UPDATE

Something a bit different this week as this is more of a community update.

1. More funding success. I have for some time sought to gain sponsorship to buy a water bowser which could be attached to a Police vehicle and used throughout our area to tackle people who urinate or vomit in the street. I have now obtained the funding and the bowser arrived this week and will be on the streets shortly, across not only my area but Northwich, Chester, E.Port and Winsford. We will use this equipment to make people who urinate or vomit in the street, clean up their mess or receive an £80 instant penalty. This an idea I have borrowed from North Wales who have reduced urinating in the street by 400%. In addition, I will be tackling dog foulers in a similar way and further down the line I will be utilising offenders who are on the Community Payback scheme to clean areas up as part of their probation orders.

2. Following consultation PCSO's are to have their powers extended to include the power to prosecute offenders for littering. Training is taking place in December and we should be in a position to issue tickets in January 2008.

3. Reports in Cuddington this week of a smartly dressed man going door to door selling signs to put in windows to deter cold callers. We will be launching a No Cold Calling Zone in Cuddington next week so residents do not need to buy signs as we will be providing home packs and signs for residents. Blake Lane is the designated area and Trading Standards are the lead agency in this joint initiative.

Cheshire Constabulary will be holding a training exercise for our Special Constables in and around the Town Centre of Frodsham.

The event will be tomorrow Sat 17 Nov 07

- so if you are out and about in Frodsham Town Centre tomorrow - remember it's just a training exercise and not a cause for concern.

UPDATE

1. Stop checks please on a Blue Seat Altea DE55OYN. This is registered to a keeper from Leigh. The occupants of this vehicle were seen to break into a vehicle in Eaton this week.

2. Observations please for a Blue Saab FE07ANU. This vehicle is on stolen plates and was seen breaking into vehicles in Sandiway this week.

3. Report this week of a bogus water board official calling at the address of an elderly person in Crescent Drive Helsby. The offender made off when challenged but only description is 5Ft 8" tall, medium build, early thirties, no accent. No identification offered.

4. Following months of planning and begging I have managed to raise enough money to purchase a set of bicycle lights for every child of High School age that cycles to the 5 High Schools I have in my policing area. This is a particularly pleasing initiative as I have been concerned for some time at the number of kids cycling to school in the dark without lights. I am greatly Indebted to the supplier of these lights Mr Dave Quinn from the Bike Factory at Broughton who has supplied these lights and I intend to visit Tarporley, Frodsham, Christleton, Helsby and Bishop Heber next week to distribute them.

Stealing of metal is still occurring in other parts of Vale Royal Item (1) as are instances of thefts of car keys from homes to steal cars (Item 2) and rogue trader visits predominately targeting retired residents (Item 3); although the examples below are in the Frodsham/Kingsley areas.

UPDATE

1. Sightings please for a Golf GTI T952JUJ. This vehicle is registered to a keeper from London and was responsible for the theft of lead in Delamere this week.

2. A spike in burglary offences this week in Kingsley. We have had two in the last week, one of which was a break in at a house where a vehicle was taken. Can I ask you to report any suspicious characters that you see out and about.

3. Incident of note on Fluin Lane where a man demanded payment for cleaning guttering at a cottage. Fortunately the occupant refused to pay as the workman tried to deceive her by saying her husband had authorised it. No vehicle for the workman or distinctive accent etc.

4. Sightings please on a Black Seat Leon DG04LNH. The occupants of this vehicle were throwing fireworks in Sandiway at passers by. The vehicle is registered to a company in Nantwich.

5. I have approached Cheshire Highways about their plans for the Pedestrian crossing at Bradley Lane Frodsham following questions surrounding the approach to the site etc and they have informed me that they would not consider erecting warning signs on the approach to the site due to budgetary constraints. Furthermore they are liaising with a local landowner to purchase some land in order to widen the footpath here.

UPDATE

1. Reports of a man calling at houses in Hockenhull Avenue Tarvin purporting to be from British Telecom asking people if they received their refunds after being overcharged. BT do not operate in this manner and would not deploy people to canvass door to door.

2. Sightings please on a Ford Fiesta R764RKW. This vehicle was being driven erratically around Hillside Drive Frodsham over the weekend. The vehicle is owned by a keeper from Widnes.

3. We are still getting thefts of lead from churches and businesses all over our area and I would ask that if you see anyone who you are not happy with removing lead in the evenings please contact us.

4. We arrested a youth on Tuesday evening from Runcorn on Frodsham railway station who had been seen by PCSO's with a baseball bat. He has been charged and is in next week. On Wednesday night we made another arrest on Main St Frodsham for public order of another youth who had travelled in. We will be maintaining our increased response over the bonfire period and I will update you with results.

5. Fun and Games during the run up to Halloween and on the night itself. We had a number of public order incidents around Frodsham, Helsby involving a Blue Vauxhall Corsa DE04EYL. Please report sightings of this to us.

UPDATE

1. Observations please for MA02LGG this is a Ford Focus with a Widnes keeper. Seen in suspicious circumstances with 4 youths on board around the Frodsham area. When challenged the occupants ducked down and made off at speed.

2. S8 FRD is an Audi 80. The occupant of this vehicle was seen acting suspiciously in his vehicle near to the toilets at Hapsford.

3.A man from Frodsham has been arrested and charged with 8 drive offs from petrol stations in Helsby and Frodsham. The man was driving an Audi and committed offences all over our area. He is due to appear in court shortly.

4. A prolific shoplifter from Helsby arrested for theft again in Helsby. He is in court next month.

5. Observations please for a Vauxhall Astra MW03WGC. This is believed to be in Frodsham and was stop checked in Runcorn last week acting suspiciously.

6. This weeks alcohol donation went to a Breast Cancer Fund raising event in Frodsham.

7. This week as part of our environmental audit we obtained help from Helsby Youth Church to conduct a litter pick at skate park on Ship Street. A team of young people gave us their time and worked hard to clean up the area together with our partners at VRBC Streetscene. These environmental clean up's are something that we have been trying to get off the ground for some time and was the subject of a previous bulletin I gave some time ago. We will be looking at other areas to do further work in the future.

8. The Community Action Team ran a 3 day traffic initiative in Cuddington / Sandiway and the following results were gained. 44 motorists were dealt with for speeding, 4 people were prosecuted for using mobile phones and 3 people reported for driving without a seat belt. This initiative will move around the Rural area in the coming weeks.

PATTERN PARAGRAPHS Mark Christopher Dimelow, 27, of Weaver Crescent, Frodsham, has been arrested and charged in relation to a burglary at Pear Tree Close. "He was arrested on October 11 and appeared at Vale Royal Magistrates' Court today, October 12."

UPDATE

1. The Volvo V70 BT03KXA I circulated to your several weeks ago that was linked to incidents in Sandiway and Helsby has been at it again. This week the occupants of this vehicle committed two burglaries at houses in Bradley Lane Frodsham and Norley. At one incident a witness tackled them and wrestled property from two offenders. The vehicle made off and was located in Winwick in Warrington on the Merseyside, GMP border where it was recovered together with property from our burglaries. The offenders made off from the vehicle and enquiries are continuing.

2. This is a scam from Lancashire Police: Please pass this onto all your friends with a mobile

Dear All
If you receive a phone call on your mobile from any person, saying that he or she is a company engineer, or telling that they're checking your mobile line, and you have to press #90 or #09 or any other number, end this call immediately without pressing any numbers. There is a fraud company using a device that once you press #90 or #09 they can access your 'SIM' card and make calls at your expense. Forward this message to as many colleagues, relatives and friends as you can, to stop it.

3. Following complaints we have received this week we have made an arrest of a Frodsham man for exposing himself to passers by from the window of his house. The man was bailed pending further enquiries.

4. Reports this week of callers visiting door to door in Helsby around Primrose Lane selling items as part of their rehabilitation program. The sellers did produce I.D., albeit not very well made and our informant felt that the badges could have been home made. I must stress that there was a burglary in Proffits Lane Helsby on Wednesday but this street had not been subject of any cold callers and we shouldn't draw a conclusion linking the two.

5. More lottery scam letters this week surfacing in Mickle Trafford from "Prize Multi State Lottery". Letters have been sent to several addresses in the area telling them they are lucky winners.

Note to residents in other parts of Vale Royal - although these reports are from the Frodsham and rural areas - you may wish to take note as many of these warnings and examples, apply across Vale Royal.

UPDATE

1. We are experiencing a number of thefts from telephone kiosks during the daytime across the rural area. One at Acton Bridge and then another in Malpas. The boxes are smashed off the mounting and then taken away. The only intel we have is that the one at Acton Bridge had a white transit van involved.

2. There has been a rise in vehicle crime in Delamere especially on Sunday. If you are going please ensure that you do not leave valuables in the vehicle.

3. We experienced problems in Eddisbury Square, Frodsham over the weekend with youths causing problems. The CAT officers made two arrests and seized a quantity of alcohol.

4. This week's alcohol donation has gone to a fund raiser in Norley.

5. Observations please for a Volvo V70 in Blue BT03KXA. This vehicle is on false plates and committing drive off offences all over our area. NB A 'drive off' offence = filling with fuel at a petrol station and driving off without paying.

6. R709CNA is a white transit involved in Rogue Trading on Ellesmere Port. This vehicle will travel around a wide area and the occupants have been completing very poor work on elderly people's houses for large sums of money.

7. Observations pleas for P235LBA is blue BMW 323. This vehicle is from Rhyl and we would like sightings of this vehicle. It has been seen in Sandiway and Cuddington in very suspicious circumstances.

8. Observations please for a Mitsubishi Shogun J61JWV. This vehicle was involved in a burglary in Ashton Drive, Frodsham and the keeper is from Widnes.

9. More scams. This time a lady in Helsby had a man called Mr Pratt ring her telling her she was being given a cheque for £40,000 from the Royal Bank of Canada. He stated that a man called Robert Kennedy would call between 12pm-3pm on Saturday to hand the cheque over. All she had to do was pay £800 to cover his expenses. Thankfully the recipient notified us of the scam. One to be aware of.

10. And another scam this time it's the Spanish lottery. Caller rang a lady in Tarporley telling her she had won. I will leave the rest to you.

UPDATE

1. Good stop check in Frodsham at 5.15pm. T661MCA. A green Vauxhall Astra. The driver was from Liverpool and the passenger from Widnes. This vehicle is of interest to us and I would ask for sightings please.

2. We attended at 4am a report some one trashing a car near to the petrol station at Helsby. We have arrested two local youths who are being dealt with as we speak.

3. Reports again of phone calls from foreign lottery companies telling people in Helsby and Alvanley that they have won the Spanish lottery or Canadian lottery. If you don't buy a ticket then you are not in it. This is a scam and should be disregarded. If a message is left then it's a premium rate number and will cost you a fortune to ring.

UPDATE

1. Reports of cold callers in Cuddington this week. The cold callers were selling door bells to the elderly for £30 fitted. A number of callers reported a blonde haired man, aged 30yrs, with no particular accent calling. Sightings please.

2. The Police. Members of the Bellemonte Rd Residents Committee and the Management of the Merseyview had a meeting this week to discuss ways to improve the incidence of ASB with patrons coming from the View back into the town. We had a very constructive meeting and the View will no longer allow 18th birthday parties to be held. In addition, we will mount extra patrols in the area during the themed nights. I will be writing to the organisers of any private parties held there stipulating that they must organise their own transport from the venue or use the one provided by the Club. We will be monitoring the situation.

4. Sightings please for a Yellow Transit van KU 51VNF. This vehicle was seen going door to door in Tarporley selling charms and touting for business. This vehicle is of interest to us and North Wales.

5. Successful ASBO obtained this week against Jamie Parker 16 yrs from Frodsham. Lots of conditions granted mainly around using abusive language in the street and not to enter Frodsham Leisure Centre.

6. A brother and sister from Frodsham were arrested in Kelsall this week following information that she had brandished a knife. Officers stop checked them and found cannabis bags and a knife on them. Searches of their house in Frodsham revealed cannabis plants being grown also. Enquiries continue.

7. Immigration officers visited a premises in Frodsham this week and arrested a man for immigration offences. I am not at liberty to reveal details.


A CATTLE truck driver who was found to have drugs in his system has been jailed for six years for causing death by dangerous driving.

Staffordshire man Philip John Charles Holt, 41, of Brook Lane, Ranton, admitted causing the death of Ronald Birch by dangerous driving on 27/10/06 on the A51 Nantwich Road in Tilstone Fearnall.

Cheshire Police's thorough investigation process ensured all factors which may have contributed to the collision were fully scrutinised. This included blood testing which revealed Holt had levels of Amphetamine, Cannabis and prescribed medication in his blood.

In addition, analysis of tachographs in Holt's lorry took place along with close scrutiny of mobile phone records and extensive witness questioning.

This work showed that Holt had been making and taking mobile phone calls along a 10-mile stretch prior to the collision. During this time his vehicle weaved from side-to-side and one driver had to take evasive action when the vehicle, which was carrying cattle, crossed to their side of the road.

Another witness wanted to deviate from his usual route as he was so concerned about the manner of driving. A third witness declined from overtaking the lorry in case it veered across the road as he manoeuvred.

Tachograph charges were also made against a company as part of this work showing just how extensive the work has been. This should serve as a warning to the small number of people who get behind the wheel when they are unfit through drugs. We will catch you and we will take action against you.

Police were called to the October collision shortly after 6pm when a caller reported that a cattle lorry had overturned and hit a transit van. The collision sadly led to the death of Telford man Ronald Birch who was 58 on the day of the collision. Holt pleaded guilty to causing Mr Birch's death by dangerous driving and was sentenced to six years custody at Chester Crown Court on Monday September 10. He must also re-sit a driving test before driving again.

UPDATE

1. The latest alcohol donation has gone to Norley Horticultural Society for their fund raising events. All the alcohol that was donated was seized at the Fair in Frodsham over the weekend.

2. Observations please on a white Ford Transit N71 TUX. This vehicle is being used by a family from Shropshire and the vehicle has been seen in suspicious circumstances in your area. In addition, the occupants of this vehicle have offered services door to door for gardening etc.

3. Obs for a Honda Accord registration no. Y302VCF. This vehicle was seen in suspicious circumstances in Tarporley near to Oulton School. The keeper is from The West Midlands.

4. Andrew Donnie Lovell from Elton was given a 5yr ASBO at court this week following an application by Pc Matt Uren. Lovell was convicted earlier this year for an assault upon the licensee of the Golden Lion in Frodsham.

Telephone Cold Calling - Home Security Sales Concerned residents have been calling the police recently regarding Cold Telephone Calls made to homes of residents in Vale Royal, offering appointments to demonstrate Home Security Systems. In some cases individual products may have police security standard approval, however the police DO NOT PROMOTE OR RECOMMEND specific products as there are many approved products in the market place.

I would offer the following advice:- Decline appointments to visit your home if you do not require these services. If you have started to purchase any goods or services, following a cold call to your home, you can contact Trading Standards who will advise you about your rights. 0845 11 32 500 Consider asking the company to remove your phone number from their lists, or contact the Telephone Preference Service who will add you to their nationwide No Cold Calling lists. Refer to the attached information for 'Stopping Unwanted Sales Calls' and consider passing a copy to a friend or relative, for their information; especially if they are elderly, vulnerable or live alone.

I have spoken with a company today who confirm that they will immediately remove you from their Cold Calling cycle if you ask them to, and that they support the TPS (Telephone Preference Service) and have links to their local Trading Standards office to ensure they are following Best Practice for this type of appointment canvassing.

Cold Calling is not in itself a crime, however you can make personal choices and take action to deal with unwanted sales calls.

1. A youth fromHelsby was arrested at the weekend for causing damage in Helsby to litter bins and he appeared in court on Wednesday.

2. Sightings please for a Green Rover 416 S678GHJ seen in Frodsham over the weekend in suspicious circs. The keeper is from Liverpool 13. Sightings please as he was seen paying attention to the shops in Eddisbury Square.

3. We have been to a local shop keeper this week and given him some advice about selling cigarette lighters in the shape of imitation guns. I will keep you posted.

4. More cold callers who claim to be working with Local Authority but aren't. FS Community Installations of Blackpool were in Mere Lane Cuddington this week stating they worked with Weaver Vale Housing. They don't and whilst both this company and St Johns Security who I have mentioned previously do provide systems that are of good quality, we are concerned regarding the high pressure sales tactics of their franchised sellers. Please inform Cheshire Trading Standards if you have concerns.

5.We have suffered a spate of burglaries in the Helsby, Manley and Alvanley area in the last 3 weeks during the daytime and early evening. WARNING BURGLARY LINKED TO SUSPICIOUS VEHICLE - VALE ROYAL

We have suffered a spate of burglaries in the Helsby, Manley and Alvanley area in the last 3 weeks during the daytime and early evening. At the latest job in Alvanley on 4.9.07 a vehicle registration number was taken of V108EPY. This is a dark coloured Vauxhall Vectra with a Liverpool Keeper.

This vehicle is of great interest to us and I would ask that you report any sightings of this vehicle as a priority please.

UPDATE

1. NJ04VUM is a Vauxhall Corsa. The occupants of this vehicle stole the takings from the Polo event in Tarporley this week. The keeper is from Liverpool 23.

2. Obs please for a vehicle on false plate possibly. A Blue Ford Escort L714LCU. This was responsible for drive off at Sandiway and the VRM is not registered.

3. Obs for a blue transit van with MAC HOUSING on the side. The occupants of this vehicle which had no VRM taken were seen to duck down when a Police car passed them on A 5117.

4. Michael Warrilow and Peter Neary who committed a burglary at Gates' garage earlier this year pleaded guilty at Northwich mags this week. They will be sentenced later on at Caernarvon Crown Court. These men were from Liverpool and due to CCTV gained we were able to identify them through our colleagues in Toxteth. A good result.

5. There have been some burglaries in Manley, Alvanley in Norley this week. This is very unusual and we have some very promising leads following prompt action that was taken in capturing a picture of the offenders in a dark coloured Vauxhall Vectra. We believe the offenders are from Liverpool and have been following up leads this week. Can I ask for any reports of suspicious characters in a dark vauxhall vectra to be reported please.

6. St Johns alarms are at it again. This time in Frodsham around Weaver Crescent. They state they are endorsed by the Police and Group 4. They are not and we are passing the details over to Trading Standards, but on your travels please report them to Trading Standards out if you come across them.

7. More alcohol seized. This time its going to Age Concern. I am still in the market for requests for Charity events and I still have some on the waiting list, but all requests considered.

UPDATE

1. We have conducted speeding enforcement in Helsby this week. 4 speeding tickets were issued and a number of verbal warnings issued. This action is in response to requests from local people.

2. Following the theft of an Ivor Williams horse box in Helsby this week and interesting fact for those of you who are looking to improve the security of these trailers is that if you are using a Bulldog safety device then ensure you put it on the rear wheels and not the front. This is due to the fact that the front wheel can be raised and the device made inoperable.

3. Observations please for a Red Toyota Panel Van G922TGY. The driver of this vehicle was seen in Frodsham this week acting suspiciously. The driver was Asian and very abusive when challenged. He visited several addresses trying to rent a room but the caller became suspicious and he fled.

4. Sightings please on a white Vauxhall Combo van S262FVT. This is being used by 3 men who were seen eyeing up a building site in Helsby.

5. Just to give you a snapshot of the types of crime we dealt with this week. We had 9 domestic violence incidents reported to us this week for the Frodsham, Helsby, Kingsley, Sutton Weaver and Manley areas this week and made 5 arrests. In all but one of these cases alcohol was a major factor in the commission of the offences.

6. Further alcohol donation to a good cause this week. We donated 60 cans of alcohol seized in my area to Norma Andrews for raffle prizes. Norma, 68 yrs is cycling through India for a Womens' charity and if anyone would like to give a cash sponsorship donation to her please e mail me.

UPDATE

1. Observations please for a Renault trafic Panel van in white. R216UCC. This vehicle was seen in suspicious circumstances in Cotton Edmunds. The occupants has Liverpudlian accents and were looking for scrap metal. The owner is from Wallasey. This vehicle is of interest to me.

2. We had a drink drive campaign in Frodsham, Helsby and Manley this week and arrested 3 people during the week who were over the limit.

3. I have a community volunteer who works with us from Frodsham Police station every Monday. I have decided to utilise her to tour neighbourhoods in a role of environmental auditor. Her role will be to get things fixed such as road signs, have bushes cut back that obscure road signs, remove graffiti and clean up neighbourhoods. Since she started she has successfully had the play area on Ship Street cleaned up. We have referred a number of sites to VRBC and they are looking at areas in Cuddington and Frodsham. If you have any suitable sites please forward them to me.

4. A 17yr old Runcorn youth who was arrested a couple of months ago for selling combat knives and axes from the boot of his car in Helsby has now been charged. He is in court on 15.8.07.

5. The offenders who were arrested in Sandiway last week for stealing car radios have both been arrested again. They have now both been remanded and admitted further vehicle crimes.

UPDATE

1. Two Northwich men have been arrested as part of an operation to put the brakes on car crime. The men aged 34 and 48 were arrested during the early hours of Monday (July 23) at Forest Road in Cuddington.

2. Two Frodsham men were both arrested for theft of a vehicle and drive off offences in Frodsham this week. One of the youths who cannot be named has been remanded in custody and the other man charged to go to court. I will update you when I have details.

3. Suspicious vehicle seen in Mickle Trafford eyeing up a Prestige vehicle. The vehicle is a VW Golf R550TKW. The keeper is from Leeds and the caller felt he was eyeing the vehicle up. Any sightings please.

4. Chris Medland from Hayes Crescent Frodsham has been arrested twice this week for racially aggravated public order. He was refused bail and remanded.

5. We had an incident that I reported to you several weeks ago of two men driving around Frodsham shooting airguns at people in the street. We have now charged these two with a host of firearms offences and they are in court on 2.8.07

6. We are experiencing a spate of thefts of vehicle registration plates at present, some of which are occurring in daylight hours. Can I ask that you report any suspicious activity around people tampering with VRM plates.

7. We have prosecuted a youth from Helsby for offences of dwelling burglaries in Alvanley and Manley. These are two years old but with advances in DNA evidence we have managed to further these cases and resurrect the crimes. I am unable to name the youth due to his age.

Given the extreme weather conditions across the country, the information below has been circulated to police officers and staff with regard to general health and safety while travelling. It would seem timely to share this with members of Home Watch too, as it is good advice for us all to follow.

DRIVING CARS IN HEAVY RAIN OR FLOODED CONDITIONS

Driving your vehicle in very heavy rain or where the roads have become flooded can be hazardous.
· Visibility can be seriously impaired.
· The steering and handling of the vehicle can be adversely affected due to the tyres inability to cope with the amount of water on the road.
· The braking system can be temporarily or sometimes permanently disabled.
· Driving accidents are more difficult to avoid.
· The engine of your vehicle can suffer serious damage.

PREPARE
Prepare your vehicle for the conditions by carrying out the following: Ensure your safety by having your vehicle professionally serviced as required.
Check that the windscreen wipers are in good order and the washer fluid is topped up, that the vehicle tyres are in good condition and set to the correct pressures; that all lights are in good working order and the oil and coolant levels are correct.
Get your vehicle checked by a technician if unsure. Keep wet weather clothing and an umbrella in your car. Take a mobile phone for emergencies where possible.

DRIVING
If in doubt about the condition of the roads, question if you need to make the journey at all. Check with local or national news and listen to bulletins.
Drive with dipped beam headlamps on in poor visibility even during the day. Slow down or stop where necessary where visibility is seriously affected. If you can’t establish your position on the road, stop until you are sure it is safe to continue.

WADING
Try to establish the depth of any standing water or flooded section of road prior to entering with your vehicle. If the water is deeper than about 10 to12 inches then there is a serious risk with most vehicles that the engine air intake will pick up water. This will often cause serious engine damage; it will stop the vehicle abruptly and lead to expensive repair bills. If other vehicles are driving through a flooded area beware that the bow wave caused by their movement can temporarily increase the depth of water in front of your vehicle.
If in doubt avoid driving through the area as you could well be stranded. Where you decide to drive through make your way slowly and steadily and make several light braking actions when out of the deep water to ensure that the brakes dry out and regain their effectiveness.

If in doubt about the condition of your vehicle following its use in such conditions get it checked over by a professional.

UPDATE

1. The District Garage at Helsby appeared in Court this week and were fined £500 for selling vehicles on the highway outside their premises. This prosecution emanates from complaints made to PCSO Chris Maddock who sought to resolve the matter with the garage, but to no avail. Chris lobbied VRBC who took out the prosecution. This is a perfect example of multi agency working and an example of how PCSO's are acting positively in the community.

2. We are still getting Ford Focus vehicles being broken into for their CD players. This is a national problem but we did have 4 cars broken into this week. I would ask owners to be extra vigilant and park their vehicles in a garage if they have one.

3. Excellent arrest by the CAT this week. Two men in a Transit van removing cable in the afternoon on Kelsall bye pass. These men were passing themselves off as workmen and wouldnt have raised an eyebrow. Due to the previous grid thefts that we were experiencing we are very vigilant with this type of activity and we arrested the two offenders, who are from Staffordshire. They will be visiting us again to go to court shortly..

4. Sightings please of a Peugeot 405 in red V395GNA. This vehicle was driving very erratically through Helsby/ Frodsham at tea time this week. The keeper is from the Wirral.

5. A few weeks ago I gave details of a man called Lee Ellwood from West Yorkshire who travelled to Frodsham to burgle houses and steal cars. He was eventually arrested following excellent work by my officers who recovered DNA from a discarded bottle. He has pleaded guilty at court and been given a suspended sentence.

6. We have arrested a man from Frodsham this week for racially aggravated public order and he is in the cells as we speak. I will give further details when I have it.

7. Nick Wallace from Norley was sentenced to 200 hrs community service following an incident in a restaurant in Frodsham.

8. A Frodsham man has been arrested and charged with a fraud matter. The charged man is appearing in court today.

Report this week of an Indian male going door to door in Springfield Ave Helsby selling £500 worth of vouchers door to door. The caller became aggressive when nobody bought the vouchers. No vehicle VRM taken. Sightings please

2. Obs please for a White Transit van N259XNA. This vehicle was calling door to door in Kingsley touting for work. The vehicle is registered to a traveller site in Northants.

3. Tristan Brown who was one of the post box and leylandi bombers was sentenced on a further matter of possessing 500,000 child porn images. He has been sentenced to a further 18 months imprisonment and he will have to sign the sex offenders register for the next 10yrs.

4. Can I ask for reports please of an alarm company called St John's Secure Alarms. We have received complaints of high pressure salesmen in our area and whilst they are a legitimate company I would like any incident reporting to us should householders feel that the salesman of this company are oppressive.

5. Obs please for a Maroon Ford Fiesta part registration no. MV854. This vehicle is believed involved in the thefts from vehicles in Winsford, Northwich and Cuddington.

UPDATE 05 JULY07

1. Just a reminder that if you do receive a phone call or letter telling you that you have won the Spanish Lottery then its a hoax. Sadly we are still getting victims reporting to us that they have supplied their bank and driving licence details to this scam.

2. Report sightings please of the following. BD06 VMF - This vehicle is a grey Citroen Xsara Picasso . The driver of this vehicle is from the Midlands and fitted a burglar alarm in Cuddington. I would very much like to speak to him.

3. Your Cat and Pcso officers have been up to Crowmere Lake this week and have detered illegal campers and seized fishing equipment. This is in response to local requests.

4. We worked with VRBC on the first day of No Smoking campaign. Our emphasis was on educating people that throwing cigarette ends on the floor is litter and is an offence. We spent the afternoon advising people in the first instance but will consider prosecutions in the coming weeks.

5. Report sightings please. BD06 VMF - This vehicle is a grey Citroen Xsara Picasso estate registered toa keeper from Warwickshire. He is in the area fitting alarms and I would like to speak to him. This week he has been in Sandiway and is very pushy with his sales technique.

UPDATE 29 JUNE

1. The observations I gave last week for the BMW L 826KVT which was eyeing up the Helsby Arms has a positive result. The driver of this vehicle was arrested in Ellesmere Port.

2. Steven Williams from Medcote Backford was arrested for brandishing a firearm at the weekend. He appeared in court and the case continues.

3. We have had 4 distraction burglaries this week. One in Ship Street Frodsham where a man in his late 30's wearing a high viz jacket came to inspect the meters. 3 others occured in Lincoln Court involving the same. This male entered 3 unoccupied rooms and made off with cash.

4. This week we donated further confiscated alcohol to a local charity in Helsby who raise money for wheel chairs for the disabled. I am happy to receive requests for charity donations via myself of Liz Biddle.

5. Pc Greg Thompson executed a warrant at an address in Queensway Frodsham. He recovered a BB gun, a small amount of crack and some stolen weighing scales. We have prosecuted the offender.

6. Update. The american pit bull that we seized several weeks ago in Frodsham and was featured in the Chester Chronicle is an American Pit Bull. The owner has now been reported for summons to attend court.

7. Observations please. A Citreon C 5 PN52ERU. The occupants of this vehicle were seen acting suspiciously in Rowton Hall eyeing up rooms. This vehicle was seen a crime scene in Widnes on 15.6.07. The keeper is from Liverpool.

8.Vehicles causing problems around Crowmere Lake with keepers from Liverpool. A Black Proton L199VCU and Blue Vauxhall MJ03CKP as having Can I request sightings please.

UPDATE

We have had more grid covers stolen this week. On this occasion the grid covers were removed from Guilden Sutton. Can I ask you to report any activity of grid removal to the Police.

Following reports of a disturbance in Tarvin outside a local pub, Police attended in the early hours of the morning and arrested a man for drink driving. He appears in court this week.

Pcsos Emily Benson and John Donaldson ran a speeding initiative in Utkinton this week. They caught 18 motorists speeding above 36mph. One women was eating food, driving and using a mobile phone. We will be taking these matters further.

At 02.20 hrs 13.6.07 a caller observed a White Van P287VNL driving slowly up Willington Lane and Utkinton Lane Tarporley. Patrols attended and seized the vehicle for No Insurance. The four occupants were from Liverpool. Sightings please of similar vehicles in the early hours please.

A regular scam that we come across is the purchasing of items via internet sites and foreign buyer promising to send a banker's draft to purchase the item. The item may cost £2000 and the draft will be made out for £4000. The buyer then will ask for the remaining money to be sent back to them. This is a scam and a very regular one. The banker's draft will invariably be bogus and in the time it takes to clear the seller may well have sent the money back to them. We get lots of these scams especially from Asia, but they are becoming prevalent in Europe.

The observations I recently gave for a Peugeot 1. 8 N513DJL which was in Huxley and Hargrave last week asking for lopping work has a taken an interesting turn. This vehicle was seen in Whitchurch near to several crime scenes. I am very anxious for any sightings of this vehicle to be reported immediately please.

We have donated our latest batch of seized alcohol to a Frodsham Cancer Fund raising event. Thanks to all of you who expressed an interest in receiving donations. I still have your details and I will ensure that as and when seized alcohol is available we distribute it for good causes.

On Sunday evening there were reports of two men in a vehicle shooting at passersby . We attended at the scene and arrested two local men who have now been bailed pending a large number of witness statements being obtained.

Can I repeat my request please for any information on cold callers requesting gardening work, roofing, driveways etc. The civil law stands that if a person cold calls at your house and wishes to do work of more than £35, then a 7day cooling off period must be given and a contract agreed. If this does not occur then Trading Standards can take action.

Note: You will note that the activity below relates to rural areas outside Chester, however it is worth looking out across Vale Royal generally, as criminals travel across both county and policing borders. Rogue Traders may operate across many counties in the North West.

UPDATE

Further to the observations last week for the White Transit from Hargrave - The full reg no. is Y541GFT. This vehicle is from Shrewsbury and was calling door to door asking for scrap. The vehicle had manhole covers in the back. We have received reports of disappearing manhole covers overnight on June 6, 2007 in Thornton-le-moors and Mickle Trafford.

Another transit van seen in Hargrave was W49 NRP. This was also asking for scrap metal.

N513DJL is described as Daewoo on our records but a witness states it was a Peugeot 1.8. This vehicle contained two males with Irish accents asking for gardening work. This vehicle relates to a previous keeper from Gwynedd.

All of these vehicles are of interest and I would ask for sightings please. Clearly, Hargrave and Huxley are receiving some attention at present.

UPDATE

This week we had a distraction burglary in Sutton Weaver, where two men in their mid thirties conned their way into a pensioner's house whilst posing as waterboard officials. There were no distinctive accents, but both men were small in stature. They left possibly in a red Ford vehicle.

Observations please for a white Ford Transit van AJ52ZJX. This vehicle is believed to be linked to an incident of cold calling for gardening services in Kelsall and is of interest to the police and Trading Standards.

We have conducted a search warrant in Delamere this week. It is part of an investigation into breaches of the laws surrounding the protection of wildlife. Enquiries are continuing.

An Audi vehicle stolen from Frodsham last year has now been recovered in Liverpool following an operation there. The offender is due to be sentenced for conspiracy to steal next week.

We have been running an operation to target the anti-social use of vehicles on Tesco car park this week and this has been very successful with a number of drivers being stopped and warnings given for seizure of their vehicles.

There was an intruder disturbed in Maori Drive Frodsham this week who left a prescription at the scene. We are continuing our enquiries on this one and have a suspect, but I would ask that you pay particular attention to the rear of your properties and ensure they are secure.

We had 6 incidents of criminal damage to cars this week in the Kingsway, Park Lane area of Frodsham this week. Can I ask that put out the feelers regarding offenders as someone must be talking about it.

We ran another ANPR operation in Frodsham this week and seized 4 more uninsured vehicles.

UPDATE

A Clotton man who was driving a Vauxhall Corsa was stopped and found to be in possession of cannabis. He has been prosecuted.

A warrant was executed on May 18 at an address in Ashton Drive Frodsham. Cannabis was seized along with an American pit bull type terrier. The owner has been prosecuted for the drug seizure and the dog has been confiscated and will not be returned. This is a very good result and I would encourage the flow of drug information to continue please as this is the second warrant in a month we have executed.

Following on from our appeal for info on Cold Callers - Cheshire County Council's Trading Standards has a rapid response team which can be deployed to deal immediately with cold callers. They are very keen to collate all incidents of Cold Calling. Their number is 0845 1132500

An Automatic Number Plate Recognition operation took place this week in Frodsham. Eight cars were seized for no insurance. Considerable intelligence was also gathered regarding travelling criminals.

A local Frodsham youth who admitted a string of vehicle crimes and house burglaries in Frodsham, Helsby, Kingsley has been sentenced to 12 months imprisonment and we have successfully obtained an ASBO against him.

Frodsham police officers will be undertaking a 35 mile walking challenge this Saturday in aid of charity. Hopefully the staff completing the event will be able to walk into work on Monday morning.

This is especially important where we have asked you to be alert for specific vehicles or people.

UPDATE

The thefts of laptops from schools in Huxley/ Tarporley has stopped and we have seized one of the computers from a raid in Neston. There appears to be a Bebbington/ Birkenhead team doing these jobs and warrants were executed at addresses last week.

We have received reports of suspicious persons of Eastern European appearance in a shop in Tarvin this week. Three women and two men distracted the cashier and stole jewellery from a rear room. Any sightings please.

A vehicle stolen from Tilston this week was found abandoned in Wrexham in a ditch. There appears to be a link with vehicles stolen in Tilston to North Wales. Any suspicious people please report.

Observations please for a White Toyota Estate K481UJC. This vehicle was seen in suspicious circumstances outside Tushingham School. The two occupants of the vehicle, who had Irish accents, made off when approached.

We have seen a rise in the theft of sit-on lawnmowers of late. We have had three this week. One at Little Budworth, Kingsley and Overton. Nothing to indicate a vehicle but someone is out in the small hours and must have a trailer or van to remove them.

A Kelsall youth has been prosecuted for causing criminal damage to a council vehicle in Kelsall Park last week. We will be having extra officers on duty for the Folk Festival next week.

As the summer months begin, can I ask you to report all cold callers please, offering gardening, driveway, tree services? Residents in the Frodsham area may have seen a police helicopter in action on Thursday 03 May 2007, this was in response to an incident involving the Theft of a motor vehicle and the potential to track the vehicle following the theft.

Local shop keepers and garages in Vale Royal are warned to be on their guard following two incidents (03 May – Cotebrook and Tarvin) where up to 5 males/females have entered the shop, distracted the shopkeeper, whilst one enters the rear of the store to steal money and jewellery. Offenders are described as Eastern European. Female 1 – Aged about 25 -35yrs, slim build, dark long hair, tied in pony tail, wearing orange and yellow dye styled top Male 1 - Aged about 25 -35yrs, stocky build, short, dark hair, combed forwards, wearing white T shirt with black strips across chest area Female 2 - Aged about 45 -50yrs, large build, distinctive purple coloured shawl ankle length. Long dark hair. Walks to rear of store, away from till area, seen peeping in back.

STOLEN from HOLY TRINITY CHURCH, Castle, Northwich

Thieves recently broke in to a storage area in Holy Trinity Church. Amongst other items thieves took an ATCO Cylinder Mower, petrol, walk behind, 36inch blade

The mower and box are green but distinctively have the name 'Holy Trinity Church' painted in white on both the box and the mower.

UPDATE

A burglary occurred this week in Acton Bridge at the home of an elderly lady. It occurred around 7pm when two scruffy looking males burst into her house and stole her handbag. They made off in a dirty looking Ford Mondeo. No reg was taken. [Acton bridge Editor's emphasis]

There was a disturbance in Ashton Drive this week. Officers attended and made three arrests for affray. Enquiries are continuing.

A local youth from Frodsham was arrested this week for breaching his bail curfew. He is in court this morning.

Subaru Impreza index no FL55FLM seen in Frodsham this weekend with five lads on board. The caller thought they were acting suspiciously. Sightings please.

A Frodsham youth was produced from prison this week and admitted a burglary at Helsby Community Centre. He also admitted four other burglaries in Frodsham and Helsby.

UPDATE

We had an incident this week where three men in a transit van were suspected of stealing manhole covers in Wimbolds Trafford. Three offenders from the Northwich area have been arrested.

A Frodsham youth was arrested on suspicion of being in possession of knives and an axe whilst in Helsby last Friday. He has been bailed. It is alleged he was selling the knives to kids in the area from the back of his car.

R121HNA is a red peugeot that I have circulated previously and regularly is seen driving around Helsby erratically. This vehicle has now been issued with a S59 notice in Elton. 4 other S 59 notices have been issued this week other vehicles driving in an anti social manner. The notices are a warning. If the vehicles are driven in an anti-social way again, we have the power to seize them.

A Frodsham youth was produced from Youth Custody this week. He admitted five burglaries in houses and will be appearing at court next week

Observations please for a vehicle believed to be involved in drive offs from petrol stations in our area. V322NEO. This is a Ford Focus and we suspect the plates are false. It is believed a drive off has also been committed in Shropshire by the same vehicle using different plates.

Five men from Chester have been arrested following a stop search of a vehicle near to the Stamford Bridge. Cannabis was also recovered. Two of the arrested persons have received cautions.

UPDATE

Good arrest of the occupants of a previously circulated Vauxhall Astra seen in suspicious circumstances in Helsby - DG06SRW. They were sighted at 1pm in Helsby and following a stop check by officers and then arrested for theft from a car in Southport.

This week, Michael Hughes (DOB 19.7.88) who originates from Worcester was arrested for theft in Mickle Trafford. He hangs around the Helsby and Frodsham area and tends to stay in hotel and lodgings overnight. He has been charged and is now being dealt with by the courts.

A disturbance over the Easter weekend in Eddisbury square. The Police were called and two local men arrested. They have been bailed pending further enquiries. Whilst on this subject, some of you may have read in the local papers about an alleged stabbing that occurred at the Merseyview Club last week. I confirm that we did attend a report of two stabbings to women. I can also confirm that it appears the allegations are false and the claims of injury have been caused by standing on a broken glass. I will not be pursuing any investigation into these matters.

I have previously circulated a Ford Escort that originates from Frodsham that I believe has been involved in criminal activity. We have stopped this vehicle and seized it for being unroadworthy. I am unable to give the registration number due to data protection sadly.

We attended this week at an address in Frodsham where an elderly lady had received a flyer for gardening services. She called the company and they attended and agreed on a price. The work commenced but the contractor increased the original amount asked for. This is now catered for under the new Fraud Act and increase on payment agreed has to be agreed prior to the additional work commencing. We attended and checked out the contractor who is known to my officers and passed his details to the Trading Standards. I am unable to give any further information as no criminal complaint was made, but I would ask that this new piece of legislation is put out to your constituents so that they can be aware of their rights.

A 19-year-old Tarporley man was arrested on suspicion of causing damage to a window on the High Street at Tarporley. He was also arrested for theft and is now charged and appearing at Vale Royal Mags on 19.4.07

A 27-year-old Tarvin man has been charged with 17offences relating to child pornography items found on his computer. He is appearing at Chester Magistrates' Court on 18/04/07.

This week we seized a large amount of stolen plant machinery and mechanical diggers from a lock up in Wimbolds Trafford. We will be producing pictures in the local press and appealing for anyone who has suffered thefts of plant, diggers etc comes forward.

Obs please for a BMW part registration M126. This occupants of this vehicle were responsible for an assault in Frodsham in the early hours of saturday.

2. Extra attention to Elton. Intruders disturbed at 5.17am trying to break into a house. They made off when disturbed. Elton has had a spike of vehicle crime and burglary of late in the early hours.

3. Excellent arrest of a female by Pc's Beswick and Cawley in Frodsham. We recovered 12 bags of heroin from her following a stop check. Enquiries continuing and I will update you when I have further info.

4. A Wise from Thornton le Moors sentence result for excess alcohol. Banned for 3yrs. This is an excellent result for the CAT officers who arrested her.

5. There was a high speed pursuit through Helsby which you may have heard about. We made an arrest following the pursuit for disqualified driving and dangerous driving and I will update you with a court result when we have it.

6. We have made a number of alcohol seizures of late and we are now at a point where we will be donating some of it to local worthy causes. I will be donating some to Helsby Sports and Social Club for a charity event, but if you know of any that we can assist with, I will try to oblige.
