ACTON BRIDGE PARISH COUNCIL
Minutes of the meeting held on Monday 12th May 2003 at 7.00pm

1. Minutes of the last meeting held on 7th April were accepted and signed as a correct record.
No election was required for new Councillors, as seats were not contended. All previous councillors therefore re-elected.
Declaration of Acceptance forms were signed by Councillors.
2. Public Matters
No members of the public present (at this part of the meeting).
3. Matters Arising
a) Playing field - Have been informed by VRBC that there have been funds allocated for the playing field, Chapel Lane. Cllr Anne Hooker has also spoken to Mark Fox at VRBC and she was informed that £8,000 has been allocated. It was suggested that a letter be sent to the children concerned, informing them that the playing field was going ahead. Mr M Hodgson is to contact VR for more information.
b) Work on grass verges and roadway in Chapel Lane has now started.
c) Although John Oakley VR has confirmed that a letter has been sent to Mr Holland concerning the hedge on Cliff Rd and Wetton Lan,e nothing has yet been done.
d) Some roads surfaces have been patched up they are not very satisfactory.
e) No reply yet to the report sent to Cheshire County Council about the road markings near the Hazel Pear.
f) Cheshire Railings. John Oakley to be contacted again to ask for the ownership of the railings and land they occupy to be put in a letter to the Parish Council. Also to inquire to see if it is possible for the Parish Council to buy the railings.
g) Bus shelter, Station Rd. Shelter is the property of the Parish Council and needs to go on the 'Risk Assessment'. The shelter may need some repairs. Mr E Connor to check.
h) Letter has been sent to VRBc concerning request for litter bin on corner of Chapel Lane.
i) Caravan that had been parked on Chapel Lane has now been move behind houses near to the playing field. There is a possible blockage of access this is to be checked by Mr R Holt.
4. Planning Applications
a) 4 Milton Rough, for Mr Turton --- Two storey extension
Mr S Pardoe to check if neighbours have any objections. PC do not object to application.
b) 29 Chapel Lane, for Mr & Mrs Rooney --- Single storey extension, front porch extension & alterations to property. No objections.
5. Planning Decisions
a) Flushing Meadows, Old Lane. Fishing pools --- approved.
b) Sandycroft, Warrington Rd, stables --- approved.
6. Authority for signing cheques
a) Allianz Cornhill insurance £286 - 91 b) Cheshire Community Council fee £10 - 00 c) Petty cash £40 - 00

7. District Representatives Report
Cllr A Hooker reported that she has been re-elected, also she has been selected to be Deputy Mayor. Congratulations were offered by Councillors. Cllr Hooker has spoken to Mark Fox ref playing field, & he has said that £8,000 has been allocated for the refurbishment of the field.

9. Correspondence
a) Allianz Cornhill Insurance renewal papers.
b) Cheshire Community Council Membership fee renewal.
c) Town & Parish Council Association - 'Quality Parish Councils' meeting 5 June at Byley
d) Neuromuscular Centre request for donation.
e) VR Leisure facilities form - Mr R Gleave to complete.
f) Town & Parish Councils Association - Training programme for clerks.
g) RAF Cranage letter requesting help to avert the destruction of the site.
h) Cheshire Rural Forum conference 4 June. No one able to attend but minutes to be requested.
i) Post Office Branch closures. PO intend to close Greenbank PO
10. Village Matters
1) Large caravan has been positioned on newly bought land at side of house towards bottom of Acton Lane. Hedge has been taken up at side of house. Check to be made with Environmental Officer. Mr E Connor to see landowner.
2) Notice Board. Ref. change of position. ABCA have requested that it stay where it is.
3) Bike races through the village. No notification is sent to the village concerning times of proposed races. Weaver Valley Cycling club to be contacted.
4) Hanging baskets had been taken from houses along Strawberry Lane but due to quick action from a neighbour the culprits were apprehended by the Police.
5) Road signs. Milton Rough sign to be erected in the next 2 months.
11. Election of Chairman.
Mr R Holt was proposed by Mr E Connor and seconded by Mrs E Burrows for the position of Chairman.
Mr S Pardoe was proposed by Mr E Connor and seconded by Mrs E Burrows for position of Vice- chairman
Both were accepted with thanks.
