put up at the Railway station.
f) Best Kept Village - WI to enter Acton Bridge in the competition.
g) Sandstone wall, Acton Lane. Requires weeding - CCC Highways to be contacted about ownership of land.
