ACTON BRIDGE PARISH COUNCIL

Minutes of the meeting held on Monday 6th January 2003 at 7.30pm

1. Minutes of the last meeting held on 2nd December were accepted and signed as a correct record.

2. Matters Arising

a) Freedom of Information Act -form has now been completed and sent off.
b) Grids and footpaths have been cleared.
c) Playing field--Ian Atherton has been contacted and he proposes to write directly to the children .
d) Nursery and Business VR letters muddle Letters of apology have been received.
e) Fences, Milton Rough -still not been mended after accident.
f) Village Plan-M Hodgson to acquire map.
g) Letter sent to Police with reference to 'speed gun'.
h) Street Lamps at top of Acton Lane. They have still not been seen to.
i) Street Lighting ,Wall Hill Way Backford Hall to be contacted.

3. Planning Applications

a) Sandy Lane, Demolition of Bungalow and erection of two bungalows on site - for G Martin no objection
b) Sandycroft, Warrington Rd. Erection of block of 8 Timber stables and stores - for Mr & Mrs Butler : more information required, possible commercial dev't and concern about access on to main road. Sue Glover, Planning Dept to be contacted for more time to consider proposal.

4. Planning Decisions

a) Conversion of barn at Manor Farm Approved by VRBC

5. Authority for signing cheques
Audit fee £58.75

6. District Representatives Report

Cllr Anne Hooker reported that the Government has given approval for Electronic voting and has given VR a grant of £200,000. This will be operational for May. Postal voting also available along with conventional methods.

7. Reports from other meetings

Town & Parish Councils meeting attended by R Holt & K Worrall
Jackie Weaver spoke on the role of clerks and the training of quality clerks. In the regionalisation of Councils Cheshire would be represented by 2 delegates. Waste Management - waste to be recycled not incinerated. Brown bins to be given to everyone.

8. Correspondence

a) Audit report and invoice received from Hacker Young. The Council has been given a clean report except for the need of a 'Risk Assessment' to be done for next audit. Letter sent to Peter Young thanking him for being the Internal Auditor.
b) Form for Precept for Apr 2003/Mar 2004 received. A discussion took place on the amount to request from VR. Mr R Holt had prepared a table of expenditure for the Council and it was decided to keep the Precept as last year at £1,600 and use the reserves in the bank for possible requirements.
c) Weaverham Village Show Committee has asked if Acton Bridge would like to join their Horticulture show. Request passed on to WI.
d) CCC Letter stating that they have been assessed as excellent by the Auditors.
e) Police-draft copy of local policing policies.
f) Cheshire Police Forum. Dates of meetings.
g) C Community Council 'Community Pride' meeting - N Tappin may be able to attend
h) Town & Parish Councils meeting 5th Feb. CCC & VR reps to give their views on NW region. R Holt & K Worrall to attend.
i) Letter from VR apologising for mistakes made concerning businesses, also letter stating that they will attend properly to the complaint.
j) County Council 'Special Choral Evensong' at Chester Cathedral invitation 2nd March. R Gleave to attend.

9. Village Matters

1) Work to start on 7th Jan near Hazel Pear, build-out, resurfacing & lighting.
2) Wood at side of Hazel Pear - The publican will tidy it up.
3) Railway is being upgraded.
4) Water leak opp Station & Hazel Pear has been attended to.
5) Village Plan. To prepare a plan entails a lot of work as all aspects have to be looked into and it might still not be accepted by VR.

10. Public Matters
None.

11. Any other business

1) Minutes to be put on floppy disc and given to S Pardoe.
2) Publication in Press of Village matters. A copy of ABCA News would possibly be better as the minutes cannot be published before signing. Mr M Hodgson said that he thought it a waste of time waiting for signature before publication.
3) Note to be put in ABCA News about Precept.
4) Milton Rough Bus sign requires replacing as it has been pulled down.

12. Next meeting will be held on Monday 3rd February 2003 at 7:30 pm
