ACTON BRIDGE PARISH COUNCIL

Minutes of the meeting held on Monday 7th June 2004 at 7.30pm

Cllr Nora Dolphin was welcomed to the meeting.

1. Public Matters

No members of the public present.

Mr E Connor proposed and was seconded by Mr R Gleave that Mr R Holt be Chairman and Mr S Pardoe be Vice chairman for the second year of their term.

Annual General Meeting minutes

2. Minutes

Minutes of the Annual General Meeting held on 4th May were accepted as a correct record.

3. Matters Arising.

a) Sub-station. New plans have now been submitted. SAG to study them.
b) New Horse & Rider signs have now been erected along Cliff Rd.
c) Speeding. Flashing lights in Kingsley. Cllr Dolphin was instrumental in acquiring them and they were paid for by CCC. Cllr Dolphin reported that a cycle path is to be extended along the A49 towards the swing bridge. Cllr Dolphin said that she will arrange a meeting for the PC with David Thomas CCC, concerning speeding.

3. Matters Arising.

a) Cllr Dolphin reported that the lay-by at Milton Rough will be cleared after maintenance. PSA are considering work on roads in the village .There is a huge programme on roads & paths Cheshire railings. Acton Bridge has been listed to have the railings renewed. It will be done by 'matched funding' ie VRBC & CCC will share the cost..Cllr Dolphin will speak to Cllr A Hooker to back this proposal.
b) K Worrall reported that the resurfaced pavements along Hill Top Rd are breaking up. He will keep an eye on this as it may be caused by the hot weather.
c) 'Step into September' This has been mentioned to ABCA. Mr & Mrs Campbell have shown some interest so Mrs H Bayley will contact them.
d) Waste Disposal -Cllr Dolphin said that it would cost £17 million for weekly collections of household rubbish. Milton Rough now have brown bins. e) Wild flowers Mr M Hodgson has contacted Alan Evans from Chester who would like to come to speak to the Council. 'Women from the Mersey Forest' are also interested. M Hodgson will pursue this.

4. Planning Applications

a)4 Weaver Cottages Warrington Rd - Little Leigh PC clerk to be contacted as this is strictly not in Acton Bridge. Nevertheless AB councillors are against this proposal on the grounds that it will spoil the symmetry of the other houses and is not in keeping the other properties. b) 50 Station Rd - no objections as long as the neighbours do not object. c) 24 Cliff Rd - These plans are to be considered on 15 May. Views already have submitted. d) Substation. Plans show tower reduced in size. There will be not much material for banking. The new report still does not convince and the hope is that it will not convince VR & CCC. There will be a meeting on Thursday 10th June and there have been 2 press releases and many e-mails, an informal meeting between VR & Network Rail has taken place.

8. Reports from other meetings

Cheshire Planning Forum.
Mr R Gleave attended a meeting on the 4th New Structure Plan lasting until 2016. A talk by Gill Philips about making more use of previously developed sites to preserve the Green belt. Out of town shopping areas not to be used and a restriction of new houses in rural areas 2002-06 2,000 new houses, 2006-11 3,500 new houses and 2011-2016 3,500 new houses 20% less than current plan. Andy Evans described the problems with filling the salt mines.

a) Newsletter Town& Parish Councils Assoc.
b) Review of Area working VRBC at Frodsham 7 July. Mrs Bayley will attend.
c) Licensee change at The Horns, Warrington Rd. d) Thank you card from Cllr A Hooker.
e) Leaflet. Proposed trial of a Wind farm at Aston. Letter to be sent from PC against proposal.
g) Highway Agency M6 Route Management Strategy questionnaire.
h) Boundary Comm Recommendation on Local government.
i) CCC Single unitary authority.
j) VRBC Parish Conference 22 June.
k) CCC waste disposal Replacement waste local plan.
l) Town & Parish Councillors events.
n) BIRD charity (brain injured children) requesting donation.

10. Village Matters

a) Pikenall bridleway is unwalkable when wet. David Bibby to be contacted.
b) Footpaths - Hill Top Rd Nettles & Hedges - who cuts and is there any restrictions? Roger Stanway to be asked what is the policy.
d) Express Dairies contacted. They said that they do not normally come through the village, it was a relief driver. E Connor will contact again about speeding.
e) Liverpool train at 4.15pm no longer running.
