1. Minutes of the last meeting held on 6th February were accepted and signed as a correct record.
2. Public Matters
No members of the public present.
3. Matters Arising...
a) Playing field - Mr M Fox contacted again to be contacted again to request copies of letters sent to the children. Copies of letters promised.
b) J Oakley to be contacted to request a meeting to look at all the jobs requiring attention in the village.
c) Village Plan-has not yet been framed.
d) Letter sent to Police with reference to 'speed gun' No response as yet.
e) Street Lamps, Wall Hill Way. Letter received from CCC stating that funds are not available at the moment but all requests are being filed for review at a later date.
f) Risk Assessment has been carried out by ABCA. This can be extended to cover Parish Council.
g) Invitation to service at Chester Cathedral. 2 March. Mr R Gleave attended and thought it very good.
h) Road markings & island outside Hazel Pear Pub. Letter received explaining the reasons for the way the road was marked. Another letter to be sent with suggested new markings.
i) Local Plan. N Tappin to attend. Details to be passed to N Tappin.
4. Planning Applications
a) Bluebells, Old Lane for Mr & Mrs C Proctor. Conversion of roofspace to bedrooms etc & erection of conservatory. No objection.
b) 15 Milton Rough for Peter Hancock. Change in roof slopes & Conservatory (Retrospective). No objection.
c) Grange Brook Farm, Sandfield Lane, for Mr & Mrs P Rowland. Garage & General store. No objection
d) Ash House Farm, Chapel Lane for Mr & Mrs F Schofield. Change of use of farm buildings to Bed & Breakfast. No objection on the condition that the accommodation is not to be used for longstay or permanent residency.
5. Planning Decisions
Land adjacent to Sandycroft Warrington Road, for Mr & Mrs Butler. Erection of Stables, Tack & Store Rooms & Menage. Refused by VRBC.

8. Reports from other meetings
Community Pride Competition meeting attended by Mr N Tappin. Papers circulated. Mr N Tappin has volunteered as a judge for the Best Kept Village competition. Entry papers have to be in for 19. March. At the meeting the importance of a Village Plan was stressed.
Mr R Holt & Mr K Worrall attended Town & Parish Council meeting. NW Regional Assembly was discussed, VRBC being in favour of it, and CCC against. There will be no advantage for VR in the Assembly, as Cheshire will have only 3 seats out of 80 and it is felt that Cheshire will lose its identity.
9. Correspondence
a) Letter from B Heaton, Homewatch, thanking PC for funding the new signs for the village and thanking Mr E Connor for overseeing the erection of the signs. Letter to be sent to Bob Heaton for all his efforts in connection with purchasing the signs etc.
b) Hope House Children's Hospice, Oswestry. Request for donation.
c) Freedom of Information Act. Letter stating that the FOI team has accepted that the PC has adopted the Parish Council Model Scheme.
d) Cornhill Insurance confirming that the PC has Limit of Indemnity of public Liability of £5,000,000.
e) CCC Parish plans & Transport grants information.
f) VRBC Best Value Review - Caring for the Environment. Meeting to be held 6 March. As no-one is able to attend, a copy of the minutes to be requested.
g) CCC Structure Plan Review. Not applicable to this area.
h) Chester Cathedral Song School Appeal. Request for donation.
i) DEFRA Licensing Bill. Written Ministerial Statement from the Secretary of State for Culture, Media and Sport.
j) CCC Rights of Way improvement plan Weaver Valley Pilot Project 2003. Acton Bridge PC will be contacted again for views as the parish lies within the pilot area.
k) Borough & Parish Council Elections 1 May 2003. Nomination packs not yet received - to be chased up.
10. Village Matters
1) Hedge along Wetton Lane & Cliff Road. Check with John Oakley to see if letter has gone requesting the cutting of the hedge.
