Hazel Leigh was welcomed as the new Councillor by the Chairman.
1. Minutes of the last meeting held on 7th July were accepted and signed with two corrections.

a) A bouquet of flowers has been sent to Mrs E Burrows, and a card has been received from Eileen thanking the PC for the flowers. She will continue to represent Acton Bridge as a Governor of Weaverham school.

a) Wall Hill Cottage, Acton Lane, re-submission.
5. Planning Decisions
a) Hillcrest, Strawberry Lane - Fence has been refused by VRBC on grounds that it is detrimental to the openness of the Green Belt.

8. Reports from other meetings
Burial Committee. Mr Thornhill, VR, spoke at the meeting about possible extension of burial ground on land at back and side, and land on the other side of road, as there is a possibility that the owner may be prepared to sell (possible site for car park). Road re-surfacing inside ground agreed at cost of £3500.

a) Local Government review papers - circulated.

1) Hedges, Wetton lane, still require cutting J Oakley to be contacted again.

Mr E Connor said that he proposes to resign at the next meeting as he is leaving the village.

b) Playing field - Plans have been received from VR with a number of options of equipment with quotations of cost. Possibly the PC and ABCA could contribute some money towards equipment.
c) Cllr Hooker will contact Fiona Crane at VR about the advantages of becoming a Quality Council. Cllr Hooker suggested that Jackie Weaver be contacted also.
d) Cheshire Railings - Nothing from J Oakley as yet. A list is to be made of items requiring attention and a meeting to be arranged.
e) S Pardoe will check to see if rubbish has been removed from station car park.
f) S Pardoe has received a letter from Network Rail denying that they were responsible for the cutting down of trees near the railway. It is still a mess. Response from Network Rail is very disappointing. It was decided to ask WI to contact MP, Mike Hall about this problem.
g) Rights of Way - S Pardoe & N Tappin were thanked for their work. A letter has been sent to 'Countryside Rights of Way' with their comments.
h) Welcome pack for newcomers to the village, suggestions were asked for but it was thought that the ABCA News and the village being on the web site should be sufficient.
As Mr & Mrs Langford attended the meeting it was decided to close the meeting to enable the Councillors to ask Mr & Mrs Langford about their new plans. The meeting was adjourned at 8.15 pm.
The meeting was reconvened at 8.23pm.
The Councillors concerns about the length of the house on the original plans were allayed. The building will now be shorter and the height of the chimney was because of airflow.

c) 10 Orchard Ave, PVCU Conservatory with brick dwarf wall for Mr & Mrs Abbott. No objections.

d) Field South of Sandycroft, Warrington Rd. The siting of 3 timber units on the border of Strawberry Farm - approved.

Cllr Hooker is now Chairwoman of the Environmental Committee, and Deputy Mayor.

h) CCC Temporary closure Cliff Lane. Repair work to railway bridge.

j) CCC reply concerning road markings (no contact as yet about markings outside Hazel Pear - letter to be sent again).
k) VRBC Bulb planting, opportunity to receive more bulbs from VR. Enclosed form to be completed.
l) VRBC An appeal has been made to Secretary of State for Environment by Mr & Mrs Martin against the refusal by VR for the demolition of existing bungalow with swimming pool & erection of 2 bungalows.
m) DEFRA Rural services standard 2003.
n) CCC Local Network Fund - grants.
o) Samaritans request for donation.
p) VRBC Cheshire Farms appeal. VR to be contacted to find out exact whereabouts of site.
q) Providing Indemnities - a consultation paper.
r) Quality councils - To be a competent clerk a portfolio has to be prepared. Information as to what exactly is need to be requested from Cheshire Training Partnership.
2) Speeding - Kingsley have erected a flashing light that comes on when motorists go over 30mph. Contact to be made with Kingsley PC to see how it was financed. Letter to be sent to Police again about the problem of speeding.
3) An unsightly large pile of straw bales have been placed at the rear of Mr Hodgson's property.
4) An accident has happened at Milton Rough due to speeding.
5) Some bus services between Warrington & Northwich are to be cut.
6) A circular is to be sent to farmers in the area about the hazards on the roads through Acton Bridge caused by the speed and size of Tractors and the large farm equipment they have attached.
