ACTON BRIDGE PARISH COUNCIL

Minutes of the meeting held on Monday 6th October 2003 at 7.30pm

1. Minutes of the last meeting held on 1st September were accepted and signed as a correct record.

2. Public Matters

No members of the public present.

3. Matters Arising...

a) Playing field - Letter sent to all houses in Acton Bridge from VR informing residents of an opportunity to look at plans for the Playing field on 3rd October. VRBC have allocated £8,000 for equipment and safety matting. Parish Council agreed to contribute money towards a new swing. ABCA may be able to contribute also. Existing swings to stay, and the children would like the football pitch to be marked out properly. Children are keen to do some fund raising towards costs.
b) A letter has been sent to J Oakley at VR but no reply as as yet. A list has been prepared. J Oakley to be contacted again.
c) Letter received from Cheshire County Council regarding road markings near Hazel Pear pub. CCC say that they have done as much as funds allow. The markings on the Railway bridge were painted as they are to allow for work that is required on the bridge to be done. However work has been delayed.
d) Daffodil bulbs from VR have been delivered. Hazel Leigh offered to plant some at Milton Rough and Steve Pardoe said that the WI would have some also. Play Group are going to plant their own at the Parish Rooms.
e) Cheshire Farms plans for stables near Strawberry Lane. R Gleave and S Pardoe went to VR Winsford to speak to Mr C Williams, and to see the plans proposed. Mr Martin wants to erect 2 buildings on field used for grazing, and classifies the buildings for agriculture purposes, but it was felt that the buildings could be converted into a dwelling. VR are not happy with the proposal. Mr Martin is not taking the normal planning route, but going along the agricultural classification route which will give him farming rights. ABPC can write making objections. Mr Gleave and Mr Pardoe were thanked for going to VRBC.
f) Quality clerk Paperwork requested from Jackie Weaver concerning Clerk Portfolio.
g) Letter has been sent to Kingsley PC Clerk requesting information about 'flashing light' acquired by them to help stop speeding.
h) Speed gun. Reply received from Police about loan of 'speed gun'. They are awaiting results of trials being carried out in other parts of Cheshire. Villagers to be informed via ABCA News on PC attempts to alleviate speeding through the village. Letter to be sent to Police requesting costs of 'speed gun'.
i) Tractors - some tractors cause problems on roads with the size of equipment they carry and the speed that they can now do. The weight limit along Hill Top Rd is 7 1/2 ton gross. There have been numerous complaints about one particular tractor. It is known that it is coming from Forresters at Kingsley. Mr E Connor will go and ask them to use the A49 instead of coming through the village.
j) Mr E Connor handed in his resignation from the PC as he is moving house. He will be sadly missed and he was thanked by the Chairman for his many years of service to the Village and PC. Mr Connor was presented with a gift from the Council.

c) 10 Orchard Ave Conservatory - Approved
d) 8 Orchard Ave Rear first floor extn - Approved
e) Wall Hill Cottage Demolition and replacement - Approved

8. Reports from other meetings

AGM Cheshire Community Council reported that they are financially secure and that Rural Cheshire is being recognized by the Government
Town & Parish Council meeting VR and CCC are opposed in their opinions on Regional Government. VR want to join up with Crewe and CCC very much opposed to Regional Government. Quality Parish Councils were discussed.

a) National Grid proposal for sub-station info on exhibition to be held at Weaverham.

d) Daffodil bulbs letter informing that bulbs should have been received now.
e) Town & Parish Council meeting 9 October

h) VRBC Orchard Tree Scheme.
i) VRBC Parish Council's Tree Planting scheme

10. Village Matters

a) Car stolen from house on Station Rd.
b) Nursery is being tidied up. There are now new owners.
c) There has been a litter picker in the area.
d) There have been 2 burglaries in the village. One at Flushing Meadow and one at the Maypole.
